SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD
1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey, plans to contract on a sole source basis. This document sets forth the justification and approval as required by FAR 13.106- l(b)( l ) .
2. Nature of Action Being Approved One-time firm fixed price award to Teledyne RESON to repair a Teledyne RESON SEABAT T20-P dual-head system that has a nonfunctioning multibeam echo sounder receive transducer.
3. Description of Supplies or Services. Woods Hole Coastal & Marine Science Center (WHCMSC) has an extended maintenance agreement with Teledyne RESON to run a service check on all components integral to the Teledyne RESON SEABAT system. In January 2025, the service check identified that a multibeam echo sounder receiver transducer failed, making the SEABAT unusable. Teledyne RESON has stated that replacing several components within the SEABA T will make the system full operational.
4. Estimated Dollar Value. $22,416.20
S. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-l(b)( l )-only one source reasonably available.
6. Rationale Supporting Use of Citation in No. S. Teledyne RESON is the only entity that can perform repairs on Teledyne RESON devices without violating product warranty or compromising the integrity of the device.
7. Other Information. Teledyne RESON SEABAT T20-P dual-head system is valued at $260,000.00.
8. The Efforts to Identify Additional Sources Including the Market Research Conducted.
Received confirmation from Teledyne RESON that they do not have agreements with other entities to work on devices that they have designed and branded and that any work on the device will void any warranty on the device.
9. Future Plans to Permit Competition. Future requirements will undergo market research and will be competed to the maximum extent practical
