JUSTIFICATION AND APPROVAL FOR USE OF OTHER THAN FULL AND OPEN

COMPETITION

1. Contracting Activity.

Naval Air Warfare Center Training Systems Division (NAWCTSD)

2. Description of the Action Being Approved.

This Justification and Approval (J&A) authorizes the issuance of a sole source, firm-fixed price contract to Lockheed Martin Corporation Rotary and Mission Systems (hereinafter �LM RMS�) located at 100 Global Innovation Circle, Orlando, FL. The sole source contract is to satisfy Navy Training System Plan (NTSP) requirements that support the procurement of a new Littoral Combat Ship (LCS) training aid called the LCS Scenario Development Station (SDS), along with support equipment and required software upgrades. The LCS program currently consists of a suite of training devices, with the SDS directly supporting the Integrated Tactical Trainers (ITTs), Bridge Part Task Trainers (BPTT), and Virtual Ship Training System (VSTS).

3. Description of the Supplies/Services.

NAWCTSD intends to acquire three (3) SDSs, to be used as training aids on the aforementioned training devices. The SDS will consist of two workstations per SDS. The workstations include hardware such as servers, computers, and monitors (3 per workstation). The SDS also requires the procurement of commercial and non-commercial software (SW) licenses and the SW development required to produce the SDS. The SDS�s are to be delivered at Naval Station Mayport, FL (Qty 1), Naval Station San Diego, CA (Qty 1) and Naval Station Newport, RI (Qty

1) in December of 2023.

The SDS will provide instructors the ability to produce training scenarios that can be used across all of the LCS training devices. Once the scenarios are generated and completed on the SDS, they will be transferred and integrated into the LCS trainers themselves via the VSTS (the VSTS includes classrooms and the servers or �infrastructure� that connects the LCS training devices).

The use of the VSTS as a method to transfer scenarios to the ITTs and BPTTs is a new functionality unique to the SDS and will allow for both unclassified and classified scenarios to be transferred.

The SDS is required to improve and expand upon the existing training provided by the LCS training devices in the form of creating new and complex training scenarios. Currently new training scenarios are developed on the ITTs. They are not transferrable between trainers and limit the ability to cross train. Additionally, due to the current training throughput on the ITTs, In addition, the SDS requires the use of technical data associated with the ITT1-C baseline. The ITT1-C baseline is currently being designed, developed and delivered by LM RMS. The projected final delivery date is May 2022, with acceptance anticipated in June 2022. A new source will require the final data deliverable for the ITT1-C baseline in order to begin the development of the SDS. Whereas, LM RMS has access to internal data as the Original Equipment Manufacturer (OEM) of the ITT1-Cs. LM RMS would not need to wait for the final data deliverable in May 2022 to begin proposal and development efforts for the SDS. This delay due to data availability results in a 4-month slip in the Request for Proposal (RFP) release (from March 2022 to July 2022). The Government further estimates an additional 9 months to compete the effort after the receipt of the final data package, resulting in an award in March 2023 (compared to an award to LM RMS in June 2022). Finally, during performance, a new source would require an additional 9 months, or twenty-seven (27) months total, to deliver the SDSs as the result of the aforementioned gap in experience with the training systems. In summary, awarding to a new source would result in the delivery of the SDS in June 2025, or 18 months after the required delivery date.

The fleet need date is December 2023. The need date is predicated upon anticipated surges in fleet training throughput, which will drastically reduce the trainers� availability for scenario development. In anticipation of these surges and the fleet�s need for scenario development capabilities, PMS 505 has included the SDS effort in its FY22 Program Objective Memorandum (POM) and subsequent budget planning.

Currently, all scenarios are developed on the ITTs. FY 22 throughput is estimated at approximately twenty-two (22) Crews, which results in the trainers being utilized at 92.5% of their availability. The number of projected Crews increases annually through FY 25 to twenty-eight (28) Crews (28% increase). The current library for scenarios is at over 100 and based on the training demand for deploying crews, it expands by approximately three scenarios per month.

Those new scenarios consist of new operating areas and environments against updated threats using current tactics. The development, integration and testing of each new scenario on the ITTs requires the trainers to be unavailable for training for approximately two and a half days. This trainer downtime reduces the availability for high demand Crew training. Crew surges begin in FY22 and become unsustainable, considering the demand for new scenarios, beginning in Dec 2023 at 24 crews. A delay in delivery until June 2025 would result in training being diminished or not provided to four (4) new crews. It would also eliminate the ability to train to new scenarios for all existing crews. Consequently, the Navy will not be able to properly certify their crews for deployment to forward operating areas. This would result in significant gaps in Fleet Training and Readiness and degradation of sailor training across all Littoral Combat Ships.

Therefore, LM RMS is the only source capable of meeting the Government�s requirement without unacceptable schedule delay. Award to a source other than LM RMS would compromise the effectiveness and reliability of the training provided to the LCS Fleets.

6. Description of Efforts made to Solicit Offers from as Many Offerors as Practicable

In accordance with FAR 5.205(c) and DFARS PGI 206.302-1, a Sources Sought was posted from 26 JULY 2021 through 16 AUG 2021. Two responses were received. Both responses included a standard generic capabilities statement which did not include technical details on how the sources would approach integrating their solution with existing software to minimize cost and schedule delays. The Government determined the respondents as not capable of meeting the requirements based on their responses. This determination was communicated to both respondents and no further clarification was required or requested. Furthermore, a Pre- Solicitation Notice was posted from 21 JAN 2022 through 04 FEB 2022 in which no additional responses were received.

7. Determination of Fair and Reasonable Cost

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition

The SDS effort will procure, at a minimum, Government Purpose Rights (GPR). This will allow for competition for future modifications or related contracts to the extent practicable.
