RFQ: 140G0320Q0079

The U.S. Geological Survey (USGS), Wyoming – Montana Water Science Center has need for construction of one mobile laboratory to be used for water-quality sampling.

The lab will be mounted directly to the chassis body of a 2020 model Ford F450, 4-wheel drive, dual-wheeled truck. Truck replacements occur about every 5 years, so the camper dimensions will need to accommodate a range of minor variations in utility body dimensions, primarily the distance between wheel wells.

NOTE:

The government anticipates the truck will be available approximately in the September -October 2020 time frame. The USGS will deliver the truck if the contractor is within 520 miles of the USGS facility.

For contractors beyond 520 miles of the USGS facility they must provide a quoted price as a separate line item for the pickup of the truck at the USGS facility and return of the truck and mobile lab to the USGS facility.

SPECIFICATIONS FOR CONSTRUCTION

OF CUSTOM LAB CAMPER

THE FOLLOWING MEASUREMENTS ARE GOVERNMENT ESTIMATES

ONLY. THE CONTRACTOR IS RESPONSIBLE FOR THE PRECISE

MEASUREMENT AND FITTINGS

Dimensions listed in the specifications and may deviate slightly if needed to conform to standard dimensions of available items (for example: door widths, window widths, etc.).

However, it is essential to conform to all fundamental features for the interior layout, structural reinforcement of load-bearing requirements, water-tight seals, power, appliances, etc.

The camper will be coupled directly to standard-dimension cab and chassis for a dual-wheeled truck, with specific laboratory features constructed as detailed in the following specifications.

GENERAL

1. The camper shall be in compliance with all current Federal, State, and local recreational-vehicle (RV) codes for construction, electrical, gas, and safety.

2. The camper shall be constructed with a hardwall aluminum exterior

3. The camper overall nominal dimensions—not including protruding lights, latches, or vents—are:

96-inches wide (exterior dimension)

84-inches high (Interior dimension)

108-inches long (exterior dimension – not including overcab extension)

48-inches long overcab extension

41-inch floor width (to accommodate potential future transfer to a dual-wheeled truck utility body)

27-inch kneewall height (height from camper floor to top of utility box, with about 1” clearance)

FRAME AND EXTERIOR

1. Welded aluminum framing. Camper walls shall be reinforced to support 150-pound loads in overhead cabinets, shelves, and overcab storage, but roof does NOT have to be reinforced to support “walk-on” load. Construction shall be such that camper can have full load if temporarily removed by USGS and supported by four corner jacks only (i.e., lifted off truck). Support brackets for corner jacks to be installed, if necessary.

2. Marine-grade exterior ¾-inch thick (minimum) plywood or steel subfloor; all other plywood used in exterior walls shall be marine-grade; no particle board or chip board shall be used in exterior walls; all exposed exterior plywood (i.e. not covered by sheathing) sealed and painted with weather-proof undercoating.

3. Floor, all exterior walls, and roof insulated with injected foam and/or fiberglass batts and/or polystyrene panels.

4. White (or other light color subject to approval by USGS) aluminum or fiberglass hardwall exterior sheathing (approx. 0.05” thickness); all seams, joints, and fasteners shall be sealed with a water-proof silicone (or other like material) caulking; trim shall be the same color as sheathing.

5. All roof seams and fasteners shall be sealed with a water-proof silicone (or other like material) caulking.

6. Roof vent approximately 14 X 14 inches operated by crank handle, watertight, and having a sky-light dome cover.

7. Exterior of overcab extension to be slightly rounded at top corner to minimize wind resistance.

8. Slide out step to be installed for side door access.

9. LED Scene lighting installed on front and back corner of passenger’s side, with switch inside the door.

10. Exterior compartments: Heavy duty double walled access doors, including lockable recessed stainless-steel handle, hinges, T-style door hold back, and bottom door frame lip.

