THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.
The Request for Quotations (RFQ) number is SB1341-16-RQ-0749. This synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-89 effective July 14, 2016.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing, which has a size standard of 1,000 Employees.
Offerors must submit all questions concerning this solicitation in writing, via email, to both the Contract Specialist, Tracy Bisson, tracy.bisson@nist.gov and the Contracting Officer Lynda Roark at Lynda.Roark@nist.gov .Questions should be received no later than six (6) calendar days after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, the question responses included in the amendment to the solicitation will govern performance of the contract.
This acquisition is being competed as full and open competition.
The U.S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST) Physical Measurements Laboratory (PML) has a requirement for one (1) Spectroscopy Laser System.
All offerors shall provide a firm fixed price (FFP) quotation for the following line item: (All equipment must be new. Used, refurbished, prototype, or remanufactured will not be considered for award).

NIST Requirements Document Spectroscopy Laser System
I. BACKGROUND
The National Institute of Standards and Technology (NIST), Physical Measurements Laboratory, Nanoscale Metrology Group develops length measurement science and technology for advanced manufacturing nanotechnology and nanoscience, including time-varying length (i.e., motion). This mission includes performing spectroscopic characterization of biomolecules. This is performed by a laser system that uses optical excitation to stimulate vibrational modes in biomolecules and interrogate resonant modes. The spectroscopic signatures of proteins will be probed over a range of 1000-1600 cm-1.
II. SCOPE
To meet the mission a laser system, comprising of two tunable diode lasers, is needed for spectroscopy of biomolecules. One laser must have a nominal wavelength of 780 nm, and the second laser must have a nominal wavelength of 880 nm. Both lasers must allow motorized coarse tuning of the wavelength over at least 35 nm, and mode-hop free tuning range >30 GHz.
III. MINIMUM SPECIFICATIONS
The laser system must have the following components:
1. Lasers #1 and Laser Controller #1
2. Laser #2 and Laser Controller #2
3. Locking Controller #1
4. Absorption Cell System
5. Fiber Couplers
The delivered system must be complete, provided by one vendor, and meet all the specifications. The minimum specifications of each component of this laser system are described below.
1. Laser #1 and Laser Controller #1 shall meet the following specifications:
a. The laser shall be a tunable diode laser with exceptional wavelength and intensity stability.
b. The laser diodes shall be anti-reflection (AR) coated over the specified tuning range.
c. The laser head must include the required optics, mechanics, and piezoelectric elements for tuning the laser over the wavelength range > 35 nm.
d. The laser system shall include the necessary electronics.
e. The controller must be able to use a feedback signal from the rubidium or potassium absorption cell and lock the laser wavelength to a spectral line at 780.2 nanometers for rubidium or 766.5 nanometers for potassium.
f. The controller must use a proportional integral derivative (PID) control law for locking.
g. The controller must be compatible with the absorption cell electronics, and with the optical, electronic, piezoelectric and mechanical elements of the laser head.
h. A optical isolator and fiber aligner for fiber output must be integrated in the laser head.
i. Shall have a nominal wavelength of 780 nm
j. Shall have a nominal power of 100 mW
k. Coarse tuning range shall be > 35 nm and shall be motorized
l. The mode-hop free tuning range shall be >30 GHz
m. Laser linewidth: 100 kHz over 5 microseconds
n. Beam polarization shall be Linear > 100:1
o. The fiber coupling efficiency shall be > 55%
p. Optical isolation efficiency shall be > 60 dB.
q. Optical isolator transmission shall be > 80%
r. The relative intensity noise shall be <0.1%
2. Laser #2 and Laser Controller #2 shall meet the following specifications:
a. The laser shall be a tunable diode laser with exceptional wavelength and intensity stability.
s. The laser diodes shall be anti-reflection (AR) coated over the specified tuning range.
b. The laser head must include the required optics, mechanics, and piezoelectric elements for tuning the laser over the wavelength range >35 nm.
c. The laser system shall include the necessary electronics.

