SUBJECT: Sole Source Justification for MTS Fatigue System Service Plan
1. 76 MXSG request a three (3) year service contract, one (1) Base Year plus two (2) option years to perform the Preventive Maintenance and Calibration on the MTS Landmark and Acumen Testing Systems at the Oklahoma City–Air Logistics Complex (OC-ALC).
2. The US Government does not have the appropriate equipment to perform calibration of load cells, LVDTs, and extensometers to meet the standards set forth by the American Society of Testing and Measurements (ASTM). Applicable ASTM standards are E73 (Calibration and Verification of Force-Measuring Devices), E83 (Verification and Classification of Extensometer Systems), E467 (Verification of Constant Amplitude Dynamic Forces in Axial Fatigue Testing Systems) and E1012 (Verification of Testing Frame and Specimen Alignment). Routine maintenance requires knowledge of hydraulic systems and access to proprietary technical data.
OBCA reached out to MTS Systems Corporation and verified with Joseph Peschiutta, that MTS is the original equipment manufacturer (OEM) of the MTS Fatigue System, and they do not authorize any third-party service providers and they will not sell data rights to the Government.
3. MTS Systems Corporation, the proposed sole source vendor is the only vendor that can satisfy the Government’s requirement.

5. Market research was performed reviewing System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (811310 looking for companies that could provide Preventive Maintenance (PM) and Calibration on the MTS Landmark and Acumen Testing Systems. In review there is one (1) source that can provide this service for this acquisition.
The Government will continue to monitor the market and conduct market research surveys to determine potential future sources to try and avoid future single source acquisitions.
6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
