STATEMENT OF WORK
TITLE: Procurement of one Mid-Infrared Optical Frequency Comb instrument LAB REQUESTING SERVICE: Material Measurement Laboratory, Chemical Sciences Division, Gas Sensing and Metrology Group
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST), Chemical Sciences Division, Gas Sensing Metrology Group develops new methodologies and instrumentation for the measurement of gas phase molecular absorption features. These methodologies and instrumentation include novel spectrometers that offer ultra-high sensitivity to trace gases, high fidelity and reproducibility in measured concentrations, and precision gas metrology. To further improve mid-infrared sensing capabilities, NIST requires state-of-the-art absolute optical frequency references that also operate in the mid-infrared region of the electromagnetic spectrum.
II. SCOPE OF WORK
After significant investments in continuous-wave mid-infrared lasers and other advanced optical technology which has enabled cavity ring-down spectroscopy performed at an unprecedented level of sensitivity for trace gases at 1 second of averaging, NIST requires a femtosecond optical frequency comb that also operates in the mid-infrared. Femtosecond optical frequency combs based on stabilized mode-locked lasers provide a high-precision frequency ruler against which other optical frequencies can be compared. NIST therefore requires a mid-infrared optical frequency comb for improved frequency metrology and precision molecular spectroscopy.
III. SPECIFICATIONS
The Contractor shall provide one (1) Mid-Infrared Optical Frequency Comb (OFC) instrument that meets the following minimum technical requirements.
System Requirements:
· OFC shall operate at a target wavelength of 4526 nm plus or minus 10 nm
· OFC shall have an average optical power output of greater than 1 mW over a 20 nm bandwidth centered at the target wavelength
· OFC shall have a total spectral bandwidth (defined as the full width at half maximum) greater than 20 nm
· OFC mid-infrared output shall be free space and single mode, with a Gaussian beam quality parameter M-squared less than or equal to 1.6
· OFC shall have a repetition rate of 250 MHz plus or minus 1 MHz
· OFC shall achieve a nominally zero carrier-envelop-offset frequency via difference frequency generation between two OFCs (pump and signal OFCs) with identical instantaneous carrier-envelop offset frequencies
· OFC repetition rate shall be tunable by greater than 1 MHz by piezo adjustment of the master pump laser cavity length
· OFC master pump comb shall have an intracavity electro-optic phase modulator for high-bandwidth stabilization of the OFC repetition rate.
· OFC shall be capable of achieving 10^(-12) stability or better at 1 second with appropriate repetition rate reference (radiofrequency and/or optical reference not included by Contractor)
· All OFC fiber and free-space optics shall be enclosed in a single box of maximum dimensions 1 meter length by 1 meter depth by 0.3 meter height.
· The OFC box shall have appropriate feedthroughs for all electronic and optical inputs and outputs.
· All cables, fiber optics, and power supplies necessary for normal operation of the mid-infrared OFC shall be provided by the Contractor
· Repetition rate locking electronics and repetition rate radiofrequency/electronic/optical reference need not be supplied by the Contractor
Installation:
The Contractor shall install the instrument in Building 221, Room A006/A010, at NIST Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, and demonstration of specifications. Instrument shall operate to manufacturer’s specifications upon installation. Installation will take place during normal business hours, between 9:00 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC). Installation is to occur within 245 days of award.
Warranty:
The Contractor shall provide, at a minimum, a one year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon successful completion of delivery, installation, training and demonstration of all required specifications.
Training:
The Contractor shall provide 1 training session at NIST for up to 4 NIST personnel covering normal operation, troubleshooting, and routine maintenance. Training will be provided during normal business hours, between 9:00 am and 5:00 pm Eastern Time, Monday through Friday, except Federal Holidays, and will be coordinated with the NIST TPOC to ensure maximum availability of NIST personnel. Training may be completed on-site at NIST immediately after installation and demonstration of specifications.
IV. PERIOD OF PERFORMANCE
The required deliverables shall be submitted no later than 245 days after receipt of award.
V. PLACE OF PERFORMANCE
All work shall be completed at the Contractor’s facility. Installation of the instrument shall be accomplished by the Contractor at NIST, Gaithersburg, Maryland. Normal duty hours are Monday through Friday, 9:00 a.m. to 5:00 p.m. with the exception of Federal holidays.

VII. ACCEPTANCE
The Government will accept the required items after the Contractor has demonstrated that all requirements in this statement of work have been met.
Safety: The Contractor employee(s) shall be responsible for knowing and complying with NIST installation safety prevention regulations (http://www-i.nist.gov/mml/safety/policies/index.htm) . Such regulations include, but are not limited to, general safety, laser safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access to buildings and also is shown to the armed Security Police when entering campus.
Identification Badges: Contractor employee(s) shall comply with NIST identification and access requirements. The Contractor employee(s) is (are) responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge shall show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee(s) shall turn in the NIST identification badge(s) and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contact.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear view mirror in accordance with instructions. The Contractor employee(s) shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
