Statement of Work Mastercam Software Upgrade Project

Brand-Name Computer-Aided Manufacturing Software Product called “Mastercam” and Associated Post Processor and Software Maintenance

1.0 BACKGROUND:

1.1 The National Institute of Standards and Technology (NIST), Fabrication Technology

Office (FTO) provides a wide range of engineering, fabrication and technical services to support the creation of unique measurement instruments and scientific apparatus needed by researchers in the NIST's Measurement and Standards Laboratories. FTO provides the mission critical engineering and manufacturing expertise and equipment needed to produce specialized parts and subassemblies for the extraordinary variety of one-of-a-kind instruments conceived by NIST scientists and engineers.

1.2 FTO’s primary line of service is metal fabrication, mechanical engineering, and electromechanical assembly. This service is used to engineer and fabricate high precision components and assemblies for use in one-of-a-kind measurement instruments conceived by NIST scientist and engineers. FTO depends on its installed base of manufacturing technology to support the many service needs of its customers. This manufacturing technology base includes a full family of automated and conventional milling machines, lathes, grinders, electrical discharge machines, boring mills and other related manufacturing equipment.

1.3 An integral part of our operation is the extensive use of Computer Numerical Control (CNC) to run our machining centers. CNC allows technicians to develop model geometry and tool paths on the computer and translate codes to machinery for tool characterization, movement, and operation. For years our shop has employed with Mastercam CNC software and staff is adept at using this software on all equipment.

Changing staff and equipment has resulted in each computer terminal having a unique hardware licenses at varying software levels. These unique installations have resulted various problems including: cross training difficulty, lack of software support, technician and function mismatches, inability to effective take new training, limited functions on software, and incompatibility with new cutting equipment and techniques.

1.4 Contractor support is needed to upgrade all FTO licenses to the latest software version and convert terminal installed licenses to a network hasp system. The network license will be available to any staff member from any terminal location. A contractor is needed for post processor support and maintenance for several years as the software continues to evolve. Also, a contractor is needed to provide training.. The implementation of the foregoing support services are vital to FTO’s provision of service to its NIST stakeholders.

2.0 OBJECTIVES:

2.1 The objective of this procurement is to upgrade all current Mastercam Softwareseats to the latest supported version and transfer individual hasps to network hasps that can be accessed by any staff on any network computer. NIST intends to procure post processor and software maintenance for 3 years one-year options. Initial upgrade training is also included.

2.2 This is a brand name only requirement for Mastercam.

3.0 SCOPE:

3.1 The Contractor shall handle all technical aspects regarding converting licenses to network licenses.

3.2 The Contractor shall provide NIST IT with all server space requirements for the network system.

3.3 The Contractor shall ensure all of the latest versions of the software are downloaded properly and train staff on the upgraded version at NIST.

3.4 NIST intends to procure post processor and software maintenance for 3 years. All software will be used for manufacturing and fabrication support services provided by the

NIST FTO.

Training: The Contractor shall manufacture, deliver, install, and demonstrate the operation of Mastercam software. The Mastercam shall be installed at the NIST facility in Gaithersburg, Maryland.

4.0 SPECIFIC TASKS REQUIREMENTS FEATURES:

4.1 The Contractor’s conversion of existing licenses to network licenses shall:

4.1.1 Include the conversion of the following existing licenses to network versions: 13199, 7912, 7911,131444,174211, 7908,13201, 38066, 7906, 38064, 7900, 7903,172781, 11823, 7909, 52315 and 38065

4.1.2 Allow up to 17 users of Mill 3D simultaneously

4.1.3 Allow up to 2 users of EDM simultaneously

4.1.4 Allow up to 4 users of Lathe simultaneously

4.1.5 Allow for up to 10 users to multi-axis simultaneously

4.2 Maintenance on licenses:

4.2.1 The contractor shall provide Mastercam maintenance including support and updated software after completion of the installation and validation of network licenses. The contractor shall provide maintenance including support and updated software for 3 years.

4.3 Initial Post Processor support:

4.3.1 The contractor shall provide upgrades to ensure post processors are working properly with the updated Mastercam version and NIST equipment. The support shall be required for the following equipment:

4.4 Post Processor Support:

4.4.1 The contractor shall include post processor support to make sure equipment operates as designed with future versions of the software for the duration of the maintenance agreement.

4.4.2 The contractor shall include post processor support to troubleshoot problems found while using the updated posts for the duration of the maintenance agreement.

4.4.3 The contractor shall provide post processor support and updated software for 3 years.

4.5 Training:

4.5.1 The contractor shall provide a Mastercam Mill training class Mill at NIST for up to 12 students with a focus on helping staff transition from previous versions.

4.5.2 The contractor shall provide Master Cam Wire EDM training for up to 3 personnel at an offsite location.

4.5.3 The contractor shall provide Master Cam C& Y Lathe training for up to 3 personnel at an offsite location.

5.0 INSTALLATION

5.1 The Contractor shall provide NIST with the Network Requirements within 30 days after award.

5.2 The Contractor shall complete the upgrade of all Software Versions and Transition to Network Configuration within 90 days after award.

5.3 The contractor shall complete Transition to Network Licenses within 90 days of after award.

5.4 The Contractor shall ensure all Post Processors are upgraded within 120 days after award.

5.5 The Contractor shall provide on-site and remote training within 150 days of award.

6.0 SUMMARY OF DELIVERABLES

7.0 DELIVERY, INSTALLATION & TRAINING:

Delivery, installation and training shall be provided by the Contractor.

8.0 GENERAL INFORMATION

8.1 Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.

8.2 Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract.

8.3 Vehicle Registration: All Contractor employees must register their vehicles with the

NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued.

The pass shall be displayed on the vehicle’s rear view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
