Bidding documents prepared by Wakely Associates Inc./Architects are available beginning May 11, 2026, from ARC at 1009 W. Maple Road, Clawson, MI 48107, or by contacting Wakely Associates Inc. at 586-573-4100 or aduda@wakelyaia.com. Reference copies are also available at the Owner's office, CAM in Bloomfield Hills, McGraw Hill in Detroit, and Reed Construction Data in Novi.

Each proposal must be accompanied by a certified check, cashier's check, or satisfactory Surety Bid Bond equal to not less than five percent (5%) of the total bid price. All bids must include a sworn and notarized statement disclosing any familial relationships between the bidder or its employees and any GISD School Board member, Administration, or Staff—bids lacking this disclosure will be rejected. Prime contractors and all sub-contractors must submit prevailing wage annual certifications/registrations through the Michigan Department of Labor and Economic Growth (LEO) with their bids, as required by amendments to prevailing wage laws effective April 2, 2025. Proposals may not be withdrawn for sixty (60) days after the submission deadline. The Owner reserves the right to accept and/or reject any and all proposals and to waive any informalities or irregularities in the bidding process at its sole discretion.

SECTION 00020 - ADVERTISEMENT FOR BIDS

Genesee Intermediate School District (GISD) will receive bids for:

RENOVATIONS

TYPE OF PROPOSAL:

A single lump sum proposal is being entertained for the complete work.

DATE OF SUBMISSION:

Bidders shall submit an original and two copies of their bid to the attention of Britt Patterson, Director of Business Services at the Erwin L. Davis Education Center, 2413 West Maple Ave., Flint, Mi 48507-3493, no later than 2:30pm on Tuesday, May 26, 2026. At

2:30pm, the same day, the owner will publicly open and read aloud each bid submitted. Late bids will not be considered or accepted.

The bid shall be accompanied by a sworn and notarized statement disclosing any familial relationship that exists between the Owner or any employee of the bidder and any member of the School Board, or the Superintendent of Schools. The Owner will not accept a bid that does not include this sworn and notarized disclosure statement.

PROPOSAL GUARANTY:

Each proposal must be accompanied by a certified check, cashiers check, or a satisfactory Surety Bid Bond in an amount not less than five percent (5%) of the total bid price as guaranty. No bid shall be considered unless it is accompanied by the required guaranty.

Certified Checks shall be made payable to Genesee Intermediate

School District.

Such cash, checks, or bid bonds will be returned to all except the three lowest bidders for each contract within five (5) days after the opening of bids, and the remaining cash, checks, or bid bonds will be returned promptly after the Owner and the accepted bidders have executed the Contract, or if no award has been made, within sixty (60) days after the date of the opening of bids, upon demand of the bidder at any time thereafter, so long as he has not been notified of the acceptance of his bid.

PRE-BID MEETING

The GISD will hold a NON-MANDATORY PRE-BID MEETING on Thursday, May 14, 2026, at 1:00pm at Special Education Services building, 5075 Pilgrim Road, Flint, MI 48507.

Attendance at this pre-bid meeting is NOT MANDATORY BUT HIGHLY

ENCOURAGED.

The GISD will schedule additional site visits upon request.

Bidders should contact the Director of Operations, Jeff Jansen at

(810)275-3541, or email jjansen@geneseeisd.org to arrange for site visits.

BIDDING DOCUMENTS:

Bidding documents consist of plans and specifications as prepared by Wakely Associates Inc./Architects, Warren, Michigan.

Bid documents can be obtained at the offices of ARC, 1009 W.

Maple Road, Clawson, MI 48107 beginning May 11, 2026.

Bidding documents will be available on or after May 11, 2026, by calling Wakely Associates Inc. at 586-573-4100 or email at aduda@wakelyaia.com for a link to access the documents.

Copies of the Bidding documents will also be on file for reference at the office of:

1. The Owner

2. CAM, Bloomfield Hills

3. McGraw Hill, Detroit

4. Reed Construction Data, Novi

PROPOSAL ACCEPTANCE:

The right to accept and/or reject any and all proposals and to waive any and all informalities and/or irregularities in bid proposals submitted during the bidding process is reserved by the

Owner, which right may be exercised at the sole discretion of the

Owner.

PROPOSAL WITHDRAWAL:

Proposals for base bids may not be withdrawn for a period of sixty

(60) days after the time established for the receipt of proposals.

Bidders may withdraw at any item prior to the time set for the receipt of proposals.

All bids must be submitted on forms included in this proposal.

All bids must be accompanied by a sworn and notarized statement disclosing any familial relationship that exists between the

Owner (bidder) or any employee of the bidder and any member of the GISD School Board, Administration or Staff. Bids received without a sworn and notarized statement of disclosure WILL BE

GROUNDS FOR REJECTION.

Genesee Intermediate School District reserves the right to reject any or all bids, in whole or in part, to waive any irregularities therein and accept that bid, which best serves

Genesee Intermediate School District.

Prevailing wage annual certifications/registrations through the

Michigan Department of Labor and

Economic Growth (LEO) shall be submitted with the bid for the prime contractor and all sub-contractors.

This requirement is per recent amendments to the Prevailing Wage laws that went into effect on April 2, 2025. The law prohibits a contractor from submitting a bid or performing work without first having obtained the certification.
