SCOPE OF WORK (SOW)

Bureau of Land Management (BLM) Kingman Field Office (KFO) Physical Access Control System (PACS) 26 July 2021

1. Site Visit possible

1. INTRODUCTION/OBJECTIVE

Perform work for BLM KFO for the replacement and upgrade of existing PACS. Additionally, ensure that the system is Personal Identity Verification (PIV) 8 compliant which can be upgradable as needed and is able to have connectivity with other BLM Arizona PACS.

The proposed work is to be located at Kingman, AZ. To ensure best results, the contractor shall at a minimum, undertake at least one on-site visit to the BLM kfO prior to the initiation of any work to get a good overall visual and technical understanding of the project requirements (i.e., occupant considerations as it relates to sewage, water, heating, air conditioning, and electrical considerations).

During the initial visit, contractor shall ensure that he/she not only get a good overview of the proposed project and work site but initiate and complete all other appropriate precursor activities such as: ensuring that the proposed activity conform to all applicable building codes; taking all appropriate measurements and photographs; making all appropriate sketches of the proposed project and project site; and taking notice of all relevant requirements/considerations.

As part of the project deliverable, the contractor shall prepare and submit his best determination of the estimated cost of constructing and implementing the referenced work. BLM KFO shall use the cost estimate in lieu of preparing a government project cost estimate for the purpose of comparing the price reasonableness of any and all offers received by BLM KFO in response to the proposed Request for Quotation (RFQ).

The Federal point of contact for day-to-day project coordination activities on the project shall be Mr. Brandon Laumeister at (928) 718-3711 or blaumeister@blm.gov.

2. REQUIREMENTS

A. Physical Access Control System Upgrade Upgrade current AMAG Access Control System from PIV6 to PIV8 and upgradable for BLM KFO. Remove all controllers, readers, and replace with new AMAG Access Control Equipment to comply with U.S. Government General Services Administration (GSA) Federal Identity, Credentialing and Access Management (FICAM) PACS to achieve compliance with Homeland Security Presidential Directive -12 (HSPD-12). Provide complete cabling, equipment installation, programing, testing, and end user training., and any other needed fixtures to be provided and installed by the contractor. Project completion will include the testing and proof of a fully functioning PACS that operates properly and fully to FICAM standards.

B. Final Cleanup Final cleaning up shall be performed in accordance with the requirements of Special Conditions.

3. MATERIALS/EQUIPMENT

The contractor retains the sole responsibility on moving or receiving all equipment and materials, to include but not limited to, concrete, aggregate, tools, and equipment necessary to successfully complete this project. Coordination of deliveries must be coordinated with BLM KFO a minimum of 24 hours before scheduled receipt or delivery.

A. Physical Access Control System (1). Equipment. All PACS equipment shall be proven to meet HSPD-12 requirements and be included on the GSA APL (See IDManagement.gov APL). Contractor shall submit GSA APL Approval number for PACS Infrastructure, Certificate Validation System and Readers. See Appendix A.

(2). Installation. The contractor shall acquire and install an PACS that complies with all relevant HSPD-12, NIST SP800-116 requirements for card and cardholder authentication and standards for entry to Controlled, Limited and Exclusion designated areas as determined by Agency Senior Security Specialist and function as described in NIST SP800-116. The installation shall be completed one door at the time. No door shall be partially inoperable overnight.

4. DELIVERABLES

A. Specifications set (Specifications set should not include contractual language) B. Estimated time-line for the completion of the project once an award is made

5. CONSIDERATIONS

A. Energy efficiency in the selection and placement of fixtures and components.

B. Ease and cost of maintenance for selected fixtures, components.

C. Most efficient utilization of space.

D. Compliant with ADA requirement.

E. At a minimum the contractor will incorporate applicable codes and standards such as UBC, UPC, NEC, NFPA, CA. Title 24, (ISC) Interagency Security Committee, and FICAM.
