NIST/NCNR REFRIGERATOR STARTUP

STATEMENT OF WORK

I. BACKGROUND

The National Institute of Standards and Technology (NIST) research reactor, National Bureau of Standards Reactor (NBSR), was designed from the beginning with a provision to add a cryogenically cooled moderator system, or cold neutron source. A liquid deuterium cold neutron source will replace the existing liquid hydrogen source installed in 2002. This requires a new helium refrigerator. The major components have been delivered and the piping connections have been completed. The refrigerator requires experts to install the turbine expander and startup the refrigerator in the bypass mode with internal load heaters being used to simulate the head load.

Eden’s Drawing BC-02283-12-001 Rev E, specifies the piping configuration for the Helium Refrigerator project. This contract was cancelled before the refrigerator was completed and brought into operation. Eden’s Drawing BC-02283-12-001 Rev E defines all the remaining work required to complete the refrigerator. The Government has completed a large portion of the remaining work, identified on Eden’s Drawing BC-02283-12-001 Rev. E, Sheet 2. On Sheet 2 the General Note, ‘O’, items 1 through 47 will be completed by the Government and are not the Contractor’s responsibility.

II. SCOPE

NIST has a requirement for the installation of the turbine expander, startup of the refrigerator and operation of the refrigerator to the performance standards specified in Drawing BC-02283-12-001 Rev E. This requirement will require completion of the remaining items on Eden’s Drawing BC- 02283-12-001 Rev. E, Sheet 2, General Note, ‘O’ (items 48 thru 55) but not limited to only these items as specified below.

III. REQUIREMENTS

The Contractor shall review existing documents and drawings for accuracy, evaluate present configuration of the refrigerator to complete the refrigerator configuration as defined by Eden Drawing, BC-02283-12-001 Rev E, ‘Equipment Installation Final’. This shall include the installation of the Turbine Expander and Coldbox operational parameters.

The Contractor shall review Eden Drawing, BC-02283-12-001 Rev E, presented in ‘Equipment Installation Final’, for Testing and Startup Requirements, Items 45, 48, 49, 50, 51, 52, 53, 54 and 55 on Sheet 2 apply. The Contractor shall develop test instructions and perform all required tests and system startup.

IV. TASKS

a. Contractor shall conduct a Configuration Review and provide appropriate documentation.

b. Contractor shall provide detailed instructions for startup, normal operation, warmup, normal and emergency shutdown.

c. Contractor shall setup Expander Turbine Control Programming including operational parameters and Turbine Alarm & Trip set-points as specified by the manufacture of the turbine expander, Air Liquide.

d. Contractor shall install, evacuate and purge the Turbine assembly.

e. Contractor shall verify the safety and relief device functionality.

f. Contractor shall verify system conforms to the pipping and instrumentation diagram/drawing

(P&ID) for all major valves and instrumentation taps.

g. Contractor shall perform final leak test of all mechanical joints by bubble test and sniffing for helium gas.

h. Contractor shall verify operation of all valves and verify position required for startup.

i. Contractor shall verify calibration of all instrumentation.

j. Contractor shall review, verify and perform a non-operational dry run of the computer control system.

k. Contractor shall verify oxygen content < 1 ppm of the helium gas in the system, cleanup helium gas as required.

l. Contractor shall startup the refrigerator in the bypass mode, using installed load heaters, verify operation at 14K and 3000 watts.

m. Contractor shall verify operation at 14 k, while increasing heater load up to 7000 watts.

n. Contractor shall evaluate the performance of the refrigerator at operating conditions as compared with Eden Specification, BC-02283, ‘Turbine Expander Operating Parameters’.

o. Contractor shall perform an operational test of the refrigerator for a 40-day continuous period, with the exception of a power failure.

p. Contractor shall Provide operating and maintenance personnel on an on-call basis in support of the 40-day operational test.

q. Contractor shall provide detailed instructions and documentation for maintenance requirements.

r. Contractor shall provide training on the operation of the refrigerator for the five cold source team members.

