X-ray diffraction instrument Description(s):

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-95.

Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation. Any communications regarding this acquisition must be made in writing and forwarded via email to Divya Langhnoja at divya.langhnoja@nist.gov and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number.

The associated North American Industrial Classification System (NAICS) code for this procurement is 333242. This requirement is being competed through full and open competition.

The National Institute of Standards and Technology’s (NIST) Materials and Structural Systems Division is involved in the analysis, standards and codes involving a wide range of construction materials, including cement clinker, cement, fly ash. blast furnace slag, and aggregate and is seeking an instrument to perform X-ray powder diffraction (XRD) study of crystalline and non-crystalline mineral, hydraulic cement, fly ash, slag, clays and other materials by qualitative, quantitative, and non-ambient analyses, as well as polymeric materials in bulk and composite films for coatings using multiple geometries.

The contractor shall provide a new multipurpose X-ray powder diffraction instrument intended for study of crystalline and non-crystalline mineral, hydraulic cement, fly ash, slag, clays and other materials by qualitative, quantitative, and non-ambient analyses, as well as polymeric materials in bulk and composite films for coatings using multiple geometries.

Quantity: 1 EA

Description: Cross-slit collimator for sampling spot sizes approximately 500 um to 2 mm, continuously variable in the equitorial and axial direction to collimate the beam from <2 mm up to several mm

CLIN 0004 (Optional line item):

Quantity: 1 EA

Description: Small spot-size collimators for line focus optics to permit rapid microdiffraction analysis of areas ranging from approximately 0.2 mm to 0.5 mm in size without changing tube orientation

CLIN 0005 (Optional line item):

Quantity: 1 EA

Description: Ag long-fine focus X-ray tube *Note: The Government may exercise Optional Line Items at time of award, but reserves the right to exercise them at any point until delivery.

1352.215-73 INQUIRIES (APR 2010):

Offerors must submit all questions concerning this solicitation in writing electronically to divya.langhnoja@nist.gov. Questions must be received no later than 5 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision).

Interested offerors shall provide firm-fixed-pricing for the above.

System for Award Management (SAM):

In accordance with FAR 52.204-7, the awardee must be registered in SAM (www.sam.gov) prior to award. Refusal to register shall forfeit award.

Addendum to FAR 52.212-1 Instructions to Offerors- Commercial Items

All quotations must be submitted electronically so that they are received at divya.langhnoja@nist.gov no later than August 4, 2017 at 12 PM Eastern. Facsimile quotations will NOT be accepted.

All offerors shall submit their quotations on letterhead paper to the email address stated above by the date and time specified above. All quotations shall contain, at a minimum, the information detailed below for each respective volume. If a quotation is missing any of the elements listed below, the quotation may be deemed unacceptable and may not be evaluated further:

1) Price Volume: The pricing quotation shall be separate from any other portion of the quotation. The price volume shall address the following:

Administrative Information: The Administrative Information section of the price quotation shall contain the following:

(1) The solicitation number SB1341-17-RQ-0553;

(2) The name, address, and telephone number of the offeror;

(3) A total firm-fixed price for the requirement, which shall be the sum of the firm-fixed prices proposed for each of the required and optional line items above;

(4) Any applicable discount terms;

(5) A statement that the Offeror agrees to all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(6) A statement that the quotation is valid for a minimum of 60 days from the response deadline of this solicitation.

Pricing Information: The Offeror shall propose a firm-fixed-price for each line item detailed above, and a total firm-fixed price for the requirement, which shall be a sum of the firm-fixed prices proposed for each line item. The Offeror may also provide supporting documentation such as calculations, price lists, product literature, or any other applicable supporting documentation.

2) Technical Volume: The technical quotation shall address the following:

Technical Capability: The offeror shall submit a technical description or product literature for the product(s) it is proposing, which clearly identifies the manufacturer, make and model. The offeror must demonstrate that its proposed product(s) meets or exceeds each minimum requirement described in the specifications. If applicable, evidence that the Offeror is authorized by the original equipment manufacturer to provide the item(s) in the quotation should be included.

EVALUATION FACTORS FOR AWARD: The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose quotation, conforming to the solicitation, represents the best value to the Government, price and other factors considered. The Government reserves the right to make an award to other than the lowest-cost/priced offeror or to the offeror with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Contracting Officer intends to award without discussions, but reserves the right to initiate discussions, if necessary.

The following factors will be used to evaluate quotations:

Factor 1 is more importance than price.

1. Technical Capability: Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. NIST will give preference to offerors who demonstrate that their proposed equipment exceeds NIST’s requirements. NIST will give stronger preference to offerors whose quoted equipment exceeds minimum requirements where noted in the specifications document.

2. Price: The Government will evaluate price for reasonableness.
