DESCRIPTION:
The National Institute of Standards and Technology (NIST) has a requirement for a gas chromatograph to measure the chemical composition of natural gas. The instrument will be used by NIST’s Fire Research Division to quantify the composition and heat content of the natural gas supplied to the National Fire Research Laboratory for research activities.

INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY
SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE
WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS
BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE
AUTHORITY OF FAR PART 13.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89.

Questions should be received no later than 3 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation.

Statement of Work (SOW)
Title: Gas Chromatograph
1. Background / Overview
The Fire Research Division develops, verifies, and utilizes measurements and predictive methods to quantify the behavior of fire and means to reduce the impact of fire on people, property, and the environment. This work involves integration of laboratory measurements, verified methods of prediction, and large-scale fire experiments to demonstrate the use and value of the research products.
2. Objectives
The objective of this procurement is to acquire a gas chromatograph to measure the chemical composition of natural gas. The instrument will be used by NIST’s Fire Research Division to quantify the composition and heat content of the natural gas supplied to the National Fire Research Laboratory for research activities.
3. Contractor Requirements
The Contractor shall provide an instrument that meets the following specifications:
-Chemical composition shall be measured by the principle gas chromatography and thermal conductivity detection -The instrument shall be configured to measure the chemical composition of natural gas and comply with ASTM D 1945-14; target gas constituents, detection limits and nominal concentration measurements are listed in the table below:

-Natural gas heat content (calorific value) shall be determined from the gas constituent measurements and the determination shall comply with ASTM D 3588-98 -The instrument shall be configured with a fixed volume injector with backflush for higher precision -The instrument shall be configured to filter particulates from the natural gas sample -Repeatability of gas constituent measurements shall be +/- 0.5% or less -Measurement dynamic range shall be 106 or greater -Measurement cycle time shall be 3 mins or less -The instrument shall store measurement data to ASCII compatible files -The instrument shall report measurement data in real-time to the laboratory data acquisition and control system via standard Ethernet Local Area Network communications -The instrument shall have a software interface for remote control, status monitoring, and troubleshooting that can be accessed using standard Ethernet Local Area Network communications -The instrument shall be immune to interference from electromagnetic field emissions such a cell phone and radio transmissions -The width of the instrument shall not exceed 49 cm (19 in) -The depth and height of the instrument shall not exceed 46 cm (18 in) -The weight of the instrument shall not exceed 9 kg (20 lbs) -The contractor shall schedule 1 full day of on-site installation, set-up, and training for NIST staff (to occur after delivery of the instrument to NIST)
4. Government Responsibilities
Upon delivery of the instrument, NIST will provide certified gas mixtures for acceptance testing.
5. Inspection and Acceptance Criteria
Inspection will occur upon delivery to NIST.
The instrument will be operated by NIST staff to confirm that it meets or exceeds the functional requirements defined above (see CONTRACTOR REQUIREMENTS).
Performance Procedures and Acceptable Performance Measurements:
1) The instrument will be challenged with a certified bottle of natural gas supplied by NIST. Repeat measurements of the chemical composition and calorific value of the natural gas sample will be conducted.
Acceptable Performance: Repeatability of the instrument’s gas constituent measurement is ± 0.5% or less.
2) The instrument will be used to conduct continuous measurements of natural gas chemical composition and the data logged to an ASCII compatible file. The cycle time of the measurements will be measured using a stop watch.
Acceptable Performance: Measurement cycle time (data update rate) is 3 min or less.
3) The instrument will be connected to the NIST Local Area Network and configured to transmit real-time measurement data to the local data acquisition and control system.
Acceptable Performance: 1) Ethernet communications are established for remote control and status monitoring of the instrument. 2) Real-time measurement data from the instrument is successfully logged to the NIST local data acquisition and control system.

PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN INTERNAL

(a) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), Government agencies are not permitted to use funds appropriated (or otherwise made available) under that or any other Act for contracts with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(c) Representation. By submission of its offer, the Offeror represents that it does not require employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

DEVIATION ON TAX DELINQUENCY
Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under Any Federal Law (Class Deviation) (March 2015)
(1) In accordance with Sections 744 and 745 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), none of the funds made available by the Consolidated and Further Continuing Appropriations Act, 2015 funding may be used to enter into a contract with any corporation that-
(a) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where an awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and has made a determination that this further action is not necessary to protect the interests of the Government, or
(b) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.

(a) The Contractor shall not require employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The contractor shall notify employees that the prohibitions and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect.
(c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(d)(1) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), use of funds appropriated (or otherwise made available) under that or any other Act may be prohibited, if the Government determines that the Contractor is not in compliance with the provisions of this clause.

INSTRUCTIONS:
System for Award Management
In accordance with FAR 52.204-7, the awardee must be registered in the System for Award Management (www.sam.gov) prior to award. Refusal to register shall forfeit award.
DUE DATE FOR QUOTATIONS
*** The due date and time for receipt of quotations is August 15, 2016 no later than 12:00 PM EST. The offeror shall hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.

Quotations must be received at judith.hicklin@nist.gov before the due date and time specified in the solicitation. Facsimile quotations will not be accepted. Only information received on or before the due date and time shall be considered for award. Any quotation, or part thereof, received after the due date and time, shall be deemed late and not considered for award.
Addendum to FAR 52.212-1, Quotation Preparation Instructions
All Offerors shall submit all of the following:
1) Price Quotation: Firm-fixed price for each CLIN and discount terms, preferably FOB Destination, for each CLIN. Price quotations shall remain valid for a period of 90 days from the date quotations are due.
2) Technical Quotation / Capability: Offerors shall submit a technical description or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make and model. The offeror must demonstrate that its proposed equipment meets or exceeds each minimum requirement described in the statement of work by providing a citation to the relevant section of its technical description or product literature. If applicable, evidence that the Offeror is authorized by the original equipment manufacturer to provide the item(s) in the quotation should be included. The Offerors shall acknowledge that NIST will not store the equipment onsite before it is installed.
Acceptance of Terms and Conditions: This is an open-market solicitation for software maintenance and support as defined herein. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein. The quotation should include one of the following statements:
“The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
OR
“The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:
Offeror shall list exception(s) and rationale for the exception(s)
Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price.
However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.

EVALUATION FACTORS: The Government will award a purchase order resulting from this solicitation to the lowest price Offeror meeting technical acceptability requirements. To be technically acceptable, the quotation must clearly demonstrate compliance with the requirements of Line Items as detailed above.
Price: The Government will evaluate price for reasonableness.
