1 35, 36, 37 Performance

Specs #5 thru #8 Will NIST provide a list of NIST approved contractors that can provide the VESDA system? Will this list have entities who are familiar with the Xtralis design requirements, the ASPRIE design software, and the NIST Notifier system?

Will these vendors be available to give quotes that we can incorporated into our price proposals before the proposal due date: April 22, 2016?

Q1. Any Xtralis manufacturer authorized contractor is acceptable to provide the VESDA system; however, programming shall be completed by a Notifier authorized vendor that is also NESCO certified to ensure all warranties on the fire alarm system site wide are preserved. Fire Detection Systems is the only NIST known Notifier authorized vendor that is also NESCO certified that is assigned to this area by Notifier.

Other contractors capable of performing the required services without voiding any NIST warranties may exist. NIST does not endorse any single contractor. Contractors are expected to conduct their own thorough market research.

Q2. It is the contractor's responsiblity to ensure the capabilities of its sub contractors.

Q3. Obtaining a timely quote from a sub contractor is the responsibility of the prime contractor.

II Scope of Work: Given the requirements directing contractors to use non combustible materials, are wood core panels that meet NFPA 2001 allowed to be used for the construction of the chamber?

Yes, if the wood core panels meet the NFPA 2001 requirements. This will be reviewed by NIST fire safety office.

3 2 Performance Specs

III Just to verify, the shielding will be done when prior to removing the "removable" section of floor panels. NIST fully accepts that the shielding will be degrade once these panels are removed?

Yes, the shielding performance testing will be performed before panels are removed. The removal of floor panels will not occur until after completion of installation and NIST acceptance.

4 35,36,37 Performance Specs

#5 thru #8 NIST verifies that the primary tanks required (whether it be 2 or 3 or more) will suffice, and NIST does not require redundant, "back up" tanks.

Reserve or back up tanks ar not required.

5 37 Performance

Specs #9 The RFP states that seven (7) filtered, single phase, 20 A, 120 VAC circuits shall be available; and

Four (4) three phase, 30A, 208 VAC circuits. Does NIST want a separate filter for each of these circuits? Yes, separate filtering is needed to provide adequate isolation between circuits.

6 What are the overall electrical power requirements of the EUT and the robotics (positioners?)

Attachment B Performance Specification paragraph III Specifications, subparagraph (9) list the total power requirements for the antenna positioning, rf power, and EUT system.

The specification states that, "the contractor shall use non combustable materials for the construction of the chamber". The particle board in our panels is encased by our metal, they have a flame spread of "0" and fall intothe category of Class A Interior finish in accordance with NFPA 101, Section 6 2. Are we okay?

Yes, if the wood core panels meet the NFPA 2001 requirements. This will be reviewed by NIST fire safety office.

3 2b You mention aluminum is preferred for the floor. Can we use Galvanized steel? Yes.

3 2c What's the width of the overhead door?

The width of the overhead door is 178 inches. See Figure 4 of Attachment B Performance Specification.

4 1 In section 4.1 it states, "in areas where two or more walls join together, there is an air vent, or a door, a different material may be used". Does this refer to the absorber material?

Yes, for example a more porous absorber may be needed for air flow over vents.

In section 9 you list many RF filters. Are you amiable to us using one large RF filter, (100 amp) then have a circuit breaker board in the chamber instead uf having several 30A filters?

No. A separate filter is required for each AC circuit in the chamber.

We definitely need automatic closers on the doors for the fire supression system to function.

Who's responsible for the necessary dampers for the HVAC system to close off?

The contractor is responsible for the dampers on the chamber ventilation. The contractor is not responsible for installing dampers on the existing building HVAC system in room 1500 where the chamber is located.
