1.0 Background

The International Trade Administration (ITA) of the Department of Commerce strengthens the competitiveness of U.S. industry, promotes trade and investment, and ensures fair trade through the rigorous enforcement of our trade laws and agreements.

ITA is organized into three distinct but complementary business units:

The Global Markets (GM) unit combines ITA’s country and regional experts, overseas and domestic field staff, and specific trade promotion programs to provide U.S. firms with the full suite of country-specific export promotion services and market access advocacy, while promoting the United States as an investment destination.

The Industry and Analysis (I&A) unit brings together ITA’s industry, trade, and economic experts to advance the competitiveness of U.S. industries through the development and execution of international trade and investment policies and promotion strategies. I&A will leverage ITA’s relationships with manufacturing and services industries to increase U.S. exports.

The Enforcement and Compliance (E&C) unit enhances ITA’s responsibilities to enforce U.S. trade laws and ensure compliance with trade agreements negotiated on behalf of U.S. industry.

ITA Common Data Platform The Common Data Platform (CDP) is an ITA enterprise-wide Web information portal which is critical to ITA’s fulfillment of its trade promotion and economic analysis mission. The platform provides guidance on data availability, usage, and standard business practices as well as serving as a collaborative tool. The CDP provides ITA-wide access, across the U.S. and around the world, to relevant news, information and data resources, identifies recommended resources, and outlines important citation procedures in an effort to promote accuracy and consistency in all ITA work.

Through the CDP portal, ITA staff members are linked to over 60 public and proprietary resources on industry, company, and country information, trade and economic data, and tariff and export trade schedules.

2.0 Objectives

The objective of this procurement is to provide access to ITA staff stationed worldwide to an online subscription of detailed, accurate, up-to-date transaction-level trade data between the United States and its trading partners for trade analysis, trade counseling, and best prospective markets analysis in support of U.S. businesses exporting their products and services and succeeding in global markets. In particular, ITA seeks international trade shipment data with company identifiers for major trading partners, Trans-Pacific Partnership countries, and more than 70 countries worldwide with U.S. Commercial Service offices in U.S. Embassies and Consulates.

The goals of the CDP are to:

· Increase the amount of high quality trade and economic data available to ITA users by identifying the best sources.

· Broaden access to existing sources through DOC agency partnership agreements

· Identify opportunities to fund additional sources by aggregating purchasing.

· Improve the quality of ITA analytical products by:

· Providing guidance about the best data sources available for specific types of research and analysis

· Standardizing the data sources used throughout the ITA to promote more uniform work products

It is desirable that the database allows ITA staff to make use of the flexibility to view both import and export data detailed by company, origin, destination, and product. ITA seeks easy-to-use features enabling online searches and the ability to download data in a standard format (i.e. CSV, Excel, tab-delimited text file) for customized analyses. ITA-wide access is provided by a link to the vendor’s database application through the Common Data Platform (CDP) on the organization’s intranet.

3.0 Scope

The purpose of this procurement is to obtain an online subscription to a web-based database providing quick and efficient access to waterborne merchandise trade shipment data between the United States and its trading partners with easy-to-use functions for searching, displaying, reporting and exporting data for trade analysis, trade counseling, and best prospective markets analysis.

4.0 Tasks/Requirements

ITA’s industry, trade, country and economic staff located in over 100 offices throughout the U.S. and Embassies and Consulates in more than 70 countries worldwide could use such data to perform the tasks in support of ITA’s mission including:

•Evaluate top markets for products and services of U.S. companies for trade counseling and targeted market research on trade opportunities.
•Research latest U.S. trade flow with a country, region, or Trade Preference Program for official reports, presentations, and senior management briefings and memos.
•Market analysis for a product to identify saturated markets and fast-growing markets.
•Preparing for official trade/congressional delegations and trade missions.
•Identify major companies involved in international trade.
•Research global international trade trends and capacity utilization of waterborne methods of shipment.
•Estimate the frequency of shipments through U.S. ports, as well as volume and estimated value, in order to evaluate shipping activity at the port level and inform internal policy impact analyses.

4.1 Trade Data: Countries and Data Updates

4.1.1.5. The subscription shall provide export and import transaction-level data reported by non-U.S. countries where possible.

