3rd Party Data Requirements

Background:

The Office of Compliance Inspections and Examinations (OCIE) executes the National Exam Program (NEP) and is the SEC’s primary point of contact for registrant examinations. OCIE is continually improving NEP capabilities, by implementing technologies that help to modernize and streamline underlying business processes. The National Exam Analytics Tool (NEAT) assists the examination process, by providing a facility to analyze large volumes of registrant data. NEAT is a forensic web-based tool that allows examiners to run reports to identify potential registrant violations and includes data visualization to increase the efficiency of the analysis process. OCIE requires 3rd party data, as described below, as an input into NEAT and to extend the application’s analytic capabilities.

Scope:

The SEC requires historical and reference financial data for the instrument categories listed below, which will be utilized by a variety of in-house applications and SEC personnel. There should not be any limitations in terms of the volume of data that can be queried. The data must include Security Master Information, as well as Daily Historical Pricing. The Pricing/Transactions data will be provided for a 10 year history up through the current date.

Instrument Categories:

1) Worldwide Equities (Inclusive of Exchange Traded Funds)

2) Worldwide futures (single stock, ETF’s, and stock market indices only)

3) US Fixed Income (Government, Agency, MBS, High Yield, Convertibles, CMO, ABS, Corporates, Municipal Bonds)

4) Worldwide Corporate Actions

5) US Options: All option contracts that are overseen by the SEC should be included. The SEC oversees trading on options where a stock/index is the underlying security.

Security Master Information:

# Field Name Description

Cusip Consist of nine characters (including letters and numbers) that uniquely identify a company or issuer and the type of financial instrument.

2 Sym Desc Informative information about a security.

Sedol A unique identification code, consisting of seven alphanumeric characters, that is assigned to all securities trading on the London Stock Exchange and on other smaller exchanges in the United Kingdom.

ISIN An International Securities Identification Number (ISIN) uniquely identifies a security. The ISIN code is a 12-character alpha-numerical code that does not contain information characterizing financial instruments but serves for uniform identification of a security at trading and settlement.

Ticker A stock symbol or ticker symbol is an abbreviation used to uniquely identify publicly traded shares of a particular stock on a particular stock market.

3rd Party Data Requirements

Daily Historical Pricing:

CUSIP Consist of nine characters (including letters and numbers) that uniquely identify a company or issuer and the type of financial instrument.

11 Date Trade date being reported.

12 Prev Date Last trade date reported prior to the current date.

13 Open The price at which a security first trades upon the opening of an exchange on a given trading day.

14 High A security's intraday high trading price.

15 Low A security's intraday low trading price.

16 Close The final price at which a security is traded on a given trading day.

AdjClose A stock's closing price on any given day of trading that has been amended to include any distributions and corporate actions that occurred at any time prior to the next day's open.

The adjusted closing price is often used when examining historical returns or performing a detailed analysis on historical returns.

Pre AdjClose A stock's closing price on the previous day of trading that has been amended to include any distributions and corporate actions that occurred at any time prior to the next day's open.

19 AdjFactor Modification to security price from split, dividend, etc.

Vwap Volume Weighted Average Price is calculated by adding up the dollars traded for every transaction (price multiplied by number of shares traded) and then dividing by the total shares traded for the day.

Volume The number of shares or contracts traded in a security or an entire market during a given period of time.

Equity Float Regular shares a company has issued to public that are available for investors to trade.

Company's outstanding share less any restricted stock.

Database Accessibility and Performance:

The database will be housed on vendor storage, and shall be accessible 24/7/365, by any SEC applications, employees, and contractors, whom the SEC deems authorized to access the data. There should be no limitations on the number of users who can access the data, the number of securities they can access, or the number of transactions they can request. At a minimum, the vendor should be able to handle query requests from up to 64 concurrent users and up to 50GB of data downloads per day. The vendor shall support download speeds of no slower than 100 Mbps. Applications will access the data through API’s and other programmatic routines. Employees/Contractors should be provided a basic query interface via which they can query information they wish to select/download.

Industry A classification that refers to a group of companies that are related in terms of their primary business activities.
