Representative Wireless Control Applications Study in Manufacturing Industry

Performance Work Statement

I. BACKGROUND

The Advanced Network Technology Division (ANTD) at the National Institute of Standards and Technology (NIST) is collaborating with the Intelligent Systems Division (ISD) at NIST to develop a best-practice guideline for deployment of wireless technology in smart manufacturing environments.

Much of ANTD’s efforts have concentrated on channel propagation modeling in industrial environments and developing evaluation methodologies to measure the impact on control performance of imperfect wireless transmissions of plant control updates.

ANTD has developed a software evaluation framework for wireless data transmissions in a standard chemical production plant and evaluated individual packet receptions in harsh industrial environments. ANTD has also conducted channel usage analysis based on passive channel measurements in different industrial plants and evaluated the impact of introducing new wireless applications from/on existing wireless users. ANTD wishes to leverage our past work to conduct a comprehensive survey of existing and potential wireless control applications and explore the wireless solutions that carry plant information in a highly reliable manner with low latency.

The objective of this requirement is to perform a survey of the manufacturing industry to develop a representative of wireless control use cases. This would also require expanding the plant model library in the simulation-based evaluation framework to include additional representative plant models with more rigid latency and reliability requirements on transmission of sensing data and control commands.

II. SCOPE OF WORK

The Contractor shall develop and complete a survey to identify use cases of wireless control applications in manufacturing industry and develop simulation models for the identified use cases in the existing software evaluation framework. The Contractor shall also explore candidate wireless solutions to meet the data transmission requirements in the identified use cases and design the network interface to the new plant model in co-simulations.

III. SPECIFIC TASKS

The Contractor shall be responsible for project oversight, equipment, administration, and technical execution of this contract. The Contractor shall deliver a report on representative use cases of wireless control application in manufacturing industry and new simulation software modules with the following specific tasks in the twelve months of the project.

1. Conduct a survey to identify representative use cases of wireless control applications in manufacturing industry. Collaborate with Engineering Lab researchers to design scenarios that shall serve as the reference model in the other tasks listed below. Identify wireless transmissions in the plant data network along with their performance specifications in individual control use cases.

2. Develop a mathematical model to capture the main features of physical activities of the identified use cases in Task 1 and build a corresponding simulation module.

3. Design a wireless network solution for wireless transmissions in the identified use cases to meet key performance requirements specified in Task 1. Maintain project code and documents in NIST’s online repository on GitHub.

4. Design co-simulation experiments by integrating the physical system model and network model of Tasks 2 and 3, respectively, into the evaluation framework. Maintain project code and documents in NIST’s online repository on GitHub.

5. Demonstration of the control-and-network design in Task 4.

6. Follow the progress of emerging wireless communications and network technologies, e.g., massive and ultra-reliable and low latency communications, and research new deployment solutions to improve wireless transmission performance in the use cases in Task 1.

7. Write a paper based on the results and findings of the research, have it reviewed by the NIST staff member overseeing these activities, and submit a paper co-authored with the NIST staff member to an appropriate technical conference selected in consultation with the NIST staff member.

8. The contractor shall hold a monthly status meeting with the NIST Technical Point of Contact

(TPOC).

Standards for Acceptance of Deliverables: The TPOC shall provide comments on each deliverable within 14 calendars days from receipt of a given deliverable. The Contractor shall make any needed changes to the deliverables within 14 calendar days from receipt of electronic or written comments from the TPOC.

V. PERIOD OF PERFORMANCE

The period of performance shall be May 12, 2017 – May 11, 2018.

VI. PLACE OF PERFORMANCE

All the tasks specified in Section III shall be accomplished at NIST, Gaithersburg, Maryland. The Contractor shall work Monday through Friday with the exception of Federal holidays or other official closures.

VII. GOVERNMENT FURNISHED PROPERTY, DATA AND/OR INFORMATION

All property, data and information provided by the Government in the performance of this requirement remains the property of the Government and shall be surrendered to the Government upon completion or termination of this requirement. Likewise all deliverables remain the property of the Government.

