U.S. Securities and Exchange Commission Office of Public Affairs Daily News Digest Statement of Work

Background

The Securities and Exchange Commission (“SEC” or “Commission”) requires a written daily briefing of current news, information and commentary about the SEC, its work, and areas of interest. The daily briefing should be based on monitoring and expert analysis of news, information and commentary that appear in print, broadcast, and online media sources of information about the SEC and/or areas of interest to the SEC. The daily briefing should include a brief summary of each appropriate article with a hyperlink to the full text version when available. The contractor will provide full text versions of articles when links to full text versions are not available.

Scope

The contractor shall be responsible for carrying out all phases of work associated with providing succinct, in-depth daily news analysis of national and local media coverage to the SEC leadership and staff.

Tasks

The contractor shall provide highly-trained representatives with the proven skillsets to perform the following tasks with a minimum amount of revision:

· Daily research and analysis of a multitude of newspapers, magazines, trade press, local and national broadcast outlets, and other news sources (collectively “SEC News Sources”) of current news, commentary, and information about the SEC and/or of interest to the SEC (“SEC News Items”);

· Not rely exclusively on “keyword” searching of electronic databases; the contractor staff must analyze and exercise judgment in reviewing those items to identify information of which the SEC should be made aware;

· Provide daily summaries of current SEC News Items;

· Integration of daily summaries of current SEC News Items into daily electronic briefings that are easy to read and navigate, containing the news summaries, with access to the underlying SEC News Item;

· Ensure that the briefings are current, e.g., based on items appearing in the SEC News Sources in the preceding 24 hours or last contractor supplied briefing, whichever is applicable.

· Ability to eliminate news items that are duplicative or unrelated to the SEC and ability to compile briefings;

· Flexibility in its operations to be able to change the criteria for SEC News Items included in the daily briefings, the length and format of the briefings, or the daily delivery time on short notice;

· Dissemination of daily news briefings in an electronic format that provides full access to the daily briefings to all SEC employees on SEC computers and SEC mobile devices, including but not limited to iPhones®, Blackberry®, Android®, Windows®, iPads®, Kindles®, and similar devices and programs;

· Provide secure website that can be accessed by SEC employees that contains a searchable archive of SEC news summaries that provides printable versions of the summaries and underlying news story;

· Provide a dedicated client manager to handle service, distribution, editorial and technical questions;

· Provide 24/7/365 live availability of key contractor staff to provide urgent customer support after normal business hours.

The contractor will work in conjunction with SEC to determine the scope of news coverage, the parameters for searching and formatting retrieved news items, and the parameters for creation of news briefings.
