PAGE 3 OF 5 SB1341-15-RQ-0884/001

Question 1:

Requirement 1 asks for placement onto the “same location”. Acceptance test no.2 defines a failure as “non-overlapping” of drops in a spot.

What range of spot sizes from droplets landed and spread on the substrate are required?

What degree or fraction of overlap is considered acceptable?

Response 1:

Requirement 1 has been amended to specify required droplet diameters between 10 micrometers and 150 micrometers. The vendor shall provide two dispensers for Acceptance Test no.2 that each gives droplets within that range. To pass that test, the number of spot failures (non-overlapping and completely separated drops directed to a spot) must be 5 or less.

Question 2:

In the specifications, it says that the nozzles need to dispense into the same location with a second time interval. Are the heads allowed to move during that second?

Response 2:

Yes.

Question 3:

Requirement 4 asks for imaging of the interaction of the 2 droplets placed successively onto a single spot.

How much time is allowed between the placement of the droplets and the start of the imaging?

What range for the rate of image acquisition (strobing) is required?

For how long will images need to be acquired?

What is the desired angle of view – from the top, or somewhat inclined from the substrate plane?

Is strobed illumination required, or does strobing here simply refer to frame rate?

Response 3:

Requirement 4 calls for imaging of evaporating residues but not of real-time droplet deposition. The time allowed between the deposition of the second droplet and the start of video imaging must be one second or less, which is consistent with the time allowance from specification 1. The Government has no requirement for the angle of the imaging.

For the purposes of Requirement 4, imaging the evaporation process for every spot in an array is not required. The “strobe progression” requirement is unneeded and has been removed from the specifications.

Additionally, NIST requires that the camera be able to capture at least ten seconds of video, and requires that the camera be able to inspect and capture still images of each element of an array in an automated fashion, as required in Acceptance Test no.2. See the amended Statement of Work.

PAGE 4 OF 5 SB1341-15-RQ-0884/001

Question 4:

In specification 3 it says that the lensing must enable focusing and zooming so that a resolution of 1 um per pixel is achieved. Does this need to be automatic or can it be a manual process?

Response 4:

The Government has no requirement regarding the automation of focusing and zooming.

Question 5:

The Statement of Work mentions resolution and repeatability in spec 6.

What is the difference between resolution, repeatability, and positioning accuracy?

Response 5:

NIST uses terms and definitions consistent with ASME B5.54 and ISO 230-2; details may be found there. Resolution refers to the display or encoder resolution; i.e. the smallest increment of motion that may be commanded. Repeatability is the unidirectional precision of the stage to achieve a commanded position over many attempts when approached from the same direction. The X and Y motion stages must each have a resolution and repeatability of 5 micrometers or less. The Government has no requirement for positional accuracy. See amended Statement of Work.

Question 6:

Requirement 6 asks for 200 in² print area in nearly square shape, and requirement 8 asks to fit the machine onto a 6×3 ft² table. The print area implies a travel range for the y axis (front to back, over the short extension of the table surface) of at least 14 in. Available hardware then forces the machine to a larger depth than 3 ft, so it will have to hang over the front or rear edge of the table. Is this acceptable, and if so, up to how much?

If overhang is not feasible, the print area would need to be made more rectangular (difference in x and y dimensions larger than 2 in).

Will the table be provided by NIST?

Response 6:

Any overhang is unacceptable. NIST will provide a table of either 6’x3’ or 6’x4’.

Question 7:

Requirement 1 asks for overprinting of two different fluids over each other. Requirement 9 asks for gravimetric droplet measurements for both fluids with high accuracy but speaks of only one balance. During jet setup and maintenance, fluid gets accumulated in a waste bucket.

Can the two fluids be mixed without any safety concerns (chemical reactions, inflammation or explosion)?

What is the range of evaporation rates when exposed to air for the fluids considered?

How large can the difference between the evaporation rates of any two fluids used on the printing system be?

Response 7:

PAGE 5 OF 5 SB1341-15-RQ-0884/001

All fluids will be able to be mixed in the same waste vessel. The relative evaporation rates for these fluids will range from 0.1 to 0.4, where n-butyl acetate = 1.0.

Question 8:

Acceptance test 2 considers arrays of 10×10 spots covering essentially an area of 1 cm². Requirement 6 asks for 200 in² print area.

How large are the production patterns or arrays going to be?

Will arrays of arrays be printed, and do these arrays have to be aligned to a common orientation and along a common baseline?

What are the acceptable variations (location and angle) from the grid/baseline of the printed arrays?

Response 8:

Requirement 6 asks for a 200 in2 platen; the required print area was unspecified and has been added as between 150 in2 and 200 in2. The Government has no requirement regarding the acceptable variations from the grid/baseline of the printed arrays.

Question 9:

Do any of the dispensing devices, fluid reservoirs or the substrate plate need to be heated or cooled? If so, what are the temperature ranges?

Response 9:

No.

Question 10:

The paragraph on installation under section II “Specifications” ask for installation within 90 days of award. The table in section V “Deliverables” asks for installation 30 days after delivery, with delivery due 90 days after award.

Which time line takes precedence?

Installation will need local help to place the machine into the desired room and onto the table. Will NIST be providing assistance for installation?

Response 10:

Delivery is required not later than 90 days of award, with installation required not later than 30 days after delivery. NIST will provide assistance during installation. See Amended Statement of Work.

Descript: the purpose of this amendment is to post responses to questions and to incorporate an amended Statement of Work into the solicitation.

The amended Statement of Work supersedes all previous versions of the document.
