SECTION C DESCRIPTION / SPECIFICATION RFQ 140A1121Q0045
STATEMENT OF WORK
Headgate Rock Dam HVAC System Replacements
Parker, Arizona / LaPaz County
1.0 INTRODUCTION
The Bureau of Indian Affairs (BIA), Colorado River Agency, Branch of Electrical Services (CRA-ES) is in the process of replacing two existing heating, ventilation, and air conditioning (HVAC) systems at the Headgate
Rock Dam (HGRD) with the Form, Fit, and Function that is comparable to the existing FHP Manufacturing
EM120-4VTC HVAC system.
2.0 BACKGROUND
The HGRD is located in Parker, Arizona within the boundaries of the CRIT Reservation and La Paz County. The
CRIT Reservation and La Paz County are in the Sonoran Desert where summer temperatures can peak upward of
125 F. Owned and operated by the BIA, CRA-ES HGRD is located on the lower Colorado River, about 15 miles downstream of Parker Dam near the town of Parker, Arizona. HGRD, which impounds a body of water known as
Lake Moovalya.
Accomplishing these tasks necessitates in-depth knowledge and expertise in all areas of requirements, elicitation, design, documentation, implementation, maintenance, and management to ensure that requirements are met, and deliverable products and services comply with business needs.
3.0 OBJECTIVE
The objective of this effort is for the Contractor to replace the two existing HVAC systems; one at the maintenance shop and one at the gate house (bldg. 505). These shops provide work areas for the HGRD work crews to fabricate, repair, and assemble parts, and machine custom hardware. The contractor shall procure solutions to replace the existing
HVAC systems with new systems that are comparable of the Form, Fit, and Function (F3) of the existing systems while also improving system efficiency, increased cooling capability, and reduced maintenance costs.
The scope of this effort requires technical analysis, professional installation and testing/demonstration of the devices identified under this SOW to provide the best benefit to the government.
The scope of services and products required include:
• Project Management
• Technical analysis
• Commodity procurement
• Removal of existing HVAC systems (encourage reuse of existing infrastructure)
• Installation, test and demonstrate new HVAC systems for the Maintenance Shop and Gatehouse
Government Furnished Facilities at HGR-GS
• Water
• Existing restroom is available
• Electrical Power – Existing single phase, 60 Hz, 120 VAC
4.0 REQUIREMENTS / TASKS
The following section of the SOW describe the requirements and tasks that shall be completed by the Contractor.
4.1 The Contractor shall be directly responsible for ensuring the accuracy, timeliness and completion of tasks and requirements within this work statement.
4.2 The Contractor shall provide all Personnel, Supervision, Mobilization, Tools, Equipment, Vehicles, Materials, Supplies, Lodging, Travel, Meals and other direct cost to accomplish all tasks identified in this SOW.
4.3 The Contractor is responsible for removal and disposal of equipment and waste products produced under this
SOW.
4.4 The contractor shall interact with the Government on-site COR (contracting officer representative) to collect/gather/coordinate the required information to perform the HVAC replacements and properly coordinate work to be completed.
4.5 At the Contractor’s expense, repairs made due to any damage to existing installations due to the contractor’s operations or the contractor’s failure to provide proper protection shall be completed by the Contactor. Any repairs completed shall be accepted by the government prior to completion.
4.6 The Contractor’s supplied Project manager and/or technician shall have a minimum 3 years’ experience as related to their assigned roll on this project.
4.7 Within the Contractors analysis, the Contractor shall consider the geographic location of the facilities are within
International Energy Conservation Code (IECC) Zone 2 which has a majority of cooling degree days (CDD).
4.8 The Contractor shall ensure personnel performing the analysis, installation, test/demonstration are well qualified, skilled, and experienced to accomplish the tasks within the work statement.
4.9 Included in the Contractors quote/proposal, the Contractor shall provide a two page (or less) narrative, table, and/or spreadsheet listing the proposed services, devices, items, hardware, and services to be provided to successfully complete each task identified in this SOW.

4.10 TASK 1: Replacement of HVAC System – Maintenance Shop
4.10.1 The Contractor shall replace the HGRD Maintenance Shop, which is an insulated steel prefabricated building of approximately 800 sq. ft. single room, with an HVAC system comparable with the Form, Fit, and
Function of the existing FHP Manufacturing EM120-4VTC HVAC system.
4.10.2 The new HVAC system shall provide sufficient cooling/heating and air movement to maintain a temperature of 75 F all year.
4.10.3 Existing air ducts, and sources of power shall be reused as much as possible.
4.10.4 The Contractor shall perform any customization of duct transition, trunks, plenum or diffusers required.
4.10.5 The plenum and ducting foam insulation shall be removed and replaced with new 2-inch closed cell polyisocyanurate foam core ISOfoam SPF board (existing foam may be missing or deteriorated).
4.10.5.1 Foam core board shall be attached is such a way that limits the board from tearing or breaking away from the ducting as well as protected from ultraviolet/sunshine deterioration.
4.10.5.2 Contractor shall supply an additional 2” x 48” x 96” sheets of closed cell polyisocyanurate foam core ISOfoam SPF board.
4.10.6 A new hourly programable temperature thermostat shall be installed if the existing thermostat is found to be insufficient to meet system requirements of the new HVAC system.
4.10.7 The Contractor shall be responsible for the removal and disposal of HVAC system, components, and all trash materials.
4.10.8 Table 1 and Figures 1, 2, and 3 illustrate the current HVAC system to be replaced:

