STATEMENT OF WORK

Title: Data Visualization Wall

1.0 BACKGROUND

This requisition is for the installation of a multipurpose visualization system to be used by NIST researchers to support and enhance the research activities of the NIST scientific and technological community. The data visualization services offered by the NIST Research Library have experienced tremendous growth since the library launched its Innovation Corner initiative in January, 2014. The data visualization computer has served more than 100 unique users from the Gaithersburg labs, ADLP, and ADMR. The Information Services Office (ISO) staff have received requests for data visualization guidance from ITL, EL, ADLP, and ADMR. The Research Library provides 3D scanners and printers along with software for data visualization, three-dimensional modeling, and design on a state-of-the-art data visualization computer. Nearly 200 of the 1,357 3D prints produced in the library have been related to data visualization. However, accessing high resolution data sets, 3D renderings, and simulations through individual workstations can provide a fragmented view which inhibits collaboration. We are seeking to create a physical space within the library where NIST researchers and visitors can interact and collaborate in an area conducive to the exchange of ideas. In a 2014 NIST-wide survey of more than 400 employees, 60% of respondents requested precisely this type of resource.

The main focal point within this space would be a large-scale video display wall. A large, high-resolution central display would enable all of the users in the space to clearly view, interact with, and share information. As an immersive research environment, the video wall will allow teams to unite their resources on a centralized platform and engage in collaborative monitoring, exploration, and problem-solving. The wall will be supported by a software platform that facilitates dynamic manipulation of visual data, a new staging workstation for video displays with a high-resolution touch-screen monitor, an expanded data visualization computer, virtual reality equipment, and modular furniture to support different use cases.

This initiative falls squarely within ISO’s long term goal to “enhance and expand its infrastructure to enable innovative research and meet the evolving needs of 21st century researcher.” An expansion of the library’s data visualization activities also supports NIST’s strategic efforts to build capacity around four long-term trends: precision measurements, systems, data and modeling, and collaboration and partnership. A multipurpose visualization system strengthens NIST’s renewed focus on data and modeling in particular, providing “new opportunities for modeling and simulation to replace or support physical experiments and design cycles.”

1.1 System Installation Requirements

1.1.1 Hardware

Large-scale electronic visualizations require display screens, a video wall processor, a control station, data visualization workstations, and accessories.

Since the data visualization wall will be installed in the library’s reading room, which contains a full wall of floor-to-ceiling windows, we recommend the purchase of nine 55” LCD monitors with LED backlighting. The 1080p HD resolution will provide more than 2 million active pixels for display. The video wall processor must be engineered to deliver continuous and intuitive operation, yielding a high frame rate and color depth. A control station—typically a tablet computer—allows users to manage video displays from various sources.

Data visualization workstations, along with personal laptops and other media devices, are the sources of information for the video displays. In order to maximize the capability of NIST researchers to create interactive and large-scale visualizations for projection, this proposal includes the addition of a second curved monitor to the existing data visualization workstation. The data visualization center will also include a dedicated workstation with a high-resolution touch screen monitor that allows users to directly control video output in real time.

1.1.2 Software

The software to project and display large-scale video allows users to aggregate and display visual information from both physical hardware sources and network-based clients. Software systems should provide an intuitive interface for users, support multiple client applications, and enable real-time isolation and enlargement of particular regions of interest within an information source.

This hybrid system will function as both a digital display and an immersive research environment, facilitating internal collaboration and highlighting NIST research data. The data visualization system will consist of:

· A large-scale (7’ x 12’) video display with a touch control console;

· A high-resolution touch-screen workstation, two digital media devices, and four additional input ports to provide a variety of content to the display;

· An additional monitor for the library’s existing data visualization computer;

2.0. SPECIFICATIONS

This is a brand name or equal requirement for CineMassive CineView II Video Walls or equivalent salient characteristics. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency's requirement.

