PERFORMANCE WORK STATEMENT
Pond Rehabilitation Design
North Attleboro National Fish Hatchery Massachusetts
PART 1 - GENERAL
1.01 PROJECT DESCRIPTION
A. The A/E Contractor shall provide services for the design work to rehabilitate and decommission various ponds at the North Attleboro NFH, located in North Attleboro, Massachusetts.
The existing fish rearing ponds require rehabilitation since no rehabilitation work has been done on the ponds since their construction in the 1950s, other than periodic removal of vegetation encroaching on the ponds. The sloped banks and dikes have become undercut over time, encouraging burrowing from animals and creating issues with seepage, dike erosion, and are a nuisance and hazard in maintaining vegetation around the ponds.
The design shall include repairs to deteriorated fish kettles, outlet structures, valves and piping, as well as deterioration of the earthen sloped banks and dikes.
The list of which ponds are to be rehabilitated, and which are to be decommissioned are listed in the document.
B. Some pictures of the existing ponds are in the Appendix. These pictures are for background information only. A site visit is required to see all the existing pond conditions.
1.02 LOCATION AND INSPECTION OF SITE
A. A site visit and meeting is required, so prospective contractors can inspect the site of the work, consult with Government representatives, and provide a proposal for the design work required.
After the site visit, provide proposals for the design work required. The proposals shall include conceptual plans for the work to be performed. Provide a report on the findings and recommendations for all the ponds.
B. The site of the work is located at the North Attleboro NFH, 144 Bungay Road, North Attleboro, Massachusetts, 02760.
1.03 DESIGN ENGINEER QUALIFICATIONS
The design engineer shall provide past experience in the planning, design and construction work required for the rehabilitation of pond impoundments and associated structures. Experience in the hydrology and ecosystem of ponds is required.
Provide at least three examples of relevant projects completed, and resumes of key design personnel for this project.
1.04 APPLICABLE CODES, STANDARDS AND SPECIFICATIONS
A. All design work shall comply with codes and standards applicable to each type of work. The pond rehabilitation work shall be designed for all the applicable loads per building codes.
1.05 SCHEDULE OF THE POND WORK REQUIRED
Design work includes decommissioning of three abandoned fish rearing ponds:
Pond 8 (0.89 acres; constructed in 1953);
Pond 9 (0.89 acres; constructed in 1953);
Pond 10 (0.89 acres; constructed in 1953).
The design also includes the rehabilitation of the remaining ponds, as follows:
Pond 1 (0.5 acres; constructed in 1952);
Pond 2 (0.74 acres; constructed in 1952);
Pond 3 (0.83 acres; constructed in 1953);
Pond 4 (0.79 acres; constructed in 1953);
Pond 5 (0.89 acres; constructed in 1953);
Pond 6 (0.93 acres; constructed in 1953);
Pond 7 (0.89 acres; constructed in 1953), Pond 11 (3.5 acres, constructed in 1956).
1.06 Project Design
A. The Contractor shall perform subsurface investigations, including geotechnical investigations, soil borings and test pit excavations as required, to design the pond rehabilitation and kettle rehabilitation.
B. Site surveys shall be performed by the Contractor as required for the project.
C. Project drawings shall be prepared in Autocad electronic format, latest edition, and pdf format.
Drawings may be reduced to half-size (11" x 17") by the Government.
D. The Contractor shall email design submissions consisting of conceptual drawings, preliminary and final design drawings, and cost estimates to the Government for review and approval. The final design drawings shall be stamped by a Massachusetts Professional Engineer.
E. Provide preliminary budget level cost estimates for the construction work required for each pond, and all the associated work that will be required to rehabilitate the pond to meet the needs of the hatchery facility.
The design and final cost estimates shall be within a budget, working with the Fish and Wildlife Service.
1.07 Permits
A. The Contractor shall apply for any required permits for this project with all applicable authorities.
B. Permit fees shall be paid for by the Contractor.
C. Conceptual drawings and design progress drawings required to be part of the permit process will be considered to be part of the design process. Final design drawings shall be prepared after permits are issued, and shall incorporate applicable permit conditions. The final design drawings shall be suitable for use by the Government for a construction contract, to be issued in the future.
1.08 Project Phases
A. The Contractor shall submit a cost proposal and perform work under this work statement in two distinct phases as listed below:
Phase I - Design: Planning, design and permitting of the rehabilitation and decommission of the ponds.
Phase II- Optional construction support services as requested by the Government, to include material submittal review and site inspection visits. Site visit services may include construction oversight services, and inspection services of the work during construction. The Contractor’s engineer shall conduct a final inspection of the project when it is completed, and produce a punch list for all deficient work noted.
B. The Contractor shall coordinate and work with the U.S. Fish and Wildlife Service during the design of this project, including teleconference calls.
