DESCRIPTION:

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE

WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION

INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENTS WILL NOT BE ISSUED. This solicitation is a request for proposal (RFP). The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83.

1352.215-72 INQUIRIES (APRIL 2010)

Offerors must submit all questions concerning this solicitation in writing to the Contracting Officer within three (3) business days from issue. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.

The associated North American Industrial Classification System (NAICS) code for this procurement is 511120 with a size standard of 7 million.

II. DESCRIPTION OF REQUIREMENT TO BE ACQUIRED

Introduction

In accordance with Executive Order 11625, the Minority Business Development Agency (MBDA) provides management and technical assistance to domestic minority business enterprises (MBEs). In addition, to its network of centers located throughout the United States, MBDA utilizes several tools to support the operational efficiencies of its staff and centers.

MBDA is seeking a subscription for a commercial-off-the-shelf subscription to research and monitor construction projects located within the Continental United States. MBDA anticipates using this subscription to supports its efforts to better support its MBE clients doing business in the construction industry. The commercial construction research database shall be a web-based subscription used by the MBDA and its network of business centers to research current/pending construction projects, both public and private, of varying size and geographic location. MBDA foresees using information obtained from this subscription to assist in pursuing/evaluating construction related procurement opportunities.

Statement of Work

The vendor shall provide a commercial-off-the shelf subscription for a web-commercial construction research database. The vendor shall provide a minimum of fifty-five (55) user’s unique access to the aforementioned system for the entirety of the subscription period.

The vendor shall provide for product support and user training for the commercial construction research database for a period of one (1) subscription year.

Requirements/Objectives

The Government submits to the vendor the following list of requirements for the requested subscription year:

The selected subscription shall provide detailed and accurate information on both privately owned and publicly funded commercial construction projects 50 licenses for construction projects located throughout the United States. The selected subscription shall provide 2 administrative seats to provide access to MBDA user activity for report and tracking purposes

The procured subscription shall be scalable and allow MBDA to add additional markets as required by the Agency’s programmatic need. The selected vendor should consider the addition of these regions and/or countries when developing a pricing strategy for MBDA.

All company profiles shall provide a detailed snapshot of the company, its history, and solubility.

Information contained in the company profiles provided should also include, but not be limited to:

• Organization Sponsoring/Funding Project

• Estimated Project Cost

• Industry Classification(s) (NAICS, SIC)

• Minority participation status

• Contact Information for Architect of Record

• Project Point of Contact information

• Activities associated with the development of associated project.

The subscription shall allow users to generate reports exportable by project, or geographic location to Microsoft Office 2010 (e.g., MS Word, MS Excel) and Adobe PDF.

It should also allow users to create and save searches, and track a company through a managed alert system.

The subscription shall also be able to support MBDA’s national/international network and maintain an uptime of 95.5%.

The acquired subscription shall support minimum MBDA’s user base of fifty-five (55) users at any given time

The vendor shall provide training providing an overview of the system within 5 days of subscription start date. Cost of overview training should be included as a part of the subscription service.

The vendor shall provide ongoing training. Cost of ongoing training should be included as a part of the subscription service.

The vendor shall provide monthly usage reports to be submitted to the contracting officer representative no later than the 10th of each month.

Technical support for software as well as any vendor generated software upgrades during the subscription period.

Period of Performance/Hours of Operation

The period of performance for requested subscription is shown in the table below:

Proposal Preparation Instructions:

Each proposal shall be in two (2) parts.

Part I, Is the written Price portion and shall contain the following:

• Completed pricing with all terms and conditions

• Business Classification

• Verification of Contractor Registration in system for award management (sam.gov)

Part II, is the written Technical portion and shall contain the following:

• Technical Approach

Technical Approach:

The contractor shall tailor the technical approach to achieve the requirements as identified in the solicitation. The discussion shall clearly demonstrate the contractor's understanding of the work to be performed and identify the technical solution to perform the requirements outlined in the statement of work. The technical approach shall clearly describe the following:

Basis for Award:

The government anticipates awarding a firm fixed price contract to the contractor whose proposal is the most advantageous to the Government, price and other factors considered. Proposals will be evaluated based on the factors described below. The non-price factor is more important than price.

Price – Part I Evaluation:

The Contractor’s written price proposal will be evaluated to determine price reasonableness.

Technical Approach – Part II Evaluation:

The Government will evaluate the technical approach factor based on the clarity and completeness of the approach and the degree to which the response meets the requirements in the SOW.

Specifically, the Government will evaluate the technical approach based on the following:

a. The quality, accuracy and completeness of contractor’s proposed comprehensive solution. The quality, accuracy and completeness of the approach/process to perform the SOW requirements.

PROPOSAL SUBMISSION INSTRUCTION

Submit offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on letterhead stationary or plain paper. The proposal must include:

(1) The solicitation number;

(2) The name, address and telephone number of the offeror;

(3) Description of technical solution in sufficient detail to evaluate compliance with requirements in the solicitation

(4) Price and terms

(5) “Remit to” address, if different than mailing address

(6) FOB Destination based on a firm-fixed-price for each contract line item number, and any discount terms for those prices;

(7) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(8) Period for acceptance of offers: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(9) Late submissions, modification, revisions, and withdrawals of offers: Offerors are responsible for submitting offers and any modifications, revisions, or withdrawals so as to reach the Government office by Thursday, September 10, 2015, at 2:00p.m. eastern standard time

III. DELIVERY
