PERFORMANCE WORK STATEMENT (PWS)
FURNISH, INSTALL AND MAINTAIN BIO-AMP DIGESTER SYSTEM
IN LIFT STATIONS 3001, 292 AND 585
LITTLE ROCK AFB, AR 72099
1. DISCRIPTION OF SERVICES
1.1. The contractor shall provide all qualified personnel, transportation, tools, equipment, materials and services required to maintain Digester System on Little Rock Air Force Base, AR 72099. The contractor shall accomplish all services below to meet the requirements of this Performance Work Statement (PWS). Work shall be in compliance of all Federal, State and local regulations, and codes for metal facility systems.
2. GENERAL REQUIREMENTS
2.1. Pre-Build Requirements: Before services are commenced, the contractor shall inspect and ascertain all information for the diligent performance of the service(s). The contractor shall notify the ordering agency of any conditions that prevent the suitable completion of these services to include operations that could endanger Government personnel or property and require appropriate action. The contractor must receive written approval from the Contracting Officer before starting work after finding such conditions (If the contractor discovers such problems associated with the work after starting, he or she shall immediately notify the Contracting Officer (CO) for their approval if the work is to continue). Contractor shall submit technical drawings for review and receive approval of said drawings through the CO prior to starting the build project.
2.2. Technical Information on Lift Station 3001 and Sewage Flow. Lift station has two 900 gpm submersible pumps (3 phase/208v) with a daily average flow of 400,000 gallons. Wet well depth 10 feet, length 14 feet 4 inched, and width 14 feet 4 inches. High level alarm 7 feet 3 inches, Pump on 5 feet 4 inches, and pump off 1 foot.
2.3. Technical Information on Lift Station 292 and Sewage Flow. Lift station has 150 gpm pumps (3 phase/460v) with a daily average flow of 20,000 gallons. Wet well is 86 inches in diameter, 120 inches deep.
2.4. Technical Information on Pump Station 585 and Sewage Flow. Lift station has 50 gpm pumps (X phase/208v) with a daily average flow of 55,000 gallons. Wet well is 60 inches in diameter, 48 inches deep.
3. PRODUCT REQUIREMENTS
3.1. Furnish, install and maintain one each CHEMSEARCH Bio Amp Digester System (or equal) with required FREE-FLOW microbes (natural bacteria) that distributes 30 trillion microbes daily to break down greases, fats, oils, and human waste in lift station 3001 wet well. A technician will perform monthly routine maintenance inspections, replace FREE-Flow microbes as required, clean equipment/ machine, responsible to troubleshoot and repair equipment failures at no cost to the government.
3.2. Furnish and install 24 gallons of CHEMSEARCH Pit Boss Product Code 10035862 for the initial dosing to liquefy, degrease for good glow in lift station 292 wet well. A technician will perform monthly routine maintenance inspections, and apply by hand 2.4 gallons of Pit Boss monthly to maintain good flow.
3.3. Furnish and install four CHEMSEARCH Eco Storm systems with required 100 billion microbes (natural bacteria) to break down greases, fats, oils, and human waste in lift station 585 wet well. Additionally will do a one-time treatment of Odor shock treatment code 12064521. Furnish and install CHEMSEARCH Odor Punch product code 12062053 (50 gallons) applied by auto dosing along with Drain Mate product code 12075905. A technician will perform monthly routine maintenance inspections, replace chemical as required, clean equipment/ machine, responsible to troubleshoot and repair equipment failures at no cost to the government.
4. GOVERNMENT FURNISHED EQUIPMENT
4.1. WFM Shop19 CES will provide 110v outlet, 208v outlet and 3/4 inch cold water source at each unit if requested by the contractor.
5. BASE REQUIREMENTS
5.1. Contractor personnel and vehicles must possess appropriate passes. These shall be obtained from Security Forces Pass and ID at the Vehicle Inspection Center located at the Vandenberg Dr Gate.
5.2. The Contractor is subject to all Base fire, safety, security, and traffic regulations.
5.3.. The Contractor must comply with applicable laws concerning workplace safety.
5.4. The Contractor is subject to all citations and penalties for violation of applicable workplace safety laws. The burden of compliance rests with the Contractor. Enforcement of workplace safety laws is the responsibility of the agency specified in the applicable law.
5.5. The Contracting Officer may notify the Contractor of hazards in Contractor operations that endanger Government personnel or property and require appropriate action. This provision does not constitute assumption of liability for Occupational Safety and Health compliance on the part of the Government or negate other agency responsibility for enforcement of applicable laws.
5.6. Accident prevention principles must be thoroughly integrated into all operations. Unsafe conditions and practices, as identified by the Contracting Officer or designated representative, must be corrected immediately.
5.7 This service contract requires that contractor employees be identified as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.
