ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR

EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH

ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES

THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN

SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING

SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 TEST PROGRAM

FOR CERTAIN COMMERCIAL ITEMS. THE RESULTANT AWARD SHALL BE A FIRM FIXED PRICE

AWARD.

THIS SOLICITATION IS A REQUEST FOR QUOTATION (RFQ). THE SOLICITATION DOCUMENT AND

INCORPORATED PROVISIONS AND CLAUSES ARE THOSE IN EFFECT THROUGH FEDERAL

ACQUISITION CIRCULAR 2005-81, EFFECTIVE APRIL 10, 2015.

STATEMENT OF WORK

The contractor shall furnish the necessary personnel, material, equipment, and/or services for this requirement.

Background

The National Institute of Standards and Technology (NIST) has a requirement for an Amplified Ultrafast Laser System to support research in the Center for Nanoscale Science and Technology (CNST) user facility. The system will be sited in the CNST NanoLab as a shared resource accessible to researchers in the CNST and NIST in general, as well as from industry, academia, NIST, and other government agencies through collaboration to measure a wide range of physical properties of materials. The system will be used for the development of novel high-throughput, broadband optical pump-probe measurement methods for characterization of novel nanophotonic and energy materials.

The development of new measurement tools and methods for nanoscale characterization of novel materials that can subsequently be made available to users is a critical part of the CNST mission.

Measurements of fundamental processes such as carrier transport, dynamics, recombination and other interactions are needed in many novel semiconducting materials for energy conversion and storage applications. To achieve these research goals, the amplified ultrafast laser system shall be capable of meeting or exceeding the following minimum technical requirements:

1. AMPLIFIED ULTRAFAST LASER SYSTEM:

The amplified ultrafast laser system shall be capable of producing ultrashort optical pulses at a center wavelength of 800 nm with: <7 fsec pulse duration at ≤75 MHz repetition rate with >6 nJ energy per pulse, and <20 fsec pulse duration at ≥1 kHz repetition rate with >5 mJ energy per pulse.

The primary components required for the base laser system are:

a. A cw optically pumped semiconductor or diode pumped solid state based pump laser capable of producing at least 6 W of 532 nm to pump the Ti:sapphire oscillator. The green pump laser shall exhibit an integrated rms noise of <0.02% (integrated from 10 Hz to 100 MHz).

b. Ti:sapphire femtosecond oscillator capable of producing <7 fsec pulses at a center wavelength of 800 nm with >6 nJ energy per pulse at a repetition rate of ≤75 MHz.

c. Q-switched intra-cavity frequency-doubled Nd:YLF pump laser capable of producing ≥50W (at 527

nm) pulses at 1 kHz to pump the Ti:sapphire amplifier. The laser should have a pulse to pulse instability of <0.5% rms and a long-term power instability of <1% rms.

d. Femtosecond Ti:sapphire optical amplifier capable of producing <20 fsec pulses at a center wavelength of 800 nm with >5 mJ energy per pulse at a repetition rate of ≥1 kHz.

Technical requirements for the base laser system are:

i. The base system shall include an active beam pointing stabilization system for the 532 nm green laser output while it is pumping the femtosecond oscillator.

ii. The base system shall include a manual or automated switch option to direct the output pulses from the Ti:sapphire oscillator directly to the experiments or to pump the amplifier and/or the pulse-picker system.

iii. The femtosecond-oscillator in the base system shall be completely sealed and operate under specifications in a hands-free, fully automated and computer controlled manner without the need for any manual readjustment of the optics in the laser cavity.

iv. The output pulse durations from the femtosecond-amplifier in the base system shall be tunable from <20 fsec to <30 fsec using an in-built computer controlled acousto-optic programmable dispersive filter, with a commensurate change in bandwidth.

v. The base system shall include a manual or automated switch option to direct the output pulses from the Ti:sapphire amplifier directly to the experiments or to pump an optical parametric amplifier and/or a hollow-fiber pulse compressor.

vi. The beam pointing of the output beam from the femtosecond amplifier should be actively stabilized for subsequent pumping of an optical parametric amplifier or a hollow-fiber pulse compressor.

vii. The femtosecond oscillator and the amplifier in the base system shall be configured to be ready for subsequently outfitting it with carrier-envelope-phase (CEP) stabilization option (CEP-ready configuration).

viii. The base system shall include all the necessary non-dispersive beam-routing and beam-stabilization optics and electronics, cooling devices (water chillers etc.), electronics, power supplies, cables, computer interfaces and software’s for independent operation of pump-lasers, the oscillator and the amplifier.

