FBO ANNOUNCEMENT: PRESOLICITATION NOTICE
ACTION CODE: <PRESOL>
CLASSIFICATION CODE: 66 – Laboratory Equipment and Supplies
SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: Inverted Fluorescence Microscope System
SOLICITATION NUMBER: SB1341-16-RQ-0597
RESPONSE DATE: July 29, 2016 CONTACT POINTS: Tracy Bisson, Contract Specialist, 301-975-8448
Lynda Roark, Contracting Officer, 301-975-3725
DESCRIPTION:
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Scienta Omicron for the purchase of an analytical X-ray Photoelectron Spectroscopy (XPS)/ Low-energy Electron Diffraction (LEED)/Auger system package. This package will support the project- Atom-Based Metrology in Surface & Nanostructure Metrology Group (SNM)/ Semiconductor & Dimensional Metrology Division (SDMD) utilizing current Scanning Tunneling Microscope (STM) lithography capability to fabricate the Nanostructure features either for calibration or semiconductor research. The statutory authority for this sole source acquisition is 41 U.S.C. 1901 as implemented by the Federal Acquisition Regulation (FAR) Subpart 13.501.
NIST, Physical Measurements Laboratory (PML) Surface and Nanostructure Metrology (SNM) Group establishes best-in-the-world SI-traceable length metrology for 3D nanostructures using high-throughput, non-destructive measurement methods with rigorous nanoscale reference metrology. PML’s SNM group works closely with leading U.S. semiconductor manufacturers, nanoelectronics, and metrology tool manufacturers to provide new measurement solutions for critical defect and dimensional metrology needs. SNM/ ADMD is currently trying to characterize the topological, electrical, quantum mechanical coupling, and single atomic scale structure transport properties during each in-situ quantum devices fabrication step. To meet this mission, SNM/ADMD requires an upgrade to the government owned Omicron LT-STM operation and the Omicron LT STM XA analytical chamber design. This upgrade will include an analytical XPS/(LEED)/Auger analytical tools package.
Scienta Omicron Inc. is uniquely qualified to provide this product to the atom based devices laboratory/NIST based upon the following. Scienta Omicron Inc. is the sole manufacturer that can provide a system that can:
a. Ensure the new XPS/LEED/Auger analytical tools package is fully compatible with the existing LT XA preparation/analysis chamber and the Omicron type sample/tip transfer mechanisms. Without proper compatibility, the high throughput, reliable and secure sample/tip transfer operations cannot be guaranteed.
b. Scienta Omicron is the sole owner of the intellectual properties of the existing Omicron LT STM system.
Delivery shall be FOB DESTINATION and shall occur not later than six (6) weeks after requested order (ARO).
Research has found that only one (1) company can meet the 100% compatibility with the existing laboratory equipment and that owns the intellectual properties to the existing equipment, which can ONLY be obtained directly from the Original Equipment Manufacturer (OEM), Scienta Omicron Inc.
The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1,000 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on July 29, 2016. Inquiries will only be accepted via email to tracy.bisson@nist.gov . No telephone requests will be honored.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
