Michigan.gov/MiProcurement Schedule a – statement of work contract activities Request for Proposal (RFP) No. 250000001700 Procurement Curriculum Development Specialist 2025 This schedule identifies the anticipated requirements of any Contract resulting from this RFP. The term “Contractor” in this document refers to a bidder responding to this RFP, as well as the Contractor who is awarded the contract. The term “bidder” is used to identify where specific responses to the RFP are required.
The Contractor must respond to each requirement or question and explain how it will fulfill each requirement. Attach any supplemental information and appropriately reference within your response.

BACKGROUND
Seeking one to two long-term temporary Curriculum/ Training Developer resources for State of Michigan Procurement Professional Development section. We are seeking help with needs analysis and curricula development for procurement-related training and certification programs, including the development of interactive Web-Based Trainings, Instructor-Led Training (including flipped classroom), hands-on laboratory scenario-based training, videos, and more. There is a heavy writing component to this position. Some content exists, but a significant amount of research is required.
SCOPE
The intent of this contract is to provide long-term resources to the Procurement Professional Development Team to create curricula for Procurement-related topics.
Through advanced knowledge of current industry training methodologies and highly complex training tools, the contractor will develop and design interactive training, participant activities, instructor guides, and related training handouts for procurement-related topics, including certification programs.
Deliverables include reference tools and job aids and flow charts/infographics as appropriate for each specified topic to support learning. The contractor will be instrumental in positioning the State of Michigan as a continued leader in procurement training among state governments.
Under the supervision of the Procurement Professional Development Manager, the position will:
• Perform comprehensive needs analysis for each assigned topic, and research and evaluate related policy and processes.
• Design micro-learning on complex topics including interactive experiential activities to engage the learner and transform conceptual theories into practical applications. Apply industry best practices.
• Recommend and implement applicable evaluation criteria and methods (Kirkpatrick model) to ensure training needs are met based on the identified learning objectives.
• Implement ongoing evaluation processes based on research for best practices for each training program.
• Develop applicable training presentations, webcasts/webinars, multimedia, and blended learning tools using provided team standards.
• Develop and monitor comprehensive training plans and other deliverables with a focus on performance improvement that aligns with business strategy and goals.
• Establish and maintain project timelines and project plans and monitor completion of milestones and deliverables for assigned projects.
• Develop content for each assigned topic for either or both Instructor-led Training (if applicable) and Web-Based Training: including Instructor Guides, reference guides/tools, step-by-step instructions, and class/group activities,
• Develop flow charts for each step in a given process. Identify icons for each process step – and incorporate them into the curricula and related reference guide(s).
• Create new visuals and recordings using Photoshop, Camtasia, SnagIt, Adobe Stock, and other tools.
• Create comprehensive reference guides that meet both the learning objectives and provide the content needed for a learner to pass the curriculum test(s) for certification (if applicable) for each topic.
• Develop individual learning objectives by topic and compile with associated reference guides, flowcharts, and policy and law into a manual or Body of Knowledge
• Evaluate existing documents and other materials for possible inclusion in training programs as related reference tools.
• Develop reference tools to assist learners with specific processes for highly complex topics.
• Develop Web-Based tutorials based that incorporate learning objectives, reference guides, reference tools, and flowcharts in a manner that is consistent with a self-paced flow; include associated forms and templates and other procurement tools needed for Purchasing Professionals.
NOTE: The location of the work will be primarily at the contractor’s location with regular contact through Microsoft Teams and/or other electronic and telephonic communications. Candidate must be physically located, and the work performed, in the United States. Preference is given to Michigan-based candidates.
REQUIREMENTS
1. Required Knowledge, Skills, And Abilities NOTE: In addition to the requirements below, tangible proof of the ability to perform the activities and requirements of the scope above is required as part of the application package.
1.1. Must be an excellent writer! The ideal candidate loves the written word, along with proper grammar.
1.2. Mastery of the application of adult learning theory, practices and principles.
1.3. Applicant should possess excellent presentation, interpersonal, communication, problem-solving, analytical, and organizational/project management skills to manage multiple complex tasks, issues, and deadlines.
1.4. A background in certification programs and/or process improvement and change management preferred.
1.5. Demonstrated ability to prepare Instructor-Led and Web-Based Training, as well as e-learning and blended-learning delivery of adult learning.
1.6. Demonstrated ability to adapt and communicate information to a wide range of audiences and in a variety of situations.
1.7. Ability to perform training needs analysis, develop, design and implement ILT/WBT, prepare training evaluations, and communicate with others, both verbally and in writing.
1.8. Applicant must possess advanced proficiency using a variety of tools needed for the position, including:
1.8.1. Articulate Storyline and RISE, or Articulate 360 Teams
1.8.2. Microsoft Office software (e.g., Word, Excel, PowerPoint, Visio)
1.8.3. Camtasia Studio
1.8.4. Vyond (preferred, but not required)
1.8.5. Adobe Suite
1.8.6. Audio and video editing tools
1.8.7. Adobe Creative Cloud - especially Acrobat, Photoshop, and InDesign
1.8.8. Microsoft Excel (preferred experience with VLOOKUP and Pivot Tables)

1.2. Work Hours
The Contractor must remotely provide Contract Activities during the State’s normal working hours Monday – Friday, 7:30 a.m. to 5:00 p.m. EST and possible night and weekend hours depending on the requirements of the project.