Upon award of this requirement, NIST will provide on-site office space, workstation, PC, email and Internet access, telephone, routine office supplies, and access to all facilities needed for the project.

The Contractor shall only access low risk general-purpose IT equipment and common network services available to NIST associates.

VIII. RISK ASSESSMENT

The HSPD-12 Security Risk Level assigned to this contract is low risk.

IX. PERFORMANCE REQUIREMENT SURVELLIANCE MATRIX

Representative wireless control use cases in manufacturing industry report

The report identifies representative use cases of wireless communication technologies in control systems that are currently operating or will be deployed in manufacturing plants.

The selected use cases shall be based on literature survey and communication with manufacturing companies in collaboration with NIST EL researchers. The use cases shall be sensitive to delay, jitter and data rate of control data flows.

The input and output of the control system shall be identified along with key performance indicators for evaluation purposes.

NIST TPOC will review the written report, determine its acceptability and select use cases for the subsequent tasks.

Mathematical models of the control systems in identified use cases and the corresponding simulation modules

The mathematic models depict the main functions of the modeled control systems in the identified use cases. Control mechanisms are applied to operate the system within the designed performance range.

The simulation code translates the temporal variation in the mathematical models into discrete time state transitions.

The differential equations in the mathematical models that depict the temporal variations in the control system shall abstract main functions of the control systems in the use cases. The process update step shall be with high temporal resolution (e.g., in 1-10 msec) to facilitate step-by-step analysis on the agile system response. The input, output and the state transitions in the model shall be clear in the design and well documented to enable repeatable experiments for verification.

NIST TPOC will review the progress of the model development and determine its acceptability.

Wireless network solution and co-simulation design/experiments

The wireless network design is capable of transmitting mission critical data between the gateway (hosting the controller) and the field instruments given the data transmission requirements in terms of throughput, reliability and latency. The network topology and per-link bandwidth scheduling can be programmed according to the specific control data requirements. New functions and configurations in the air interface need to be implemented in the simulator if required, e.g., frame structure, handshake protocol, energy saving mode, and control-data plane separation.

The proposed wireless network solution shall adapt to the data transmission requirements from the use cases. The latest progress in wireless research and standardization efforts shall be tracked in the related fields including massive Internet of Things and ultra-reliable low latency wireless communications.

The developed module shall be compatible with the network simulator to conduct experiments in comparison with the benchmark.

The contractor shall conduct a demonstration of the design/experiments.

NIST TPOC will review the design/experiments and determine its acceptability.

The final report covers the design, test and evaluation work in this project.

Demonstrations and suggestions on expanding the design to a hardware test bed are also desired as a project output.

Review the development of physical system model and network solution to develop guidelines for design of wireless control applications in representative use cases for manufacturing industry. Key design factors in machine-to-machine wireless solutions are identified and comparisons are made with traditional human-centric wireless communications (i.e., voice, video and Internet).

The final report shall be of high quality so that it can be submitted for publication at major IEEE conferences and journals related to industrial communications and wireless networks.

NIST TPOC will review the written report and determine its acceptability.

(a) Definitions. As used in this provision-- Electronic Funds Transfer (EFT) indicator means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.

Registered in the System for Award Management (SAM) database means that--

(1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into the SAM database;

(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in the SAM database;

(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and

(4) The Government has marked the record ''Active''.

Unique entity identifier means a number or other identifier used to identify a specific commercial, nonprofit, or Government entity. See www.sam.gov for the designated entity for establishing unique entity identifiers.

(b)

(1) By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

(2) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ''Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address exactly as stated in the offer. The Offeror also shall enter its EFT indicator, if applicable. The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in the SAM database.

(c) If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for establishment of the unique entity identifier directly to obtain one. The Offeror should be prepared to provide the following information:

(2) Tradestyle, doing business, or other name by which your entity is commonly recognized.

(d) If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.

