DESCRIPTION:
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Bruker Nano, Inc. for the purchase of an multimode AFM upgrade to scanning capacitance microscopy. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures.
National Institute of Standards and Technology (NIST) Engineering Physics Division (SDMD) division has the capability for phosphorus doping of Si (100) surfaces with atomic scale control using UHV STMs in the atom based laboratory. There is a concerted effort within the dimensional metrology project to establish the capability to fabricate atomic scale dopant devices with single atom precision. Utilizing hydrogen mask lithography with the help of a scanning tunneling microscope, a single dopant atom can be selectively placed in a silicon 3D lattice. This is the highest precision achievable in semiconductor electronics.
The SDMD requires a multimode AFM upgrade to scanning capacitance microscopy in the Physical Measurements Laboratory (PML) user facility. This is needed to meet the research above in order to locate the buried devices for accessing them for electrical contact fabrication. The SCM is a unique tool that will enable imaging of dopant devices, which is a critical part of the project that helps to co-ordinate the device with respect to the etched fiducial marks, that can then be accessed using a e-beam tool to make electrical contacts. To have this capability the project is in need of upgrading the existing Bruker Nano Inc. Multimode AFM (Bruker) to have SCM capability.
Research has shown that the needed equipment is only made by the OEM Bruker and they have the only employees capable of completing the upgrades.
Research has found that only one (1) company can meet the 100% compatibility with the existing laboratory equipment, which can ONLY be obtained directly from the Original Equipment Manufacturer (OEM), Bruker Nano, Inc.
The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1,000 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on June 27, 2016. Inquiries will only be accepted via email to tracy.bisson@nist.gov . No telephone requests will be honored.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
