Statement of Work

I. BACKGROUND INFORMATION

The Material Measurement Laboratory’s Gas Sensing Metrology Group (GSMG) is committed to supporting the World Meteorological Organization (WMO) Global Atmospheric Watch (GAW) program. A key element of this program is the accurate determination δ13C and δ18O in ambient carbon dioxide (CO2) samples (see section 7.2.1 of the GAW Strategic Plan, September 2007). Currently, GSMG has no 13C or18O isotopic CO2 primary gravimetric standards (PSMs), no capability of high precision laser spectroscopic measurement of δ18O and δ13C in CO2 (see specification below). These shortfalls have severely affected GSMG’s ability to support GAW. Consequently, it is proposed to:

1)Develop ambient level CO2 PSMs with a range of δ13C and δ18O values.
2)Acquire analytical capability of determining δ13C and δ18O in CO2 gas mixtures in the range from 300 µmol/mol to 1000 µmol/mol in balance air (or nitrogen).

Acquisition of a CO2 isotope ratio infrared spectrometer will satisfy the above requirements.

II. SCOPE OF WORK

III. The contractor shall deliver a sensitive CO2 isotope tunable infrared laser direct absorption spectroscopy analyzer at mid-IR wavelength for both δ 13C and δ 18O high precision and accurate measurement of CO2 isotopes in air for gas sensing metrology group, Chemical Sciences Division, Material Measurement Laboratory. The Contractor shall deliver and install an infrared isotope spectrometer (IRIS) at NIST, Gaithersburg meeting the specifications provided below. The Contractor shall demonstrate that contract specifications are met. The Contractor shall provide on-site training.

IV. SALIENT CHARACTERISTICS

1. The IRIS shall provide analysis of gas samples of CO2 at natural isotopic-abundance levels (total CO2 concentration range of 300 µmol/mol to 1000 µmol/mol) in balance air or nitrogen.

2. The IRIS shall determine δ13C in CO2 (total CO2 concentration range of 300 µmol/mol to 1000 µmol/mol) with a precision of ± 0.03 ‰ or better with averaging times not to exceed 5 minutes. See Ref. [A].

3. The IRIS shall determine δ18O in CO2 (total CO2 concentration range of 300 µmol/mol to 1000 µmol/mol) with a precision of ± 0.03 ‰ or better with averaging times not to exceed 5 minutes. See Ref. [B].

4. Shall be able to issue commands from NIST customized software (developed in e.g. VB.NET, LabView) to IRIS. Command sequence is: start data acquisition, collect data, end data acquisition.

Ref. [A]. Here 1 ‰ is defined by the VPDB scale for δ 13C as given in https://en.wikipedia.org/wiki/%CE%9413C Ref. [B]. Here 1 ‰ is defined by the VSMOW scale for δ 18O as given in https://en.wikipedia.org/wiki/Vienna_Standard_Mean_Ocean_Water Warranty:

The Contractor shall provide, a a one-year warranty at minimum for the system. The warranty shall cover all parts, labor and shipping. The warranty shall commence upon successful completion of delivery, and acceptance of instrument performance.

V. PLACE OF PERFORMANCE

All work shall be completed at the Contractor’s facility. Installation and training for the instrument shall be accomplished at NIST, Gaithersburg, Maryland. Normal duty hours are Monday through Friday, 9:00 a.m. to 5:30 p.m., with the exception of Federal holidays.

Installation:

The Contractor shall install the instrument in Building _227_______________, at the National Institute of Standards and Technology (NIST) located in Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument must operate to manufacturer’s specifications upon installation. Installation shall take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and shall be coordinated with the NIST Technical Point of Contact (TPOC). Installation must be within 90 days from award date.

Training:

The contractor shall provide training for up to ___3___ NIST staff covering normal operation, troubleshooting, and routine maintenance. Training shall be provided during normal business hours. The contractor is responsible for scheduling the training in coordination with the NIST Technical Point of Contact.