a. (1) 30”H x 24”W single door on passengers side rear of truck body for access to under cabinet storage area

b. (1) 30”H x 24”W single door on driver’s side rear of truck body for access to under cabinet storage area

c. (1) 18”H x 48”L single top hinged door on driver’s side of truck body for under cabinet storage area

d. (1) 30”H x 36”W vented single door on driver’s side of truck body for access to propane tank

e. (1) 30”H x 24”W single door on driver’s side very front of truck body for access to under cabinet storage\

11. Class V trailer hitch installed with 7 pin flat, RV style trailer plug

12. Exterior lighting to FMVSS, including 1” round LED clearance lights, 1 pair of

4” round LED Grote stop-tail-turn signals and 1 pair of 4” round LED Grote reverse lights

13. Backup camera

14. Rear amber warning lights on upper rear corners of body

WINDOWS AND DOOR

1. One sliding window -- drivers-side only, approximately 20”H x 36”W (can be modified to accommodate standard window dimensions); with screen, tinted glass, and enamel-painted frame; installed above counter back-splash and below overhead shelving.

2. No window on forward or rear walls.

15. One heavy duty, double walled side door to be installed on the passenger side. (2) single pane 20”W x 20”H viewing windows on upper and lower portions of door.

Approximately 70-inches high by 25-inches wide, insulated. Double seal around perimeter of door shall include bulb automotive-type primary seal and exterior flaps (secondary seal).

3. One exterior grab-handle mounted next to door on door-knob side; one full flat door catch to hold door in open position.

INTERIOR AND CABINETRY

Interior surfaces and cabinetry shall be of non-metallic materials and finished to facilitate ease of cleaning and to endure exposure to water and year-round use. Interior and cabinetry specifications are:

1. Interior flooring of seamless, white (or other light color, without pattern), smooth, commercial-grade vinyl (linoleum); cove-type vinyl trim at union of kneewall/cabinetry and flooring.

2. All interior walls and ceiling shall be sheathed with smooth, white (or other light color, without patterns) laminate, fiberglass, or vinyl bonded with epoxy glue;

fastening hardware shall not be exposed (i.e. shall be covered with non-metallic trim).

3. Three work counters at rear wall and on curb- and road-sides having a continuous surface. Seamless smooth epoxy resin countertops. No metallic edging on countertops.

4. Door, cabinet, and drawer latches will be positive-locking to prevent opening during transit; door and drawer pulls will be non-metallic: heavy-duty metal hinges to be painted in white or similar color.

5. Additional work counter and cabinetry specifications are:

Counter tops shall be constructed of epoxy resin with back- and side-splashes; counter tops shall be braced to support 200-pound loads; counter tops shall overhang under-counter cabinetry and drawer faces by about ½ to 1 inch; all joints shall be sealed.

Drivers-side counter shall be about 22-inches deep; work surface shall be about 36-inches high (measured from floor). This height will allow about 10-inches under the counter for drawers.

Passenger-side counter shall be about 22-inches deep; work surface shall be about 36-inches high (measured from floor) in the lower section.

Rear wall counter shall span the distance between the curb- and road-side counters and be about 24-inches deep. This counter will be at the same elevation as the curb- and road-side counters.

One non-metallic, wide, single-basin sink centered in rear wall counter having a nearly flat bottom about 6-8 inches deep, with non-metallic drain. Drain will be connected by hose to an under-counter valve redirecting waste water to either a waste jug or out of truck. No water supply hookup or faucet is necessary.

Cabinetry/drawers under counter tops shall be constructed of ½-inch thick plywood, or rigid plastic, fiberglass, or comparable materials.

Cabinetry under rear-wall counter shall consist of one under-sink access cabinet with door; (left rear) passenger side -- one drawer and open storage area under drawer (no door). Under-counter drawers each to be installed under the driver- and passenger-side counters. Drawer dimensions shall be maximized for the available space between counter surface and top of utility boxes. Under-counter drawer faces shall be approximately flush with kneewall.

