SUBJECT: Brand Name Justification, BusinessObjects Software Maintenance Renewal
SOLICITATION NUMBER: SB1341-16-RQ-0060

DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to compete among authorized resellers for the brand name procurement of BusinessObjects FY16
Maintenance Renewal to be used at the Office of Information Systems Management, at NIST in
Gaithersburg, MD and Boulder, CO. The statutory authority permitting other than full and open competition is 41 USC 3304(a)(1).
***** Brand Name Justification is based on the following: NIST has a BusinessObjects infrastructure of four servers supporting approximately 500 users, inside NIST and in other DOC agencies (NTIS, BEA, DOC Hq, and others), across many applications: CSTARS, CBS, Property, GMIS, Conference Registration, FileTrail, HR Data Warehouse, HR Tracker, Nanofab
Billing System, AO List, etc. NIST has invested thousands of hours of application developer effort over a period of more than 10 years to create hundreds of reports (for example, 92 for
Property; 124 for CBS Financial tools). BusinessObjects reports are an integral part of many
NIST business processes.
Purchasing support for a different product will not provide support for NIST’s BusinessObjects infrastructure. Switching to a different product would result in significant redundant costs to purchase the product and re-develop all of NIST’s existing reports.
If NIST does not procure support, NIST will not be able to obtain security patches or bug fixes, and NIST will not be able to obtain answers when it has questions about how to administer the servers or use the software. If the security patches are not procured, NIST may be required to shutdown BusinessObjects.
BusinessObjects software, maintenance and technical support are only available through software publisher approved and authorized vendors.
