PURCHASE DESCRIPTION
TITLE: Vector Network Analyzer
LAB REQUESTING SERVICE: Material Measurement Laboratory, Surface and Microanalysis Science Division, Group 643.10
I. BACKGROUND INFORMATION
The Security Technologies Group (STG) of the Material Measurement Lab develops metrology to support the needs of the emergency response, law enforcement, and corrections communities. Specifically, this purchase supports the establishment of a method for measuring the radio-frequency and microwave reflection and transmission characteristics of barrier materials.
II. SPECIFICATIONS
The Contractor shall provide one (1) vector network analyzer system that meets the following specifications:
· Test ports: 4
· Frequency range: ≤ 10 MHz to ≥ 50 GHz
· Frequency resolution: 1 Hz
· Frequency accuracy: ± 1 ppm or less
· Frequency stability: +/-0.05 ppm or less from 0° to 50 °C
· System dynamic range:
· ≥ 80 dB over frequency range
· ≥ 110 dB from 1 GHz to 50 GHz
· Output power range: ≤ - 60 dBm to ≥ 10 dBm
· Power level accuracy: +/-3.2 dB or less over frequency range
· Power resolution: ≤ 0.05 dB over frequency range
· Phase noise: ≤ -70 dBc/Hz at 1 kHz offset over frequency range
· Temperature stability:
· Power: ≤ 0.03 dB/°C over frequency range
· Phase: ≤ 1°/°C over frequency range
· Transmission measurement accuracy, values > -60 dB:
· Magnitude: ≤ 0.3 dB
· Phase: ≤ 3°
· Reflection measurement accuracy, values > -25 dB:
· o Magnitude: ≤ 1.5 dB
· o Phase: ≤ 10°
· External reference out: 10 MHz, 0 dBm to 2 dBm into 50 Ω
· Allow extension to 10-MHz-to-110 GHz-single-sweep capability
· Support use of frequency extenders from Virginia Diodes, Inc.; OML, Inc.; and Farran Technology With the delivery of the instrument, the contractor shall provide an operations and maintenance manual covering basic operation, maintenance procedures and troubleshooting.
III. ACCEPTANCE AND PAYMENT
Upon delivery of the required deliverables outlined in section 6, the Technical Point of Contact (TPOC) will inspect the equipment and operations and maintenance manual to verify that all specifications in this statement of work have been met. The deliverables will not be accepted until the TPOC has confirmed that it meets all specifications.
Advanced payment is not authorized. Payment will be made upon receipt and acceptance of the required deliverables.
IV. DELIVERY
The period of performance shall be 90 days after award of this requirement.
V. PLACE OF PERFORMANCE
All work shall be completed at the contractor’s facility. The equipment and operations and maintenance manual shall be delivered to NIST at 100 Bureau Drive, Gaithersburg, MD.
VI. GOVERNMENT FURNISHED PROPERTY
No Government furnished property will be provided to the Contractor.
VII. WARRANTY
The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, servicing, labor, and travel. The warranty shall commence upon final acceptance of the required deliverables.
VIII. DELIVERY
Delivery shall be FOB Destination, and be completed in accordance with the offeror’s commercial schedule. The offeror shall state the commercial delivery schedule.

XI. GENERAL INFORMATION
Acceptance: After verification of performance, NIST will provide written notification when the deliverable is accepted.
Safety: The Contractor employee shall be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Regular Business Hours. Regular business hours are Monday through Friday, 8:00 am to 5:00 pm Eastern Time, excluding Federal Holidays.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.
