About this file
This is a Seller Standard Operating Procedure (SOP) Checklist document provided by the City of Philadelphia Procurement Department for vendors submitting quotes on small purchases through the PHLContracts platform. The checklist outlines a 13-step process that sellers must follow to successfully submit a quote, beginning with ensuring the correct user role is selected and progressing through completion of multiple required tabs within the bidding system. Vendors must complete the General Tab by confirming Local Business Entity (LBE) certification status, the Items Tab by entering unit costs for each line item, the Questions Tab by answering all mandatory questions, and the Terms & Conditions Tab by downloading attachments and accepting bid terms. No specific project scope, quantities, response deadlines, or contract award dates are referenced in this document, as it serves as a procedural guide rather than a solicitation notice.
The checklist emphasizes several critical requirements for quote submission, including the mandatory attachment of an executed Consent & Authorization form in the vendor's profile, without which no quote will be considered. Vendors have the option to submit an LGBTQ Applicant Opportunity Data Form and may attach additional supporting documents relevant to their quote. The document instructs sellers to review their complete quote on the Summary Tab, address any validation warnings that appear in red, and submit through the PHLContracts portal at www.PHLContracts.phila.gov. This checklist applies exclusively to small purchases and does not involve the LBE Program, though the LBE question must be answered to proceed with submission.