Shelves over counter tops shall be constructed of ½ to ¾ -inch thick plywood, or comparable nonmetallic material that can support weight up to 150 lbs without buckling or cracking. shelf “openings” shall be about 20-inches wide and 12-inches tall (minimum dimensions) and have 2-3” lips along forward edge to keep equipment in place during transit; open shelves to be about 16- inches deep.

ELECTRICAL AND GAS

1. Interior of Truck body to include (5) duplex 110V outles. (2) on passenger’s side of truck body above the counter, (2) on the driver’s side of the truck body above the counter, and (1) within overhead shelving along the rear of the truck body to power USGS supplied peristaltic pump.

2. Supply & Install (2) 12V Group 31 Deep Cycle auxiliary batteries in driver’s side under cabinet storage area. To trickle charge via chassis HD alternator. Include automatic cut off relay to prevent drain on chassis starting battery. To power all 12V lights and accessories and interior 110V outlets via inverter.

3. Interior lighting shall consist of (6) ceiling mounted 12V LED round dome lights installed with switch at the side access door. 12V LED strip lighting installed along the full length of underside of overhead cabinetry/shelving to provide lighting for countertop area, with separate switch at side entry door.

4. Propane tanks and heater

a. Supply and install 80000BTU LP-gas catalytic heater unit w/ piezo start.

To be wall mounted and includes protective heat shields and supply lines as necessary.

b. Supply and install (2) 30lb propane tanks, including brackets, hold-downs, regulators, switchovers, and all valving. Installed in driver’s side lower cabinets and accessed via vented exterior access door.

5. Backup camera to be installed on exterior rear.

INSTALLATION

1. Install camper onto U.S. Geological Survey-supplied cab and chassis F450 (4X4) w/ dual rear wheels. Must be easily transferable to newer vehicles of same class.

Include mudflaps, anti-sway brackets, and fuel fill.

2. Utilize standard wiring and install protective grommets wherever needed to prevent fraying of wires.

Authorities and Delegations (SEP 2011)

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer hereby appoints as Technical Liaison (TL):

To Be Determined

The TL is responsible for technical monitoring of the contractor’s performance and deliveries. Changes to this appointment must be made in writing by the Contracting Officer.

(c) The TL is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer and his authorized representative(s), such as the TL, acting within the scope and authority of their appointments.

The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, if the TL or any other USGS employee has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the individual’s authority, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the TL.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the TL acting within the scope of his authority, shall be at the Contractor's risk.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (April 2013)

Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor.

To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions- Commercial Items included in commercial item contracts. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. 52.212-2 -- Evaluation -- Commercial Items (Jan 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

LOWEST PRICE AND TECHNICALLY ACCEPTABLE

(i) Technical capability of the item offered to meet the Government requirement

(ii) price;

Technical capability is more important than price.

To determine technical capability - The contractor must demonstrate in a clear and concise format all the requirements that will be met and must clearly indicate any requirement that cannot be met.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS

(Mar 2020) The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.

(a) Definitions. As used in this provision— “Covered telecommunications equipment or services” has the meaning provided in the clause 52.204- 25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

Forced or indentured child labor means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

Indicators of control include, but are not limited to, one or more of the following: ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

Inverted domestic corporation, means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

Manufactured end product means any end product in product and service codes (PSCs) 1000-9999, except—

Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.

Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).

Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.“Sensitive technology”— Sensitive technology—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3)of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

Service-disabled veteran-owned small business concern—

(1) Means a small business concern—

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veteransor, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service connected, as defined in 38 U.S.C. 101(16).

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.

Small disadvantaged business concern, consistent with13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that—

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by—

(i) One or more socially disadvantaged (as defined at13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR124.104(c)(2); and

Subsidiary means an entity in which more than 50 percent of the entity is owned—

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

Veteran-owned small business concern means a small business concern—

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C.

101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.