. 8 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 5 days

. 9 52.227-17 RIGHTS IN DATA--SPECIAL WORKS (DEC 2007)

(a) Definitions. As used in this clause-- "Data" means recorded information, regardless of form or the media on which it may be recorded. The term includes technical data and computer software. The term does not include information incidental to contract administration, such as financial, administrative, cost or pricing, or management information.

"Unlimited rights" means the rights of the Government to use, disclose, reproduce, prepare derivative works, distribute copies to the public, and perform publicly and display publicly, in any manner and for any purpose, and to have or permit others to do so.

(b) Allocation of Rights.

(1) The Government shall have--

(i) Unlimited rights in all data delivered under this contract, and in all data first produced in the performance of this contract, except as provided in paragraph (c) of this clause.

(ii) The right to limit assertion of copyright in data first produced in the performance of this contract, and to obtain assignment of copyright in that data, in accordance with paragraph (c)(1) of this clause.

(iii) The right to limit the release and use of certain data in accordance with paragraph (d) of this clause.

(2) The Contractor shall have, to the extent permission is granted in accordance with paragraph (c)(1) of this clause, the right to assert claim to copyright subsisting in data first produced in the performance of this contract.

(c) Copyright--

(1) Data first produced in the performance of this contract.

(i) The Contractor shall not assert or authorize others to assert any claim to copyright subsisting in any data first produced in the performance of this contract without prior written permission of the Contracting Officer. When copyright is asserted, the Contractor shall affix the appropriate copyright notice of 17 U.S.C. 401 or 402 and acknowledgment of Government sponsorship (including contract number) to the data when delivered to the Government, as well as when the data are published or deposited for registration as a published work in the U.S. Copyright Office. The Contractor grants to the Government, and others acting on its behalf, a paid-up, nonexclusive, irrevocable, worldwide license for all delivered data to reproduce, prepare derivative works, distribute copies to the public, and perform publicly and display publicly, by or on behalf of the Government.

(ii) If the Government desires to obtain copyright in data first produced in the performance of this contract and permission has not been granted as set forth in paragraph (c)(1)(i) of this clause, the Contracting Officer shall direct the Contractor to assign (with or without registration), or obtain the assignment of, the copyright to the Government or its designated assignee.

(2) Data not first produced in the performance of this contract. The Contractor shall not, without prior written permission of the Contracting Officer, incorporate in data delivered under this contract any data not first produced in the performance of this contract and that contain the copyright notice of 17 U.S.C. 401 or 402, unless the Contractor identifies such data and grants to the Government, or acquires on its behalf, a license of the same scope as set forth in paragraph (c)

(1) of this clause.

(d) Release and use restrictions. Except as otherwise specifically provided for in this contract, the Contractor shall not use, release, reproduce, distribute, or publish any data first produced in the performance of this contract, nor authorize others to do so, without written permission of the Contracting Officer.

(e) Indemnity. The Contractor shall indemnify the Government and its officers, agents, and employees acting for the Government against any liability, including costs and expenses, incurred as the result of the violation of trade secrets, copyrights, or right of privacy or publicity, arising out of the creation, delivery, publication, or use of any data furnished under this contract; or any libelous or other unlawful matter contained in such data. The provisions of this paragraph do not apply unless the Government provides notice to the Contractor as soon as practicable of any claim or suit, affords the Contractor an opportunity under applicable laws, rules, or regulations to participate in the defense of the claim or suit, and obtains the Contractor?s consent to the settlement of any claim or suit other than as required by final decree of a court of competent jurisdiction; and these provisions do not apply to material furnished to the Contractor by the Government and incorporated in data to which this clause applies.

(a) Upon receipt of accelerated payments from the Government, the Contractor shall make accelerated payments to its small business subcontractors under this contract, to the maximum extent practicable and prior to when such payment is otherwise required under the applicable contract or subcontract, after receipt of a proper invoice and all other required documentation from the small business subcontractor.

(b) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.

