STATEMENT OF WORK
TITLE: Digital Sampling Oscilloscope
I. Background The National Institute of Standards and Technology (NIST) Physical Measurements Laboratory (PML), located in Gaithersburg, MD intends to purchase a digital sampling oscilloscope capable of high speed electrical signal acquisition of repetitive waveforms. The oscilloscope will be used to measure (1) the timing jitter of individual transistor test structures in response to a pseudo-random pattern of digital switching (20-30 GHz), (2) the extremely fast (60 GHz) acquisition of pulsed-electron spin resonance signals, and (3) acquisition of time-domain microwave conductivity measurements of organic semiconductor crystals. All three of these needs treat the direct goals of the Advanced Device Reliability and Characterization Group as well as the Nanoelectronics groups of the Engineering Physics Division. There is no statutory authority or regulation affecting the overall requirement.
II. Scope Deliver, in accordance with the statement of work, a quantity of one (1) 6-channel digital sampling oscilloscope, III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide one (1) 6-channel digital sampling oscilloscope that meets the following minimum specifications:
1. Two electrical sampling channels capable of at least 60 GHz of bandwidth on each channel.
2. Two electrical sampling channels capable of at least 30 GHz of bandwidth on each channel.
3. Two electrical sampling channels capable of at least 18 GHz of bandwidth on each channel. Each of these ≥ 18 GHz channels should be capable of voltage step generation necessary to perform time domain reflectometry (TDR) measurements with integrated step generation rise time less than 30 ps.
4. All channels shall have more than 14 bits of vertical resolution.
5. The time base jitter shall be less than 600 fs.
6. The oscilloscope shall also be equipped with the necessary hardware/software for timing jitter analysis. The jitter analysis shall provide at the minimum jitter measurements of (A) total jitter, (B) deterministic jitter, and (C) data dependent jitter.
IV. Delivery Delivery shall be FOB Destination and shall occur not later than (NLT) 10 weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
Attn: Jason Campbell The National Institute of Standards and Technology 100 Bureau Drive, Building 301 Gaithersburg, MD 20899-1640
V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests include electrical verification of the (6) specifications listed above as minimum requirements (Section III). These performance tests will utilize NIST test equipment for verification purposes.
The Government will test, inspect, and accept the equipment onsite within 10 business days of the receipt of the digital sampling oscilloscope. A visual inspection of the digital sampling oscilloscope will be performed by the NIST TPOC to identify surface defects or any form of indication that the digital sampling oscilloscope was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the digital sampling oscilloscope due to defects and/or nonconformance.
VI. Warranty The contractor shall warrant the entire system for a period of a minimum of (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the instrument.
VII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed NOTE: Partial shipments/installation and partial invoices will not be accepted, unless other-wise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
