Security & Privacy Fence Installation

Date: (04/25/2024)

1. OBJECTIVE

The USDA, Southeastern Fruit and Tree-Nut Research Laboratory (SEFTNRL) has two fencing requirements to upgrade security measures. The first objective of this project is to connect two ends (approximately 941 feet) of the previously installed 8’ metal panel security fence and extend each outer ends an additional 900 feet. Install a double gate at the center point of the fence line that will allow access of equipment for maintenance – see attachment 1.

Additionally, a laser detection system and motion activated cameras where previously installed between the chain link fence and the metal panel fence to detect a breach. The laser system and motion activated cameras will have to be relocated to the inside of the metal panel fence. The contractor who originally installed the laser system and cameras is listed below as a POC.

The second objective is to install an 8’ tall AFS Board on Board Aluminum Privacy Fence that will obstruct the view of a newly installed goat pen from the community. Estimated length is 872 feet – see attachment 2.

Measurements are approximate, contractor should visit location for accurate dimensions, etc.

2. DESCRIPTION:

2.1. Contractor to provide all material, labor and equipment to install approximately 941' of 8' 18 Gauge Metal Panel Fence using 3" Galvanized Steel Posts and Steel Runners between the two existing fences. Includes welding the steel 2x4 runners and Tek Screws for securing Metal panels. A double gate of same materials must also be installed in the center point of the fencing area. Furnish and install approximately 900’ of same fencing materials on both the west and east running ends of the existing fence. All materials will be powder coated to prevent rusting and painted to match existing security fence.

Provide all material and labor to relocate existing laser system and motion activated cameras to the inside of the metal panel fence.

2.2. Contractor to provide all material, labor, and equipment to install approximately 872’ of privacy fencing; 8’ H AFS Board on Board Aluminum Privacy Fence details: Height: 96 Inches; Width: 72 inches; Number of Horizontal Rails: 4 Rail, Horizontal Rail Size: 1" x 2" x 1" x .100" wall thickness, Vertical Picket Size: 5" wide x 1/16" wall thickness, 6’ W panels and 4” x 4” x 130” line and end post. Post caps are required.

All interested CONTRACTORS should visit the site and acquaint themselves with the scope of the project, dimensions and site conditions prior to submitting a QUOTE. A site visit will be scheduled. Failure to visit the site prior to submittal of quote cannot be grounds for misunderstanding the requirements. Scale lab drawings are not provided and are THE RESPONSIBILITY OF THE CONTRACTOR. The attached drawings and pictures are for reference only.

3. Contractor Responsibilities:

3.1. All work shall comply with existing local, state, and national codes, including guidelines and specifications included in the Americans with Disabilities Act. All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

3.2. Contractor is responsible for inspecting the site and for determining the exact dimensions of the project. Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit the design, descriptive literature, and written specifications for all materials and supplies to be used and included in the proposal.

3.3. Contractor’s working hours shall be scheduled to coincide with the normal working hours at the site. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Location Coordinator or COR at the site at least three days prior to the need.

3.4. Contractor shall notify the Location Coordinator or COR and schedule utility outages at least 24 hours in advance.

3.5. The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.

3.6. All electrical work including the sizing of conductor for circuit load and wire connections must be in accordance with the recent National Electrical Code (NEC)

3.7. Remove debris generated by demolition or construction activity same day it is generated.

3.7.1. Contractor is responsible for the legal disposal of all demolished materials off site.

3.7.2. Contractor shall recycle demolished materials to the greatest extent possible.

4. SUPPLEMENTAL INFORMATION

4.1. Existing Conditions

4.1.1. Contractor shall field verify all existing conditions affecting the intended installation.

4.1.2. An attempt has been made to identify in this SOW the existing conditions of the area that needs to be dealt with to accomplish the intent of this project. Contractor shall field-verify if conditions are discovered that differ from the SOW and bring to attention of the Contracting Officer Representative COR. Contractor shall modify existing installations as needed to accommodate the new installation.

4.1.3. Any damage caused to existing facilities shall be replaced by the contractor at no expense to the Government.

4.2. Specific Requirements for Access to ARS Locations

4.2.1. Contractor must follow all Center for Disease Control (CDC), Federal and USDA guidelines for entry onto USDA property. Contact the COR to obtain current requirement.

4.2.2. This building is located within the property of USDA, Contractor must comply with all USDA security, Covid Pandemic, and site access requirements. USDA requirements shall be coordinated through USDA’s FacilityCOR

4.3. HOURS OF WORK: Work is to be completed during normal business hours, 7:00 am – 5:00 pm Monday through Friday. Should it be necessary to work hours other than the regular working hours, the contractor shall arrange for access to the area with the Location Coordinator or COR three (3) days prior to the need.

4.4. PROJECT ADMINISTRATION

4.4.1. The Contracting Officer (CO) is the only person who has the authority to modify the terms and conditions of the contract. Do not perform any work that has not been authorized by the CO in writing.

4.4.2. The Contracting Officer Representative (COR) will provide technical support to the CO.

4.4.3. The Location Coordinator will provide site access and onsite coordination support.

5. PAYMENT FOR UNAUTHROIZED WORK:

No payments will be made for any unauthorized supplies and/or services or for any unauthorized changes to the work specified herein. This includes any services performed by the Contractor of their own volition or at the request of an individual other than a duly appointed Contracting Officer. Only a duly appointed Contracting Officer is authorized to change the specifications, terms, and conditions under this effort.

6. CONTRACTOR PERSONNEL:

The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel, as well as subcontractor efforts used in performance of this effort. The Contractor's management responsibilities shall include all activities necessary to ensure the timely and effective accomplishment of all requirements contained in this Statement of Work

(SOW).

7. PERIOD OF PERFORMANCE

The period of performance for this effort is anticipated to be sixty (60) days after receipt of the full Notice to Proceed. The Contractor shall submit a Preliminary Schedule after Contract Award. At a minimum the schedule shall identify the time required to conduct the project kick off meeting; product submittals and reviews, material procurement, site mobilization, final clean-up, and project closeout.