. 12 1352.209-73 COMPLIANCE WITH THE LAWS (APR 2010)

The contractor shall comply with all applicable laws, rules and regulations which deal with or relate to performance in accord with the terms of the contract.

. 13 1352.209-74 ORGANIZATIONAL CONFLICT OF INTEREST (APR 2010)

(a) Purpose. The purpose of this clause is to ensure that the contractor and its subcontractors:

(1) Are not biased because of their financial, contractual, organizational, or other interests which relate to the work under this contract, and

(2) Do not obtain any unfair competitive advantage over other parties by virtue of their performance of this contract.

(b) Scope. The restrictions described herein shall apply to performance or participation by the contractor, its parents, affiliates, divisions and subsidiaries, and successors in interest (hereinafter collectively referred to as "contractor") in the activities covered by this clause as a prime contractor, subcontractor, co-sponsor, joint venturer, consultant, or in any similar capacity.

For the purpose of this clause, affiliation occurs when a business concern is controlled by or has the power to control another or when a third party has the power to control both.

(c) Warrant and Disclosure. The warrant and disclosure requirements of this paragraph apply with full force to both the contractor and all subcontractors. The contractor warrants that, to the best of the contractor?s knowledge and belief, there are no relevant facts or circumstances which would give rise to an organizational conflict of interest, as defined in FAR Subpart 9.5, and that the contractor has disclosed all relevant information regarding any actual or potential conflict. The contractor agrees it shall make an immediate and full disclosure, in writing, to the Contracting Officer of any potential or actual organizational conflict of interest or the existence of any facts that may cause a reasonably prudent person to question the contractor?s impartiality because of the appearance or existence of bias or an unfair competitive advantage. Such disclosure shall include a description of the actions the contractor has taken or proposes to take in order to avoid, neutralize, or mitigate any resulting conflict of interest.

(d) Remedies. The Contracting Officer may terminate this contract for convenience, in whole or in part, if the Contracting Officer deems such termination necessary to avoid, neutralize or mitigate an actual or apparent organizational conflict of interest. If the contractor fails to disclose facts pertaining to the existence of a potential or actual organizational conflict of interest or misrepresents relevant information to the Contracting Officer, the Government may terminate the

contract for default, suspend or debar the contractor from Government contracting, or pursue such other remedies as may be permitted by law or this contract.

(e) Subcontracts. The contractor shall include a clause substantially similar to this clause, including paragraphs (f) and (g), in any subcontract or consultant agreement at any tier expected to exceed the simplified acquisition threshold. The terms "contract," "contractor," and "Contracting Officer" shall be appropriately modified to preserve the Government?s rights.

(f) Prime Contractor Responsibilities. The contractor shall obtain from its subcontractors or consultants the disclosure required in FAR Part 9.507-1, and shall determine in writing whether the interests disclosed present an actual, or significant potential for, an organizational conflict of interest. The contractor shall identify and avoid, neutralize, or mitigate any subcontractor organizational conflict prior to award of the contract to the satisfaction of the Contracting Officer. If the subcontractor?s organizational conflict cannot be avoided, neutralized, or mitigated, the contractor must obtain the written approval of the Contracting Officer prior to entering into the subcontract. If the contractor becomes aware of a subcontractor?s potential or actual organizational conflict of interest after contract award, the contractor agrees that the Contractor may be required to eliminate the subcontractor from its team, at the contractor?s own risk.

(g) Waiver. The parties recognize that this clause has potential effects which will survive the performance of this contract and that it is impossible to foresee each circumstance to which it might be applied in the future. Accordingly, the contractor may at any time seek a waiver from the Head of the Contracting Activity by submitting such waiver request to the Contracting Officer, including a full written description of the requested waiver and the reasons in support thereof.

(a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority. See 64 Fed. Reg.

(d) A complete copy of all agency protests, including all attachments, shall be served upon the Contract Law Division of the Office of the General Counsel within one day of filing a protest with either the Contracting Officer or the Protest Decision Authority.
