Section C - Description/Specifications/Statement of Work
Specifications for infrared focal plane array sensor test unit
The Naval Research Laboratory has a requirement for an infrared focal plane array sensor test unit (FPA-STU) that houses, cools, electronically interfaces, and reads out commercially-available InSb focal plane array (FPA) sensors that are packaged in an 84-pin leadless chip carrier.
The system must consist of the following components and shall meet or exceed the following minimum specifications.
Infrared focal plane array sensor test unit
S1. The FPA-STU shall contain a hermetically-sealed, liquid-nitrogen-cooled, pour fill dewar with the appropriate daughterboard, chip carrier and electrical feedthroughs to interface with and read InSb focal plane arrays with a 640 x 512 pixel format and 15-micron pixel pitch that is bonded to a Teledyne FLIR ISC0403 ROIC that is mounted in an 84-pin leadless chip carrier (LCC). The dewar shall include the following components and meet the following specifications:
a. The dewar shall cryogenically cool the LCC-mounted FPA to liquid-nitrogen cryogenic temperatures lower than or equal to 80 Kelvin
b. The dewar shall have a cooldown time less than or equal to 30 minutes
c. The dewar shall have a capacity of holding at least 0.3 Liters of liquid nitrogen
d. The dewar shall include a sapphire window that transmits infrared light in the spectral range of 0.4-8 microns with greater than 80% transmission.
e. The dewar shall have an optical configuration (appropriate window size, clear aperture, cold shield) that allows for a 60 degree field of view without any mounted optics (e.g., mounted lenses).
f. The electrical feedthroughs shall allow each contact pin of an 84-pin LCC to be individually accessed for custom ROICs.
g. The dewar shall contain a daughterboard capable interfacing with the commercially available Teledyne FLIR ISC0403 ROIC that is wired to an 84-pin LCC
h. The dewar shall include a heater that will allow the sensor to be warmed up to room temperature in 60 minutes or shorter.
i. The dewar shall be flexible such that other FPA sensors and ROICs can be accommodated in the future through retrofitting as program needs evolve.
S2. The FPA-STU shall include the electronics necessary to read out 640x512 pixel, analog, InSb FPAs that are integrated with the Teledyne FLIR ISC0403 ROIC. The electronics shall include:
a. The analog electronics shall include 8 FPA clocks
b. The analog electronics shall include 12 bias supplies
c. The analog electronics shall include 8 analog to digital converter (ADC) readout channels
d. The analog electronics shall include all necessary triggers, voltage references, low voltage differential signal circuits to drive and read from the Teledyne FLIR ISC0403 ROIC.
e. The analog electronics shall include the required high speed frame grabber to read FPA images into the required computer system (specified below). The frame grabber shall have an electronic interface capable of reaching 10 GigE speeds, exceeding 160 mega samples per second.
f. The analog electronics outlined in S2a-e shall be preconfigured for compatibility with 640x512 pixel, analog, InSb FPAs that are bonded to the Teledyne FLIR ISC0403 ROIC and mounted in an 84-pin LCC.
g. The analog electronics shall be flexible such that they can be reconfigured to be compatible with other ROICS through future retrofitting as program needs evolve.
S3. The FPA-STU shall include a computer workstation capable of supporting the frame grabber and all analog readout electronics specified in S2. The computer system shall include at least Windows 10 and the TPM 2.0 module so that it can be networked at NRL.
S4. The FPA-STU shall include software compatible with the analog electronics, frame grabber, and computer specified in S2-S3. The software shall have the following capabilities:
a. The software shall be configured to interpret and display images from 640x512 pixel, analog, InSb FPAs that are bonded to the Teledyne FLIR ISC0403 ROIC and mounted in an 84-pin LCC.
b. The software shall allow the user to setup, control and analyze image data from the FPA test sensors. Basic functionality shall include:
i. The software shall include the ability to perform 2-point corrections
ii. The software shall include the ability to perform image subtraction
iii. The software shall include the ability to display image statistic
iv. The software shall allow the user to control the FPA frame rate and integration time
v. The software all allow the user to control the image orientation
vi. The software shall allow the user to control FPA windowing and binning.
Installation and Training
The price of the infrared focal plane array sensor test unit (FPA-STU) system must include delivery of the instrument to the U.S. Naval Research Laboratory in Washington, DC; installation demonstration; and training.
The installation should include an on-site validation of specified performance and training of the final users at the Naval Research Laboratory.
Training shall include a hands-on tutorial for that ensures NRL personnel are proficient in operating the all modes of operation of the FTIRSm system.
Documentation and Warranty
a. A full set of all written documentation customarily provided to the public with a commercial item shall be provided. This shall include user manual(s) or equivalent as well as copies of any software, and any manuals for the software included with the system, if customarily provided. This documentation should be received by NRL with the system hardware unless other arrangements are agreed to by the authorized Government representative. In addition to the above documentation, which is customarily provided.
b. The contractor shall offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. These warranty terms must be included in the system price. The period of the warranty shall begin upon acceptance.