2.6 Technical Services

2.6.1 Installation, Onsite System Testing, Commissioning and Validation Pre-Installation the contractor shall complete system commissioning and operational requirement assurance. All system components shall be configured, optimized and tested prior to deployment. The contractor shall complete the following:

1. Video wall display alignment & calibration validation.

2. Adjust Audio system parameters and performance test.

3. VTC system configuration and test

4. Confirmation of control system programming functionality (touch panel design, system layouts, source routing, 3rd party device control)

5. Identification and resolution of issues caused by defective products, cabling, or programming errors.

6. Program and install all components.

2.6.3 Onsite Training Services

At least one onsite training shall be conducted for up to 20 library staff and will last between 2 and 4 hours. This training will bring essential technical support and system operators up to speed on system design, operation, interface, and basic maintenance practices.

2.6.4 Project Management Support

The contractor shall provide quality assurance and coordination support services for the Data Visualization System. The contractor shall review all project fulfillment timelines and milestones in depth with the government Technical Point of Contact (TPOC). The contractor shall provide 24-7 customer support services via email or telephone.

The contractor shall provide one training manual, one operations guide, CD, and web links to provide user guidance and support.

2.6.6 Audio-Visual System Engineering

The contractor shall provide the following to the on-site TPOC:

a. System installation line diagrams

b. Floor Plan

c. Reflected Ceiling Plan

d. Equipment Location Diagram

e. Rack Layout Diagrams.

f. Cable Run List and Label Generation

g. Equipment IP Address List Generation

h. Control System and Audio DSP Programming or Coordination

i. Site and Installation Trade Coordination

j. Support Installation support for the TPOC.

2.6.7 Documentation Standard

The contractor shall provide the following to the TPOC upon installation of the Data Visualization Wall. a. Update Installation Diagrams to As-Built Status

b. Compile Installation Information such as:

1. Equipment Serial Numbers

2. System Passwords

3. IP addresses

4. Installation Notes

2.7 Technical Support

Contractor shall provide support coverage via remote and/or onsite personnel. The following features shall be provided:

2.7.1 24/7 Phone Support: Support Desk personnel shall be available 7 days a week, 24 hours a day.

2.7.2 Response Times: Contractor shall guarantee a response time of four hours for support calls.

2.7.3 Contractor shall provide support for Contractor-manufactured products as well as integrated third-party products.

2.7.4 Contractor shall provide access to software updates during the term of the service agreement.

2.7.5 On-site Support: Contractor shall be dispatched to NIST after a problem has been reported to the Support Desk and the Support Desk technician has determined and coordinated with NIST that an on-site field technician is required.

2.8 Technical Support - Year 2

Contractor shall provide support coverage via remote and/or onsite personnel. The following features shall be provided:

2.8.1 24/7 Phone Support: Support Desk personnel shall be available 7 days a week, 24 hours a day.

2.8.2 Response Times: Contractor shall guarantee a response time of four hours for support calls.

3.0 DELIVERABLES

Contractor shall package, insure and deliver the data visualization system to NIST within 12 weeks from the award of the contract. Delivery of the system shall be FOB Destination terms to the following address:

4.0 INSPECTION AND ACCEPTANCE

NIST will test the system once it has been delivered and installed for power up and control functions. In the event equipment fails to function properly; a replacement shall be provided.

5.0. WARRANTY

The contractor shall provide a one-year warranty with the option of four additional 12-month warranty periods on defects in workmanship and material is standard. The warranty shall commence upon acceptance by the Government. The Visualization Wall, including all components and software, shall be warranted for a period of not less than 12 months after final acceptance of the Visualization Wall by the Government. The warranty period shall commence only after it has passed the inspection and acceptance set forth in Section 4. All parts, labor, travel, and other expenses required to repair any machine equipment shall be borne by the Contractor, and all repairs performed at no cost to the Government. Any repairs made by the Contractor to resolve any equipment problems discovered during the warranty period shall be warranted for 365 days. The warranty period may be renewed annually at the determination of the Government during the exercise of an option period.
