Combined Synopsis/Solicitation
Request for Quotation Number SB1341-16-RQ-0594
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR
COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND
A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED
USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5
SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS.
This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition
Circular 2005-88 effective June 15, 2016.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is being procured using full and open competition. Simplified acquisition procedures will be utilized.
At present, the Eagle III µXRF, owned by the National Institute of Standards and Technology, an out-of-date, faulty, and beyond effective service life instrument, has been decommissioned, leaving the Materials Measurement Science Division (MMSD) with no viable µXRF capability. The decision has been made to purchase a new, state-of-art system with all available modern features for futureproofing the research effort.
Due to the large customer base needing elemental survey, the new system must produce X-ray images much faster and more efficiently than the older models. Most importantly, the new system must be equipped with a silicon drift detector, capable of counting with high linearity into the 100,000 counts per second with high quality data reduction, and
400,000 counts per second survey measurements, allowing for fast point-to-point area maps.
OPTION LINE ITEMS
Line items 0005 and 0006 are option line items. Quoters must provide a firm-fixed price for the option line items. The price for these option lines item shall remain valid for a period of 12 months from the date of award.
The Government may exercise one or both of the option line items, at its discretion, at the time of award and/or at any time within 12 months from the date of award. The option line item will be exercised by the issuance of a modification (Standard Form 30).
This is a brand name or equal requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency’s requirement.
Responsible quoters shall provide pricing for all of the following line items.
LINE ITEM 0001 – BASE LINE ITEM: Quantity one each Micro-Focused X-Ray Fluorescence
Spectrometer, Bruker Corporation M4 Tornado, or equivalent, consisting of all components identified in the statement of work and meeting all of the required salient characteristics identified in the statement of work.
LINE ITEM 0002 – BASE LINE ITEM: Quantity one (1) job Installation and Acceptance
Testing.
The Contractor shall provide installation and acceptance testing in accordance with the attached statement of work.
LINE ITEM 0003: BASE LINE ITEM: Qty 1 Job Training
The Contractor shall provide training in accordance with the attached statement of work.
LINE ITEM 0004: BASE LINE ITEM: Qty 1 YR Warranty
The Contractor shall provide a warranty in accordance with the attached statement of work.
LINE ITEM 0005: OPTION LINE ITEM: Qty 1 LOT X-Ray Optics meeting all requirements identified in the attached statement of work.
LINE ITEM 0006: OPTION LINE ITEM: Qty 1 LOT X-Ray Detector Hardware meeting all requirements identified in the attached statement of work.
DELIVERY
Delivery, installation and training shall be completed not later than five months from the date of award.
Delivery terms shall be FOB Destination.
FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
PAYMENT SCHEDULE
The successful Contractor shall be paid in one lump sum payment upon successful completion of delivery, installation, testing, training and demonstration of all required specifications. Payment shall not be authorized if the equipment does not meet all required specifications.
EVALUATION CRITERIA AND BASIS FOR AWARD
The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, results in the best value to the Government, price and other factors considered.
The following will be used to evaluate quotations:
Technical Capability
Experience
Past Performance
Price
Technical Capability, Experience and Past Performance, when combined, shall be equal in importance to price.
TECHNICAL CAPABILITY
Technical capability shall be evaluated to determine the Contractor’s ability to successfully deliver the required equipment. Documentation will be evaluated to determine that the quoted equipment meets all required salient characteristics, that proposed system modifications are feasible and likely to succeed, that installation, acceptance testing, and training shall be completed, a one-year warranty has been included and option line items shall be delivered.
EXPERIENCE
Experience shall be evaluated to determine the depth and breadth of experience the
Contractor possesses in manufacturing µXRF instruments with XYZ sample translation systems, which can operate both under ambient and under vacuum pressures, meet X-ray shielding and safety requirements, and incorporate multiple X-ray sources (at least 2) and multiple detectors (at least 2) which maintain co-alignment.
PAST PERFORMANCE
Past Performance shall be evaluated to determine the overall quality of the product and service provided by the Contractor. Evaluation of Past Performance shall be based on the references provided and/or the quoter’s recent and relevant procurement history with
NIST, its’ affiliates, and/or other relevant references. Past performance evaluation shall determine the overall quality of the services and end products provided by the
Contractor.
Quoters with no relevant past performance will receive a neutral rating.
PRICE
Price will be evaluated to determine that the total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the
Government. The Government will evaluate the aggregate price of the base and option line items.
