CRYOCOOLER SPECIFICATIONS

NB687080-18-00193

Background The Quantum Sensors Group of the National Institute of Standards and Technology (NIST) will be receiving a semi-automatic cryogenic probe station upon completion of phase 2 of a competed SBIR award to MicroXact Inc., of Blacksburg, VA.. This award is for the design and construction of a “High Density Semi-Auto Closed Cycle Cryoprober II”. A complete design of the proposed system resulted upon completion of Phase 1 of this award (end of FY17). This design sets the thermal and mechanical specifications of the system cryo-coolers. Phase 2 of this award involves the construction, assembly, verification, delivery, and comissioning of the probe station (FY18-19). The probe station requires three separate cryo-coolers to reach the required base temperatures at various stages of the instrument. The specifications for these units are listed below.

Technical Requirements

I System Definition The contractor shall provide a system which consists of the following components:

1. Three compressors meeting the specifications in section II below.

2. Three cold heads meeting the specifications in section III below. These specifications must be met with the coldhead operating in an orientation which places the valve motor down and the cold stages up.

3. All plumbing, valves and safety pressure reliefs required for the system to operate in a laboratory environment with the only inputs being electrical power and cooling water.

4. All helium inventory used for the GM cycle must be contained within the system. No helium may be vented when the system is cycled from operating temperature to room temperature.

II Compressor The compressors shall be water-cooled and operate on 60 Hz, three phase A.C. power at 200 V.

Additional compressor requirements:

1. The maximum acceptable input water temperature shall be at least 25 C and required water flow shall be no greater than 9.0 L/min (2.4 gal/min).

2. Power consumption of the compressor under any operating conditions shall be a maximum of

7.8 kW.

1/3/2018

PAGE 6 OF 15 SB134118RQ0130

3. Compressors must have a service interval of at least 30,000 hours.

III Coldheads

1. There are [3] coldheads (also referred to as cryogenic closed cycle refrigerators or CCRs) required: a chuck cooling CCR, a probe cooling CCR, and an auxiliary cooling CCR.

2. The main CCRs for the chuck and probe must provide cooling simultaneously at two stages, one operating at or below ~50K (first stage) and one operating at or below ~4.2K (second stage).

3. The auxiliary CCR must provide cooling simultaneously at two stages, one operating at or below ~77K (first stage) and one operating at or below ~20K (second stage).

4. Thermal connection from the coldheads to the NIST equipment to be cooled shall be via solid bolted connections. I.E. a “recondenser” which would immerse the NIST equipment in a bath of liquid cryogen is not an acceptable approach.

5. When operating in steady state, the chuck and probe cooling coldheads must meet the following performance specifications:

a. First stage cooling capacity: minimum 45 watts at 50K.

b. Second stage cooling capacity: minimum 1.5W at 4.2K

6. When operating in steady state, the auxiliary coldhead must meet the following performance specifications:

a. First stage cooling capacity: minimum 120 watts at 77K.

b. Second stage cooling capacity: minimum 7.0W at 20K

7. The coldheads will be integrated with the cryostat design resulting from phase 1 of the SBIR.

Therefore the units must meet the interface, orientation and dimensional requirements as specified in the design.

a. Chuck CCR:

a.i. Total length from Stage 2 to the vacuum flange must be 392.5 mm.

a.ii. Length from Stage 1 to stage 2 flange must be 236.5 mm.

a.iii. Diameter of Stage 1 coldplate must be 125 mm.

a.iv. Diameter of Stage 2 coldplate must be 68 mm.

a.v. Flange must be 180mm in diameter and accommodate [8] – 5mm clearance holes evenly spaced on a 170 mm PCD.

PAGE 7 OF 15 SB134118RQ0130

a.vi. CCR must meet operational specs while oriented vertically with the cold plate up.

a.vii. Maintenance interval for cryohead must be at least 10,000 hrs.

b. Probe CCR:

b.i. Total length from Stage 2 to the vacuum flange must be 392.5 mm.

b.ii. Length from Stage 1 to stage 2 flange must be 236.5 mm.

b.iii. Diameter of Stage 1 coldplate must be 125 mm.

b.iv. Diameter of Stage 2 coldplate must be 68 mm.

b.v. Flange must be 180mm in diameter and accommodate [8] – 5mm clearance holes evenly spaced on a 170 mm PCD.

b.vi. CCR must meet operational specs while oriented horizontally.

b.vii. Maintenance interval for cryohead must be at least 10,000 hrs.

c. Auxiliary CCR:

c.i. Total length from Stage 2 to the vacuum flange must be 304.3 mm.

c.ii. Length from Stage 1 to stage 2 flange must be 129.0 mm.

c.iii. Diameter of Stage 1 coldplate must be 98 mm.

c.iv. Diameter of Stage 2 coldplate must be 49 mm.

c.v. Flange must be 184.2 mm in diameter and accommodate [8] – 9 mm clearance holes evenly spaced on a 165.1 mm PCD.

c.vi. CCR must meet operational specs while oriented vertically with the cold plate up.

c.vii. Maintenance interval for cryohead must be at least 13,000 hrs.

