This acquisition is conducted under the authority of the Multiple Award Schedule Program (see FAR 8.401)

1. Identification of the agency and the contracting activity:
The requiring activity is the Internal Revenue Service, Services and Enforcement Program
Management Office and the contracting activity is the Internal Revenue Service, Office of the
Chief Procurement Officer (OCPO) Office of Business Solutions Acquisition.
2.a Nature and/or description of the action being approved:
This action extends services for six (6) months under BPA 2032H8-22-A-0002, task order
2032H8-22-F-00104 in accordance with FAR 52.217-8, Option to Extend Services. FAR
52.217-8, Option to Extend Services was included in the award document however it was not evaluated at award. To maintain these services while they are recompeted, the task order will be modified to extend the period of performance for six months on a Firm-Fixed Price (FFP) basis. The period of performance will be July 14, 2023 – January 13, 2024.

3.a A description of the supplies or services required to meet the agency’s needs:
The proposed acquisition is to acquire support services for the Joint Strategic Emerging Issues
Team (JSEIT) with tasks related to process and operating model development, database and portal maintenance and day-to-day operations of the JSEIT. The period of performance for the six-month extension will be July 14, 2023 – January 13, 2024.

The IGCE inclusive of the six-month extension is . The current award value is $506,297.76.
4.a Identification of the authority being used (Check the appropriate box that applies).
☐ FAR 8.405-6(a)(1)(i)(A) – An urgent and compelling need exists, and following the procedures would result in unacceptable delays.
☐ FAR 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
☒ FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order or BPA provided that the original order or BPA was placed in accordance with FSS procedures in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

4.b Supporting Rationale:
This work is a logical follow-on. FAR 52.217-8, Option to Extend Services was included in the award document however it was not evaluated at award. FAR 52.217-8 enables the
Government to require continued performance of any services within the limits and at the rates specified in the contract as required. The task order was competed amongst all BPA holders.
The scope remains unchanged and value of the six-month extension is within the limits in the current task order. Considering price was evaluated on a competitive basis at award and administrative time to re-compete the services, cost and time savings will result from a non-competitive award.
