SPECIFICATIONS

I. BACKGROUND INFORMATION:

The Materials and Measurements Laboratory (MML) requires a High-Speed Polarization Camera. The camera will be used to perform polarization measurements on rapidly flowing fluids or deforming solids. NIST requires rapid image acquisition and analysis that yield images, and quantitative measurements of optical retardation and principal axis orientation. This system will provide NIST with the capability to determine birefringence induced during rapid flow and deformation. For example, this capability will lead to development of small volume rheometry in shear and extension, accurate metrology of polymer additive manufacturing, better design of flow cells for neutron scattering, measurement of fluid fluctuations occurring during acquisition of neutron scattering, and transient response of shock absorbing materials for head health.

II. SPECIFICATION:

The Contractor shall provide one (1) Photron Crysta High-Speed Polarization Camera or equal, that meets the following minimum technical specifications:

1. Shall include an image sensor array with a minimum resolution of 1024 x 1024 pixels.

2. The full well of this same image sensor shall be at least 40,000 electrons per pixel.

3. Image data shall be acquired at 12-bit intensity levels.

4. Pixel geometry shall be square.

5. Shall be capable of image acquisition of full 1024 x 1024 array at a minimum of 7000 frames per second.

· Shall be capable of a higher frame rate for smaller region of interest (ROI).

· Shall be capable of image acquisition of 512 x 512 ROI array at a minimum of 25,000 frames per second.

· Shall be capable of image acquisition of 320 x 192 ROI array at a minimum of 100,000 frames per second.

6. In addition to acquiring images at a uniform selected programmed rate, as specified above, it shall be possible to program acquisition at two different rates, such that parts of the recorded image sequence are acquired at one rate (A) and another part at the other rate (B). It shall be possible to program such a sequence as AB, BA or ABA, where each subsequence is of arbitrary selectable length.

7. Shall include a micropolarizer array overlaying and bonded to the image sensor.

· The micropolarizer array shall have the same number of elements as the image sensor array.

· The micropolarizer array shall have a repeating structure of 2 x 2 pixel elements.

· These 4 elements shall polarize the incident light and shall have the following relative orientation in degrees: 0, 45, 90, and 135.

8. The minimum ISO light sensitivity rating of each polarized pixel shall be 5,000.

9. Shall include adjustable exposure time at a minimum of no more than 400 nanoseconds.

10. The camera shall have a minimum of 32 GB of internal memory of its own, for temporary image data storage.

11. It shall be possible to reversibly divide the camera memory upon software command from 1 to at least 64 equal sized partitions, so that one or multiple acquisitions may be obtained if desired between download to computer.

12. The type of image data transfer shall be gigabit ethernet or faster.

13. Camera shall be powered by standard 120V AC.

14. Shall include interchangeable F and C mount adapters.

15. Shall include user selection of image acquisition mode. Two modes shall be available: a.) internal trigger by computer software control, or b.) external trigger TTL signal. It shall accept TTL signals up to +12V.

16. The trigger functionality shall be able to be programmed so that the image sequence recorded may be either after or before the trigger. In other words, the trigger may be at the start of the image sequence, the end of the sequence or at any desired position within the sequence.

17. Shall be capable of live image monitoring.

18. Images shall be able to be saved in JPEG, AVI, TIFF, BMP, RAW, PNG, MOV and FTIF formats.

19. When an object is illuminated with circularly polarized light, the image data shall be capable of being analyzed to determine the optical retardation and the principal optical axes of the object. To do so, the local polarization state of light in the image of the object shall be calculated from the intensity of each 4 local elements (2x2 pixels).

20. The calculation of retardation shall have a repeat accuracy, for subsequent images of a static object, shall be no more than ± 1 nanometer.

21. For retardation greater than one quarter of the wavelength of incident light, the calculation of retardation shall invert as dictated by optical physics.

22. A SDK (software development kit) in C, C++, or C# (for use in Python) shall have complete functionality of the camera control software and the data analysis software.

III. WARRANTY and REPAIR:

The Contractor shall provide, at a minimum, a one-year warranty for the camera and any accessories. The warranty shall cover all parts, labor, travel and shipping. The warranty shall commence upon successful completion of delivery and acceptance. The Contractor shall also provide an optional second-year warranty.

If a part needs to be repaired off-site, the Contractor shall be responsible for all packaging, shipping, and transportation costs, as well as liability for the shipment to and from NIST Gaithersburg. The Contractor shall be responsible for providing a “Return Authorization Number” or other information authorizing return of the shipment to their facility prior to the shipment.

The Contractor shall only employ tools, instruments, software, test apparatus, methodologies, techniques, and practices approved for use with the instrument by the manufacturer. The service protocols and instrument specifications shall be adhered to always.

IV. INSTALLATION:

The Contractor shall install the High-Speed Polarization Camera at NIST in Gaithersburg, MD. The installation shall include, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and demonstration of the operation of the High-Speed Polarization Camera. The High-Speed Polarization Camera will operate to manufacturer’s specifications upon installation. The Contractor shall provide an installation report demonstrating that all performance standards have been met. Installation will take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC). Installation is to occur within 75 days of contract award.

V. TRAINING:

The Contractor shall provide training at the installation site for Six (6) NIST personnel. The training shall include the operation of the High-Speed Polarization Camera, troubleshooting, and routine maintenance. The training will be provided during normal business hours, between 8:30am and 5:00pm Eastern Time, Monday through Friday, except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC) to ensure maximum availability of NIST personnel. Training shall occur immediately after the installation of the High-Speed Polarization Camera or on dates coordinated by NIST Technical Point of Contact (TPOC).

VI. TELEPHONE SUPPORT:

The Contractor shall provide telephone support for the covered equipment during regular NIST business hours (Pacific Time) for at least a year.

Telephone support shall include response to questions about operating practices, application use, and service issues that can be diagnosed, and resolved over the telephone.

VIII. PERFORMANCE REQUIREMENT SUMMARY

IX. GENERAL INFORMATION

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed in accordance with instructions from the Security Office. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.

X. PAYMENT AND ACCEPTANCE

Advanced payments are not authorized. Partial Payments are not authorized. The Contractor may invoice in one lump sum after completion of deliverables, and the Technical Point of Contact’s confirmation of acceptance.
