I. Agency and Contracting Activity.

II. Nature and/or description of the action being approved.
is responsible for providing enabling U.S. Government policy and operation responses to global civil aviation activities posing a threat to the U.S., its allies, or its interests.
has a new requirement to purchase Semantic AI software license and services; this action will be awarded as a new Firm-Fixed-Price (FFP) purchase order.
III. Description of supplies/services required to meet agency needs (including the estimated value).
has a new requirement to purchase Semantic AI software license and services. Semantic AI can be used . This will be operating on a with strict requirements as well as collaborating with other National and International organizations. This action will be awarded as a new Firm-Fixed-Price (FFP) purchase order with a one year period of performance from time of award. The contract will be comprised of multiple Contract Line Item Numbers (CLINs) covering Semantic AI Software, Support Period Maintenance, Travel and Labor. The appropriation for this requirement is Fiscal Year 2020, 3400 funds. Based on current market research, the total estimated value of this acquisition is
IV. Statutory authority permitting other than full and open competition.
10 USC 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, and required by FAR 6.303-2(b)(4).
V. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above (applicability of authority).
Subject Matter Experts (SMEs) held meetings in January/February 2020 timeframe with potential vendors to determine their capabilities and their abilities to meet this mission requirement. They met with Palantir, Recorded Future, Altyrex, In-Q-tel and Semantic AI. From the information they gathered in those meetings it was determined that Semantic AI would be the only company that could fully meet the requirements of this effort without further delaying the project and incurring additional costs.
Palantir has the capability to ingest multiple sets of data from disparate sources and fuse them for analytics however, they currently do not purchase or acquire any specific aviation data. They do not have the capability at this time to quickly capture and catalog aviation specific data. Additionally, they do not have any built in Aviation Geo-temporal identification applications which would require an additiona to develop and additional costs of at least
Additional training on the Palantir software solution would be required for for up to costing approximately and to get everyone through.
Recorded Future also would require additional time and costs considering their company ingests novel and proprietary data sets and displays them in a customer user interface for analytics. The cost significantly increases when asked to ingest nonstandard data sets, specifically data sets that are technical(such as aviation data). The user interface is useful and has some adaptability but would require additional costs ranging from and approximately with acquiring this solution.
Altyrex is a data Application Program Interface, which requires that we provide and supervise our own data sources.

Upon performing these analyses, the contracting officer anticipates making a determination that the price is fair and reasonable.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
A request for information was not issued via GSA, because Semantic AI has stated that it is the only source known that is able to satisfy the Government's requirement for necessary software and services. Market research determined there are no ELA, JELA, ESI, GSA nor NASA SEWP vendors who resells this software. The proposed sole source is the only known source able to satisfy the Government's requirement. As explained in section "V" above, an OTR brand would cost upwards of for customization, integration, support and maintenance which would be substantial duplication of costs and an unacceptable delay in meeting mission requirements
IX. Any other facts supporting the use of Other Than Full and Open Competition.
The CEO of Semantic AI provided a letter to stating "Our products are developed and solely distributed in the United States by Semantic AI. Specifically: SkyMaster-PSS-CLD (Data aggregation, delivery, and archival platform); SM- Cortex-CLD (Cortex EIP enterprise intelligence platform); SM-PSS-040 (Phoenix Survey Systems portable field survey platform). Are not available through any authorized resellers in the United States or overseas."
X. List of any sources that expressed, in writing, an interest in the acquisition.
None.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
will continue to query for commercially available software products of this kind to determine if the capabilities are able to meet the government's requirements. The Center's Subject Matter Experts will also review technical publications, expositions, trend guidelines, Air Force regulations and instructions as well as confer with other agencies and experts so that future actions may be solicited under full and open competition procedures. To the best abilities, all competing products, available in the current market, have been evaluated prior to purchasing this solution and were not feasible for incorporation into the current architecture at this time. As new trends formulate in production, will continue to inquire about these devices, and research ways to develop, test, and integrate them if possible.