4.11 TASK 2: Replacement of HVAC System –Gatehouse (bldg. 505)
4.11.1 The Contractor shall replace the existing HVAC system, which is of brick construction and approximately
1200 square feet with multiple rooms and a high ceiling.
4.11.2 The HVAC system at the HGRD Gatehouse shall provide sufficient cooling/heating and air movement to maintain a temperature of 70 F all year.
4.11.3 Existing air ducts, and sources of power shall be reused as much as possible.
4.11.4 The HVAC system shall match the Form, Fit, and Function of the existing HVAC system.
4.11.5 The Contractor shall perform any customization of duct transition, trunks, plenum or diffusers required.
4.11.6 There is no existing foam duct liner that protects the existing exterior air ducting, the Contractor shall install new 2-inch closed cell polyisocyanurate foam core ISOfoam SPF board to protect and insulate the exterior ducting.
4.11.6.1 Foam core board shall be attached is such a way that limits the board from tearing or breaking away from the ducting as well as protected from ultraviolet/sunshine deterioration.
4.11.6.2 Contractor shall supply an additional 2” x 48” x 96” sheets of closed cell polyisocyanurate foam core ISOfoam SPF board.
4.11.7 A new hourly programable temperature thermostat shall be installed if the existing thermostat is found to be insufficient to meet system requirements of the new HVAC system.
4.11.8 There is no direct access to the roof of the Gatehouse where the HVAC is located, the Contractor shall provide their own means of access to the roof and crane to lift HVAC system.
4.11.9 The Contractor shall be responsible for the removal and disposal of HVAC system, components, and all trash materials.
4.11.10 Table 2 and Figures 4, 5, 6, and 7 illustrate the current HVAC system to be replaced:

6.0 INSPECTION AND ACCEPTANCE CRITERIA
The COR will review the quoted/proposed contractor solution to ensure the proposed solution will meet the requirements and provide the best benefit to the government. The COR will observe the test/demonstration of the
HVAC systems.
Absence of any comments by the COR will not relieve the Contractor of the responsibility for complying with the requirements of this work statement. Final approval and acceptance of documentation required herein shall be by letter or email acceptance by COR or CO. The Contractor shall not construe any letter of acknowledgment of receipt material as a waiver of review, or as an acknowledgment that the material is in conformance with this work statement.
6.1 General Acceptance Criteria
General quality measures as set forth below will be applied to each work product received from the Contractor under this statement of work.
• Accuracy - Work Products shall be accurate in presentation, technical content, and adherence to accepted elements of style.
• Consistency to Requirements - All work products must satisfy the requirements of this statement of work.
• Format - Work Products shall be submitted in hard copy (where applicable) and in media mutually agreed upon prior to submission.
• Timeliness - Work Products shall be submitted on or before the due date specified in this statement of work or submitted in accordance with a later scheduled date determined by the Government.
7.0 MISCELLANEOUS
7.1 System Documentation Deliverable: The COR requires technical documents concerning product cut sheets, product manuals, recommended maintenance, installation, part numbers, system design, and any modification or alteration to
CRA-ES equipment.

7.3 SecurityItems: Any information made available in any format will be used only for the purpose of carrying out the provisions of this contract. The contractor will ensure that its employees observe and comply with all CRA security policies. Contractor personnel will have no access to DOI information systems.
The Contractor shall only have escorted access to the HGRD restricted area. The contractor is responsible for safeguarding all government property provided for contractor use. At the end of normal duty hours and/or after normal duty hours, all government facilities, equipment and materials must be secured.
7.4 Period of Performance: The period of performance for this contract is anticipated to be a maximum of 60 days from notice-to-proceed effective date.
7.5 Hours of Work
The Contractor is responsible for providing services, between the hours of 0700 to 1600, with 1 hour for lunch, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
The on-site daily work period shall not exceed 10 hours without prior authorization from the CO. The CO and the
Contractor must mutually agree upon all deviations to this schedule not mentioned herein.
8.0 WARRANTY
The contractor shall warrant all products, materials, and workmanship for a minimum of one (1) year from the date of work completion. Conveyance of all manufacturer/source commercial warranties, including a warranty summary documentation shall be part of submittal documentation.
9.0 FEDERAL, STATE, LOCAL TAXES, PERMITS AND FEES
Contractor is responsible for all Federal, State, Local and/or Tribal taxes required in the performance of this contract.
Contractor shall include all taxes, fees and other associated costs in bid. Adjustments for these costs shall not be made post award. The contractor shall contact the Colorado River Indian Tribes (CRIT)