V. DELIVERABLES

a. Up to date system configuration P&IDs.

b. Performance Evaluation Report.

c. Operational Procedures.

d. Maintenance Procedures.

e. Training on operation of the refrigerator and appropriate material.

VI. GOVERNMENT RESPONSIBILITY

The Government will complete the following tasks defined by Eden drawing BC-02283-12-001 Rev. E and this is not the vendor’s responsibility:

a. Oil removal skid, both compressor skids, helium storage tank, LN2 tank, connecting helium piping and connecting liquid nitrogen vacuum jacketed piping have been installed as detailed in Eden Drawing 02283-12-001 Revision E, verified clean and leak tight.

b. All installation requirements as specified in Eden Drawing 02283-12-001 Revision E, Sheet 2 General Note ‘O’, Steps 1 thru 47 completed.

c. Liquid nitrogen supply to the Coldbox.

d. Helium Piping and Coldbox filled with 125 psig of high purity helium.

e. System operated with Coldbox Purifier filled with LN2.

f. Oxygen content of the helium gas in the refrigerator < 1 ppm.

VII. PERIOD AND PLACE OF PERFORMANCE

The period of performance for the requested task shall be four (4) months from DATE OF TASK

AWARD.

The work required shall take place at the NIST NCNR Facility located at the following address:

VIII. NIST ACCEPTANCE

All tests and system startup will be witnessed by NCNR Reactor Operations and Engineering personnel. Acceptance of the project will be based on the performance test results and the system operational readiness based on the detailed instructions provided by the Contractor.

(a) Workers Compensation and Employer?s Liability. The contractor is required to comply with applicable federal and state workers'' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer?s liability section of the insurance policy, except when contract operations are so commingled with a contractor?s commercial operations that it would not be practical to require this coverage. Employer?s liability coverage of at least $100,000 shall be required, except in states with exclusive or monopolistic funds that do not permit workers'' compensation to be written by private carriers.

(b) General liability.

(1) The contractor shall have bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence.

(2) When special circumstances apply in accordance with FAR 28.307-2(b), Property Damage Liability Insurance shall be required in the amount of $500,000.00 .

(c) Automobile liability. The contractor shall have automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract.

Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage.

(d) Aircraft public and passenger liability. When aircraft are used in connection with performing the contract, the contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability, and $200,000 per occurrence for property damage. Coverage for passenger liability bodily injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.

(e) Vessel liability. When contract performance involves use of vessels, the Contractor shall provide, vessel collision liability and protection and indemnity liability insurance as determined by the Government.

(a) The contractor shall assign to this contract the following key personnel:

(b) The contractor shall obtain the consent of the Contracting Officer prior to making key personnel substitutions. Replacements for key personnel must possess qualifications equal to or exceeding the qualifications of the personnel being replaced, unless an exception is approved by the Contracting Officer.

(c) Requests for changes in key personnel shall be submitted to the Contracting Officer at least 15 working days prior to making any permanent substitutions. The request should contain a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. The Contracting Officer will notify the contractor within 10 working days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes.

K. 2 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (JUL 2016)

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal. (a) Definitions. As used in this provision-- ``Economically disadvantaged women-owned small business (EDWOSB)concern`` means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

``Forced or indentured child labor`` means all work or service

If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

``Predecessor`` means an entity that is replaced by a successor and includes any predecessors of the predecessor.

``Restricted business operations`` means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L.

110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate-

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

Sensitive technology

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically-

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

``Service-disabled veteran-owned small business concern``

(1) Means a small business concern

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

``Small business concern`` means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.

``Small disadvantaged business concern, consistent with 13 CFR 124.1002,`` means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

``Subsidiary`` means an entity in which more than 50 percent of the entity is owned

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation.

``Successor`` mean an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term ``successor`` does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

``Veteran-owned small business concern`` means a small business concern

(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C.

101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

``Women-owned business concern`` means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

``Women-owned small business concern`` means a small business concern --

(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

``Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127),`` means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