3. The Locking Controller #1 shall meet the following specifications
a. This controller must lock the FP cavity to Laser #1. This is done by reading the voltage of a PD that measures light from Laser #1 that is coupled to the FP cavity. The controller will use this feedback signal to provide a control output that will actuate a piezo integral to the FP cavity, enabling a lock of the resonant cavity mode to the laser wavelength.
b. The control bandwidth shall be >100 kHz
c. Control law: PID
d. The controllers output voltage shall be limited to a range of 0-150 V
4. The Absorption Cell System shall meet the following specifications:
a. A fiber-coupled absorption cell filled with rubidium and potassium, and requisite photodetectors is required.
b. The cell must allow for doppler-free and doppler-broadened measurements.
c. Amplifiers and signal processing electronics must be included.
d. The absorption measurement must be able to work with laser power below 500 microWatts.
e. The system must be capable of allowing Laser #1 to be frequency stabilized to a potassium spectral line with an excitation wavelength of 766.5 nm or a rubidium line at 780.2 nm.
5. The Fiber Couplers shall meet the following specifications:
a. Laser #1 and #2 must have a fiber coupler that outputs 100% of the light.
b. All fiber must be single-mode and polarization maintaining.
c. The fiber must be designed to transmit light with a minimum specification of (780+/-30) nm wavelength for Laser #1 and (860+/-30) nm wavelength for Laser #2.
d. All fiber connectors must be FC/APC and the coupler length must be > 1 meter.
I. DELIVERY
Delivery shall be FOB DESTINATION and shall occur not later than twelve (12) weeks ARO.
DELIVERABLES:
One (1) laser system in accordance with the specifications listed above in the NIST Requirements Document.
Express Warranty:
The Contractor shall warrant the entire system for a period of at least one (1) year. The warranty must include unlimited telephone/e-mail support for questions regarding operation. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the contractor at no additional cost to the U.S. Government.
Inspection and Acceptance:
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance.
The Government will test, inspect, and accept the equipment onsite within twenty (20) business days of the receipt of the system. The tests shall be conducted using a power meter and wavemeter to ensure the system meets all the specifications as listed above. The Government will accept a system that passes all tests for meeting the minimum specifications.

52.203-98 PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN INTERNAL CONFIDENTIALITY AGREEMENTS -- REPRESENTATIVES (FEB 2015)
(a) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), Government agencies are not permitted to use funds appropriated (or otherwise made available) under that or any other Act for contracts with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(c) Representation. By submission of its offer, the Offeror represents that it does not require employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

FAR 52.204-16 COMMERCIAL AND GOVERNMENT ENTITY CODE REPORTING (JUL 2015)
(Reference FAR 4.1804(a))
(a) Definition. As used in this provision— “Commercial and Government (CAGE) code” means--
(1) An identified assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Contractor and Government Entity (CAGE) Branch to identify a commercial or Government entity; or
(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Contractor and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as an NCAGE code.
(b) The Offeror shall enter its CAGE code in its offer with its name and address or otherwise include it prominently in its proposal. The CAGE code entered must be for that name and address. Enter “CAGE” before the number. The CAGE code is required prior to award.
(c) CAGE codes may be obtained via –
(1) Registration in the system for Award management (SAM) at www.sam.gov. If the Offeror is located in the United States or its outlying areas and does not already have a CAGE code assigned, the DLA Contractor and Government Entity (CAGE) Branch will assign a CAGE code as a part of the SAM registration process. SAM registrants located outside the United States and its outlying areas shall obtain a NCAGE code prior to registration in SAM (see paragraph (c)(3) of this provision).
(2) The DLA Contractor and Government Entity (CAGE) Branch. If registration in SAM is not required for the subject procurement, and the offeror does not otherwise register in SAM, an offeror located in the United States or its outlying areas may request that a CAGE code be assigned by submitting a request at http://www.dlis.dla.mil/cage_welcome.asp.
(3) The appropriate country codification bureau. Entities located outside the United States and its outlying areas may obtain an NCAGE code by contacting the Codification Bureau in the foreign entity’s country if that country is a member of NATO or a sponsored nation. NCAGE codes may be obtained from the NSPA if the foreign entity’s country is not a member of NATO or a sponsored nation. Points of contact for codification bureaus and NSPA, as well as additional information on obtaining NCAGE codes, are available at http://www.dlis.dla.mil/nato/ObtainCAGE.asp.
(d) Additional guidance for establishing and maintaining CAGE codes is available at http://www.dlis.dla.mil/cage_welcome.asp.
(e) When a CAGE Code is required for the immediate owner and/or the highest-level owner by 52.204-17 or 52.212-3(p), the Offeror shall obtain the respective CAGE Code from that entity to supply the CAGE Code to the Government.
(f) Do not delay submission of the offer pending receipt of a CAGE code.
(End of Provision) FAR 52.209-11 REPRESENTATION BY CORPORATIONS REGARING AN UNPAID DELINQUENT TAX LIABILITY OR A FELONY CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
(b) The Offeror represents that—
(1) It is [ ] is not [ ] a corporation that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability; and