IV Gas Hoses and Electrical Isolators

1. The contractor shall provide gas hoses connecting the compressors and coldheads of at least 65 feet.

2. The contractor shall provide electrical control cables of at least 20 feet in length for connecting the compressors and coldheads as part of this procurement.

PAGE 8 OF 15 SB134118RQ0130

Delivery Schedule and Product Acceptance System deliveries are expected approximately 7 weeks ARO.

Acceptance of systems will be based on physical inspection of the system. This inspection will be performed by NIST within 20 calendar days of system receipt.

Coldhead Service Should the proposed coldhead require periodic service e.g. replacement of seals or other wearing parts, to maintain the performance of section II, the manufacturer shall quote a fixed price for such service.

1. Service is to be performed at the manufacturer's site. Transportation of the coldhead to and from the manufacturer is not included in this quote.

2. The coldhead is to be tested after service and shall meet the specifications in section III above.

3. The coldhead shall be warranted to meet these specifications for at least 6 months from date of service.

Commercial Product Requirements and Country of Origin

1. The cryocooler must be an established commercial product with multiple units operating successfully in the field. Experimental, prototype, or custom items are not acceptable. Proposer shall provide data on number of identical units in the field and operating history sufficient to establish reliability of the product.

1352.201-70 CONTRACTING OFFICER?s AUTHORITY (APR 2010)

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. (End of clause)

1352.209-73 COMPLIANCE WITH THE LAWS (APR 2010)

The contractor shall comply with all applicable laws, rules and regulations which deal with or relate to performance in accord with the terms of the contract.

1352.209-74 ORGANIZATIONAL CONFLICT OF INTEREST (APR 2010)

(a) Purpose. The purpose of this clause is to ensure that the contractor and its subcontractors:

(1) Are not biased because of their financial, contractual, organizational, or other interests which relate to the work under this contract, and

(2) Do not obtain any unfair competitive advantage over other parties by virtue of their performance of this contract.

(b) Scope. The restrictions described herein shall apply to performance or participation by the contractor, its parents, affiliates, divisions and subsidiaries, and successors in interest (hereinafter collectively referred to as "contractor") in the activities covered by this clause as a prime contractor, subcontractor, co-sponsor, joint venturer, consultant, or in any similar capacity. For the purpose of this clause, affiliation occurs when a business concern is controlled by or has the power to control another or when a third party has the power to control both.

(c) Warrant and Disclosure. The warrant and disclosure requirements of this paragraph apply with full force to both the contractor and all subcontractors. The contractor warrants that, to the best of the contractor?s knowledge and belief, there are no relevant facts or circumstances which would give rise to an organizational conflict of interest, as defined in FAR Subpart 9.5, and that the contractor has disclosed all relevant information regarding any actual or potential conflict. The contractor agrees it shall make an immediate and full disclosure, in writing, to the Contracting Officer of any potential or actual organizational conflict of interest or the existence of any facts that may cause a reasonably prudent person to question the contractor?s impartiality because of the appearance or existence of bias or an unfair competitive advantage. Such disclosure shall include a description of the actions the contractor has taken or proposes to take in order to avoid, neutralize, or mitigate any resulting conflict of interest.

(d) Remedies. The Contracting Officer may terminate this contract for convenience, in whole or in part, if the Contracting Officer deems such termination necessary to avoid, neutralize or mitigate an actual or apparent organizational conflict of interest. If the contractor fails to disclose facts pertaining to the existence of a potential or actual organizational conflict of interest or misrepresents relevant information to the Contracting Officer, the Government may terminate the contract for default, suspend or debar the contractor from Government contracting, or pursue such other remedies as may be permitted by law or this contract.

(e) Subcontracts. The contractor shall include a clause substantially similar to this clause, including paragraphs (f) and (g), in any subcontract or consultant agreement at any tier expected to exceed the simplified acquisition threshold. The terms "contract," "contractor," and "Contracting Officer" shall be appropriately modified to preserve the Government?s rights.

(f) Prime Contractor Responsibilities. The contractor shall obtain from its subcontractors or consultants the disclosure required in FAR Part 9.507-1, and shall determine in writing whether the interests disclosed present an actual, or significant potential for, an organizational conflict of interest. The contractor shall identify and avoid, neutralize, or mitigate any subcontractor organizational conflict prior to award of the contract to the satisfaction of the Contracting

PAGE 15 OF 15 SB134118RQ0130

Officer. If the subcontractor?s organizational conflict cannot be avoided, neutralized, or mitigated, the contractor must obtain the written approval of the Contracting Officer prior to entering into the subcontract. If the contractor becomes aware of a subcontractor?s potential or actual organizational conflict of interest after contract award, the contractor agrees that the Contractor may be required to eliminate the subcontractor from its team, at the contractor?s own risk.

(g) Waiver. The parties recognize that this clause has potential effects which will survive the performance of this contract and that it is impossible to foresee each circumstance to which it might be applied in the future. Accordingly, the contractor may at any time seek a waiver from the Head of the Contracting Activity by submitting such waiver request to the Contracting Officer, including a full written description of the requested waiver and the reasons in support thereof.