REQUIRED SUBMISSIONS
All quoters shall submit the following within their quotation:
1) A firm-fixed price, F.O.B. Destination price quotation for the base line items and the option line item. The price shall include all requirements of each line item;
2) For the purpose of evaluation of Technical Capability, quoters shall submit:
-Technical description and/or product literature. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the required salient characteristics stated herein and meets the
Government’s needs in the same manner as the brand name. It is the responsibility of the quoter to ensure that all salient characteristics are clearly documented;
-If product literature does not address any given salient characteristics, a discussion of how the Contractor will meet or exceed required salient characteristics. Modifications to the quoted system must be fully discussed;
-The method used for determining the spot size must be expressed in the quotation.
The spot-size must be determined by one of three methods:
-Passing the beam over an abrupt (atomic) interface (such as a Cu-Zn interface or some other suitable experiment) and observing the count rate in the Cu and Zn peaks as provided by the X-ray detector (to determine either
FWHM or 1/e2 width); or
-Passing the beam over a small diameter hole to measure X-ray signal drop and observing the overall count rate as provided by the X-ray detector (to determine either FWHM or 1/e2 width); or
-Mapping a sample containing semiconducting processed metal (Cr) lines on a quartz substrate of known spacing and deconvolution of the beam profile shape from the resulting image to determine FWHM (method to be used in qualification).
-The “spot-size” must be expressed in quotations as the major and minor dimensions of the ellipse of 86% intensity (note that either 1/e2 width or FWHM are acceptable expressions, provided the source is known to have Gaussian beam character).
- A discussion of installation, acceptance testing, training and a description of the proposed warranty.
2) For the purpose of evaluation of experience, quoters must submit project descriptions, documentation, data or evidence of manufactured products that clearly reveal the
Contractor’s experience manufacturing µXRF instruments with XYZ sample translation systems, which can operate both under ambient and under vacuum pressures, meet X-ray shielding and safety requirements, and incorporate multiple X-ray sources (at least 2) and multiple detectors (at least 2) which maintain co-alignment.
3) For the purpose of evaluation of past performance, quoters must submit past performance information regarding relevant contracts over the past three years with
Federal, state, or local governments, and/or commercial customers.
If the quoter intends to subcontract with another firm(s) for part of this requirement, that firm’s past performance information shall also be provided. If the firm has no relevant past performance, it shall include a statement to that effect in its quotation. The Government reserves the right to consider data obtained from sources other than those described by the quoter in their quotation.
The description of each contract described in this section shall not exceed one-half page in length. For each contract, the quoter shall provide the following information:
-Contract number;
-Description and relevance to solicitation requirements include dollar value;
-Period of Performance – indicate by month and year the state and completion (or
“ongoing”) dates for the contract;
-Reference Contact – If a non-Government contract, identify the name and address of the client with current telephone number and email address of a point of contact of the client responsible for the contract;
-Contracting Office – If a Government contract (Federal or state), identify the
Procuring Contracting Officer (PCO), administrative Contracting Officer (ACO), and
Contracting Officer’s Representative (COR), and their names, current telephone numbers and email addresses.
-Problems Encountered – include information regarding information regarding any problems encountered on the contracts described above and corrective actions taken to resolve those problems.
4) This is an Open-Market Combined Synopsis/Solicitation for equipment, as defined herein. The Government intends to award a Purchase Order as a result of this Combined
Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows:
a. The quoter shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
OR
b. The quoter shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:”
Quoter’s shall list exception(s) and rationale for the exception(s)
Please note that this procurement IS NOT being conducted under the GSA Federal
Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.
5) The Dun and Bradstreet Number (DUNS number) for the quoter’s active System for Award
Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to receive an award.
6) Quoters shall include a completed copy of the attached provision, “Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under
Any Federal Law (Class Deviation) (March 2015)” with their quotation.
DUE DATE FOR QUOTATIONS
E-mail quotations are required. All quotations must be submitted via e-mail to Carol A.
Wood, Contract Specialist at Carol.wood@Nist.gov. FAX quotations will not be accepted.
Submission must be received not later than 3:30 p.m. Eastern Time on July 28, 2016. A quotation shall be considered received when it is received in the electronic inbox of
Carol Wood not later than the date and time identified herein.

(1) In accordance with Sections 744 and 745 of Division E, Title VII, of the
Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), none of the funds made available by the Consolidated and Further Continuing Appropriations Act, 2015 funding may be used to enter into a contract with any corporation that-