FAR 52.212-1, INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS
(Reference FAR 12.301(b)(1)) The following addenda has been attached to this provision:
Due Date for Quotations
Offerors shall submit their quotations so that NIST receives them not later than 1:00 PM Eastern Standard Time on August 12, 2016. FAX quotations shall not be accepted. E-mail quotations shall be accepted at tracy.bisson@nist.gov .
Please reference the RFQ number in the subject line of email communications and packages mailed. Offerors’ quotations shall not be deemed received by the Government until the quotation is entered in the e-mail box set forth above.
Quotation Submission Requirements:
1). Price Quotation:
The offeror shall submit an original and two (2) copies of the completed price schedule. If the quotation is submitted electronically, additional copies are not required. The pricing quotation shall be separate from any other portion of the quotation. The offeror shall provide a firm-fixed-price, FOB Destination is required, for each CLIN. Price quotations shall remain valid for a period of 90 days from the date quotations are due.
2). Technical Quotation:
The technical quotation shall address the following:
Technical Capability: The offeror shall submit a technical description, product literature, and/or drawings for the system it is proposing, which clearly identifies each requirement listed in the attached NIST Requirements Document (Attachment A). The offeror must demonstrate that its proposed system meets or exceeds each minimum requirement by providing a citation to the relevant section of its technical description or product literature. The contractor must not simply state they will meet the requirement; evidence must be provided. If applicable, evidence that the Offeror is authorized by the original provider to provide the item(s) in the quotation should be included.
3). Acceptance of RFQ terms and conditions:
This is an open-market solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein. The quotation should include one of the following statements:
“The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
OR
“The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:
Offeror shall list exception(s) and rationale for the exception(s)
Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.
FAR 52.212-2, EVALUATION - COMMERCIAL ITEMS (Oct 2014) The specific evaluation criteria to be included in paragraph (a) of that provision are as follows:
The Government intends to award a single purchase order (PO) from this solicitation utilizing simplified acquisitions procedures in accordance with FAR part 13. The Government reserves the right not to award a contract and to make an award without discussions based solely upon initial proposals.
Evaluation Factors: The Government will award a PO resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers and is deemed technically acceptable meeting or exceeding minimum requirements.
The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their quote all descriptive material (such as illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement.
Price will be evaluated based on the total proposed price, including options (if any), for reasonableness.
FAR 52.225-3 BUY AMERICAN – FREE TRADE AGREEMENTS – ISRAELI TRADE ACT CERTIFICATE (MAY 2014)
(a) The offeror certifies that each end product, except those listed in paragraph (b) or (c) of this provision, is a domestic end product and that for other than COTS items, the offeror has considered components of unknown origin to have been mined, produced, or manufactured outside the United States. The terms “Bahrainian, Moroccan, Omani, Panamanian, or Peruvian end product,” “commercially available off-the-shelf item,” “component,” “domestic end product,” “end product,” “foreign end product,” “Free Trade Agreement country,” “Free Trade Agreement country end product,” “Israeli end product,” and “United States” are defined in the clause of this solicitation entitled “Buy American—Free Trade Agreements—Israeli Trade Act.”

FAR 52.225-18 PLACE OF MANUFACTURE (Mar 2015)
(a) Definitions. As used in this clause— “Manufactured end product” means any end product in Federal Supply Classes (FSC) 1000-9999, except—
(1) FSC 5510, Lumber and Related Basic Wood Materials;
(2) Federal Supply Group (FSG) 87, Agricultural Supplies;
(3) FSG 88, Live Animals;
(4) FSG 89, Food and Related Consumables;
(5) FSC 9410, Crude Grades of Plant Materials;
(6) FSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) FSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) FSC 9610, Ores;

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
(b) For statistical purposes only, the offeror shall indicate whether the place of manufacture of the end products it expects to provide in response to this solicitation is predominantly—

Clauses
52.203-99 PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN INTERNAL CONFIDENTIALITY AGREEMENTS (FEB 2015)
(a) The Contractor shall not require employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The contractor shall notify employees that the prohibitions and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect.
(c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(d)(1) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), use of funds appropriated (or otherwise made available) under that or any other Act may be prohibited, if the Government determines that the Contractor is not in compliance with the provisions of this clause.
