Request for Quote:

Long Lasting Insecticide Net Blanket Purchase Agreement

Questions & Answers

QUESTION: Is this a follow‐on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

ANSWER: This is not a follow‐on requirement to an established contract or BPA of this size and scope.

The European Logistics Support Office (ELSO) did order 2,000 LLINs as a pilot program to gauge the success and interest in the program from the US Embassies in the affected regions. The purchase order numbers were SBE10014M5003 and SBE10014M5004 (1,000 nets each).

QUESTION: The RFP asks for 2 sizes, one of which stated as “Net must be able to cover a US Standard Full or Standard Queen mattress at a minimum”. US Standard Full mattress dimensions are: 137 x 191cm, while US standard Queen mattress dimensions are 153 x 203cm. Should the larger Queen dimensions be used to quote?

ANSWER: A net fitting the larger dimensions will cover all bases. If a net only can cover a standard Full, the Government will still consider it acceptable to meet the minimum requirement, but a net that fits a standard Queen would then work with the Full as well.

QUESTION: Is a net made in China acceptable?

ANSWER: A net made in China may be acceptable if it conforms to the standards and requirements of the solicitation, particularly that the net must be approved or presently undergoing review for approval by the World Health Organization, as stated in Section 1.2.

QUESTION: Does the treatment process need to be EPA registered? If it does not need EPA registration is there any testing required to prove the efficacy of the net?

ANSWER: As these nets will not be used within the United States, and non‐American offers may be accepted, United States’ EPA registration may not be required. Section 1.2 requires “At a minimum, all LLINs must be approved or presently undergoing review for approval by the World Health Organization (WHO).” The WHO provides its guidance for testing on its website:

http://www.who.int/whopes/guidelines/en/. Particularly for nets which are undergoing WHO review, but have not received final or interim recommendation, nets should conform to the standards and guidelines referenced in the ‘Guidelines for Laboratory & Field Testing of Long‐Lasting Insecticidal Net’s, and ‘Guidelines for Monitoring the Durability of Long‐Lasting Insecticidal Mosquito Nets Under Operating Conditions’. Offerors currently undergoing WHO review should provide any other testing results which show evidence of meeting the guidelines for the WHO testing. OFferors who have received WHO recommendation, either final or interim, shall provide evidence of receiving this status.
