J&A No: 64319 negotiations on the current contract, to determine that the final price is fair and reasonable. Similar supplies/services have been provided by this Contractor in the past and cost or pricing data from those procurements/negotiations will be used to assist the Contracting Officer in determining a fair and reasonable price. Assistance from the Defense Contract Audit Agency (DCAA), the Defense Contract Management Agency (DCMA), and cognizant NAVSEA Technical Experts will be utilized as appropriate to analyze, evaluate, and negotiate based upon detailed cost or pricing data, which will be certified by the Contractor at the conclusion of negotiations.

8. Actions to Remove Barriers to Competition

There are no known barriers to competition as the follow-on requirement was competitively awarded via SeaPort-NxG on 5 February 2021. The need for a bridge contract action is necessary after sustainment of a protest filed by Serco-IPS on 21 August 2021 and
