Robot Agility Competition RFP# SB1341-16-RQ-0018
BASIS FOR AWARD
1352.213-70 Evaluation utilizing simplified acquisition procedures
The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations:
1) Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated.
2) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties.
3) Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.
4) Price.

The Government reserves the right not to make award depending on the quality and price of the quotation submitted.
Instruction to Offerors
All offerors shall submit their quotations on letterhead paper to the email address stated above by the date and time specified above. All quotations shall be submitted in two separate volumes: Technical Volume and Pricing Volume. All quotations shall contain, at a minimum, the information detailed below for each respective volume. An offeror’s quotation will be determined to be ineligible for award if the quotation merely reiterates the Government’s requirement.
If a quotation is missing any of the elements listed below, the quotation may be deemed unacceptable and may not be evaluated further:
Volume I – Technical Quotation:
Offerors shall provide a Technical Quotation that addresses the following evaluation criteria:
1) Technical Approach and Capability;
2) Personnel Qualifications; and
3) Past Performance.
Evaluation Factor 1--Technical Approach and Capability.
The offeror shall provide information on how the project is to be organized, staffed, and managed that demonstrates the offeror's understanding and effective management of important events or tasks. If applicable, the offeror shall (i) describe the facilities and equipment which will be used in the performance of the contract, and (ii) how the management and coordination of consultant and subcontractor efforts will be accomplished (if applicable). Fully discuss how the contract requirements will be met and the means used to accomplish them. The offeror shall provide a Quality Assurance Plan to ensure the desired/stated results are produced. Merely repeating the contract requirements and stating that they will be accomplished, without discussing how the offeror will accomplish them, is not acceptable. Experience. In a general fashion, describe the offeror's experience and qualifications to perform the contract requirements. Explain how the experience provides confidence that the offeror can perform all contract requirements.
Evaluation Factor 2-- Personnel Qualifications.
The offeror shall provide the names, titles, and a description of the duties of those individuals proposed as key personnel to be assigned to the contract. Specify the approximate percentage of time each individual will be available for this project, and, if necessary, explain why the key person possesses the qualifications to perform the proposed position. The key personnel proposed by the offeror shall meet the following minimum requirements:
1. Three years of experience in Gazebo use and development, including modeling of robots and dynamic objects;
2. At least one year of experience in applying Gazebo or a similar simulation tool to robot competitions; and
3. Advanced engineering or computer science degree(s) and previous experience in simulator development.
Evaluation Factor 3 - Past performance.
The offeror shall provide information on three (3) recent and relevant contracts working with Gazebo, including the proven ability to extend Gazebo for project and robot competitions purposes to include:
a. Agency
b. Contract number
c. Award value
d. Background/Purpose of the contract
e. Point of Contact
* No pricing information shall be included within the technical quotation.
Resume is required for each key personnel proposed to satisfy the SOW requirements. The resume shall include the name, education, experience, the country of citizenship (if a foreign national).
Volume II – Business/Price Quotation:
The Offeror’s Business Quotation shall be a separate volume from the Technical Quotation. Pricing shall include all anticipated costs to fully perform all objectives as stated in the solicitation including option year pricing on a Firm Fixed Price basis. Offerors shall include the following in their quotation:
i) A fixed price for each period of performance (per year of effort)
(1) CLIN0001: Base Period
(2) CLIN0002: Option Period One
ii) The contract may invoice the Government on a monthly basis.

Evaluation Criteria (APR 2010)
Based upon the results of the integrated assessment of the technical and price proposals, the Government intends to make an award to the responsible offeror whose quotation results in the best value to the Government. All offers received will be evaluated in accordance with the stated evaluation factors. The Government reserves the right to make an award without discussions based solely upon initial quotations. Therefore, offerors should ensure that their initial quotation constitutes their best offer in terms of both price and the technical solution being proposed. The following non-price evaluation factors are listed in descending orders of importance. When combined, the non-price factors are considered to be more important than price.
A. Technical Evaluation Factors.
Factor 1--TECHNICAL APPROACH. The quotation will be evaluated on how the offeror intends to organize, staff and manage the contract and the means that will be used to accomplish the contract requirements. The degree to which the quotation demonstrates an understanding of the requirements will be evaluated, as well as the offeror's planned management of consultants and subcontractors, if applicable. Relevant experiences as applicable to the performance of this requirement.
Factor 2--KEY PERSONNEL. The education, experience, and accomplishments of key personnel will be evaluated to determine the degree to which they possess the qualifications to perform their proposed duties under the contract.
Factor 3--PAST PERFORMANCE. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, effective management of subcontractors, cost management, level of communication between the contracting parties, proactive management and customer satisfaction.
The Government reserves the right to assess the past performance of proposed subcontractors.
The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the offeror, the agency's knowledge of contractor performance, other government agencies or commercial entities, or past performance databases.
If an offeror does not have a history of relevant contract experience, or if past performance information is not available, the offeror will receive a neutral past performance rating.
B. Price Evaluation.
The proposed prices will be evaluated to determine fair and reasonableness in accordance with FAR 13.106-3.