1.3. Meetings
The Contractor must attend the following meetings:
· One or more in-person (at contractor’s expense) or virtual interviews scheduled at a mutually agreed upon time within 30-45 days of the quote deadline
· Upon contract award, as scheduled by the Professional Development Manager, at contractor’s expense for travel if outside of the state of Michigan, must come to the Elliott Larsen Building, 320 Walnut Street, Lansing, MI to pick up (and return at the end of the contract) a state computer and attend a team meeting and meet subject matter experts, and others on a Wednesday and/or Thursday within the same week for 6-8 hours each scheduled day.
The State may request other in-person or virtual meetings as it deems appropriate.

2. Staffing
2.1. Key Personnel
The Contractor must appoint one to two individuals who will be directly responsible for the day-to-day operations of the Contract (“Key Personnel”). Key Personnel must be specifically assigned to the State account, be knowledgeable and able to perform the contractual requirements, and respond to State inquiries within two-four hours, or sooner during identified scheduled work hours.
The Contractor may not remove or assign Key Personnel without the prior consent of the State. Prior consent is not required for reassignment for reasons beyond the Contractor’s control, including illness, disability, death, leave of absence, personal emergency circumstances, resignation, or termination for cause. The State may request a résumé and conduct an interview before approving a change. The State may require a 30-calendar day training period for replacement personnel.
The bidder must identify the Key Personnel, indicate where they will be physically located, describe the functions they will perform, and provide current chronological résumés and specific description of job requirements and work experience identified in this RFP.

Requirement: Must perform contract duties within the contiguous United States.

2.2. Education
Possession of a bachelor’s degree in any major. Possession of a bachelor’s degree in education, educational technology, human resources, organizational management, English/writing, or related field preferred.
Preference given to candidates with a master’s degree in education, educational technology, or instructional design.

2.3. Telephone Number to obtain customer service
The Contractor must specify a phone number for the State to contact the Key Personnel. The Key Personnel must be available for calls during the hours of 7:30 am to 5:00 pm EST – or as defined in the agreed upon work schedule. This number will also be used for arranging interviews.

2.4. Samples
At no cost to the state, Bidder must provide at least two links to current samples of Web-Based Training developed by the candidate, along with at least four additional examples of written work, such as flow charts, project plans, and other written training and analytical materials.
Failure to include the samples as requested by the proposal deadline is an automatic disqualification for this RFP.

4. Pricing
4.1. Price Term
Pricing is firm for the entire length of the Contract. This project is based on an hourly rate and will include mileage, if necessary, at the current state-identified rate.

5. Ordering
5.1. Authorizing Document
The appropriate authorizing document for the Contract will be a Purchase Order.
6. Invoice and Payment
6.1. Payment Procedure
Consistent with the State of Michigan employee payment schedule, the Contractor will electronically submit a timesheet/invoice every other week to meet the state’s regular timesheet submission cadence no later than Friday to the Professional Development Manager for approval and submission for payment.
Approval is based on review of the schedule, deliverables and development of Web-Based Training section(s) and other agreed upon content for the week(s).

6.2. Invoice Requirements
All invoices must be submitted to the Professional Development Manager on Friday of the regular state pay cycle. Invoices must include, name, address, phone number, contract number, and invoice number: (a) dates and hours worked; (b) purchase order and funding source/description (c) description of the Contract Activities; (d) unit price; and (e) total price. A timesheet template will be provided along with file naming convention.
Overtime, holiday pay, vacation, and sick leave will not be paid. Pre-approved mileage must appear on the relevant invoice, as well.

6.3. Payment Methods
The State will make payment for Contract Activities by EFT, which requires registration on SIGMA-VSS.

7. Other A. Equipment. Contractor will be supplied with the necessary computer, hardware, and software to perform services. The contractor will provide his/her own phone.
B. Position Oversight. This position will work directly with the Professional Development Manager, Curriculum Development Specialists, and Subject Matter Experts. They have regular ongoing communications and meetings.
C. Project Plan. The contracted resource will create project plans that identify related deliverables, along with a weekly schedule and hours to work. This will be reviewed regularly with the Professional Development Manager during bi-weekly one-on-one meetings. The Professional Development Manager must have direct access to all project work, Web-Based Trainings, images, project materials/deliverables, and drafts - which remains the sole property of the State of Michigan.
8. Liquidated Damages Late or improper completion of the Contract Activities will cause loss and damage to the State, and it would be impracticable and extremely difficult to fix the actual damage sustained by the State. Therefore, if there is late or improper completion of the Contract Activities the State is entitled to collect liquidated damages in the amount of $3,000.00 and an additional $200.00 per day for each day Contractor fails to remedy the late or improper completion of the Work.
Unauthorized Removal of Key Personnel will interfere with the timely and proper completion of the Contract, to the loss and damage of the State, and it would be impracticable and extremely difficult to fix the actual damage sustained by the State. Therefore, the State may assess liquidated damages against Contractor as specified below.
· The State is entitled to collect $500.00 per individual per day for the removal of any Key Personnel without prior approval of the State.
· The State is entitled to collect $1,000.00 per individual per day for an unapproved or untrained key personnel replacement.

9. Required Functionality Relating to Data Retention, Disposal, and Retrieval The State has legal obligations to retain, dispose, and retrieve State Data along with obligations to manage and secure State Data. To meet these obligations, the contractor must retain all data for the entire length of the Contract within the state network.
Except as otherwise stated in the Contract, Contractor will not dispose of, delete, or destroy State Data without the prior written approval of the State, and will store all contract activities and materials on the state’s network as identified by the Program Manager: Central Procurement’s Professional Development Manager.