4.2 Trade Data Content

The subscription shall provide the following trade data and related content.

4.2.1. Merchandise export shipment-level data as reported, providing:
• Company name (Shipper)
• Product by description/keyword and/or HS code
• Volume/value
• Destination country
• Foreign port of unlading
• Port, U.S. state, city, or zip code of export
• Date of export
• Twenty Foot Equivalent Unit (TEU’s)
• Congressional district, if available

4.2.2. Merchandise import shipment-level data as reported, providing:

• Company name (Consignee/Shipper/Principle Party of Interest (PPI))

• Product by description/keyword and/or HS code

• Volume/value,

• Country of origin

• Foreign port of lading

• Port, U.S. state, city, or zip code of import

• Date of import

• Twenty Foot Equivalent Unit (TEU’s)

• Congressional district, if available

4.2.3. For export and import shipment-level data, basic contact information for the company (address, phone, employees, management) and its location/structure information (headquarter and branch locations).

4.2.4. Regular, scheduled updates to the data each month.

4.2.5. Transparent sources of data with data collection description and methodology for any estimations or transformations made to the raw data.

4.2.6. Viewable bills of lading.

4.2.7. Access to all years of available data for the above content.

4.3. Trade Analysis Functions and Features

The subscription shall provide the following trade analysis functions and features for ease of use, quicker results and user-based customization.

4.3.1. Search on criteria:

• Country of destination (exports), country of origin and/or country of export (imports)

• Foreign port of lading (imports), foreign port of destination (exports)

• U.S. port/city/state/zip code of shipment/destination

• Congressional district, if available

• Product and industry by description/keyword and/or HS code

• Company name

• Company location

• Consignee/Shipper/Principal party of interest (PPI)

• Date of import/export

4.3.1. Customize the time period to view trade data, date range (over more than 1 year), varied both in length (12 months vs. 18 months, for example) and period (18 months beginning 06/2009, for example)

4.3.2. Save queries and user-specified reports

4.3.3. Select and export data to Excel or in CSV or plain text format, for customized user analysis

4.3.4. Set up data revision alerts

4.4. User Support and Training

4.4.1. Contractor shall provide account support to the ITA CDP Team including:

Individual, assigned Account Manager for product support and to discuss trade analysis, M-F, 8:30am – 5:00pm Eastern Time (Washington, D.C.).

4.4.1. Initial ITA- wide access within 7 days of award.

4.4.2. Support available via email, teleconferences, in-person presentations, M-F, 8:30am – 5:00pm Eastern Time (Washington, D.C.).

4.4.3. Usage statistics by user will be provided at least on quarterly basis showing monthly usage for the prior 12 months.

4.4.4. Training webinars scheduled during working hours of ITA worldwide staff at least annually will be conducted on the vendor Web portal. Training webinars are provided at no additional charge.

5.0 Deliverables

All deliverables shall be performed completely, correctly, and shall meet the Government’s requirements/tasks. The following are general quality/acceptance measures/criteria that will be applied, to each deliverable received from the Contractor, under this SOW. The Contractor shall comply with the task instructions, in addition to the general quality/acceptance measures/criteria stated below.

• Final inspection and acceptance of all deliverables will be performed remotely by the COR or CDP Team. Final approval and acceptance of deliverable required herein shall be by letter of approval and acceptance via email by COR or CDP Team Program Manager.

ITA will test staff access using ITA login id and password and test the functions and features of the online subscription of Trade Data and Online Functions and other requirements specified under Section 4.0.

11.0 Place of Performance

Contractor shall provide delivery of the subscription thru a URL link from the CDP Page on the ITA Central Intranet using IP authentication. User Support and training service deliver be provided to the CDP Team remotely through webinars for training, email and telephone. CDP Team Project Manager is located at 14th and Constitution Ave, NW, Washington, D.C. 20230.

12.0 Contract Type / Period of Performance

The objective of this acquisition is to award a fixed price contract for a 12-month Period of Performance with base period starting on August 1, 2016. Before exercising each option year, the COR and CDP Team will review ITA’s business needs for transaction-level shipment data for specific countries. Based on availability of funds, ITA may add, change or remove countries from the current list of countries covered in the transactional data subscription.

13.0 Security Requirements