2. HOLLOW-FIBER PULSE COMPRESSOR:

a. The system shall be equipped with a hollow-fiber pulse compression system option to be able to temporally compress the output pulse width of the femtosecond amplifier from <20 fsec or <30 fsec to < 7 fsec.

b. The pulse-compressor system shall be capable of accepting input pulse energies ≥5 mJ at 1 kHz repetition rate at a center wavelength of 800 nm from a femtosecond amplifier.

c. The vendor shall provide all the necessary non-dispersive optics, opto-mechanics and beam stabilization options to properly route the output pulses from the output of the amplifier to the input of the pulse compressor.

3. OPTICAL PARAMETRIC AMPLIFIER (OPA):

a. The system shall be equipped with an optical parametric amplifier (OPA) option capable of extending the tuning capability of the femtosecond amplifier to cover the entire spectral range from deep-ultraviolet through the visible and mid-infrared frequencies (190nm-15000nm).

b. The vendor shall provide all the options for wavelength extension of the OPA from the base 1160nm- 2600nm tunability option to (i) UV-Vis option (240nm-1160nm tunability), (ii) Deep UV option (190nm- 240nm tunability) and (iii) mid-IR option (2600nm-15000nm tunability).

c. The OPA shall be capable of accepting input pulse-widths of <20 fsec and input pulse energies ≥5 mJ at 1 kHz repetition rate at a center wavelength of 800 nm from the femtosecond amplifier.

d. The output pulses from the OPA shall not be temporally dispersed to more than 1.5 times the input pulse width from the amplifier.

e. The operation and the tuning of the OPA shall be hands-free, fully-automated and computer controlled with minimal or no manual (re)alignment.

f. The vendor shall provide all the optics and crystals that are required to operate the OPA and ensure complete gap-free spectral range from 190 nm-15000 nm.

g. The vendor shall provide the necessary non-dispersive optics, opto-mechanics and beam stabilization options to properly route the output pulses from the output of the amplifier to the input of the OPA.

4. FEMTOSECOND PULSE PICKER:

a. The system shall be equipped with a pulse-picker system that is capable of changing the repetition rate of the base femtosecond oscillator from ≤75 MHz to anywhere between 100 Hz and 10 kHz.

b. The pulse-picker system shall be capable of accepting input pulse-widths of <7 fsec and input pulse energies up to 7 nJ at ≤75 MHz repetition rate at a center wavelength of 800 nm from a femtosecond oscillator.

c. The pulse-picker system shall exhibit an optical-throughput of greater than 70% (or an insertion loss <30%).

d. The pulse-picker system shall not temporally disperse the output pulse from the oscillator to >1.5 times its input pulse width.

e. The vendor shall provide the necessary non-dispersive optics, opto-mechanics and beam stabilization options to properly route the output pulses from the output of the oscillator to the input of the pulse-picker.

5. FEMTOSECOND AUTOCORRELATOR:

a. The system shall be equipped with an autocorrelator option that is capable of temporally and spectrally characterizing output pulses from both the oscillator and the amplifier.

b. The autocorrelator shall be capable of measuring pulse-durations anywhere from 5 fsec up to 150 fsec.

c. The autocorrelator shall include detector options to handle both ≤75 MHz repetition rate pulses from the oscillator and ≥1 kHz repetition rate pulses from the amplifier.

d. The autocorrelator shall include computer software and interface to measure and analyze both the spectrum and autocorrelation traces of the measured optical pulses on a computer.

e. The autocorrelator shall also be capable of measuring <7 fsec amplified optical pulses from the output of the hollow-fiber compressor.

f. The vendor shall specify the maximum input power requirements (or damage threshold) of the autocorrelator while operating it to characterize pulses from the oscillator, the amplifier or the hollow-fiber compressor.

6. CARRIER-ENVELOPE-PHASE (CEP) STABILIZATION:

a. The system shall be equipped with a CEP stabilization option that is capable of independently stabilizing the output phase of both the femtosecond oscillator and amplifier pulses.

b. CEP stabilization module for the oscillator shall include the capability to stabilize the carrier envelope offset frequency to zero. The electric field of individual pulses within both the oscillator and amplifier pulse trains shall look identical to other pulses within the respective chain when running in the CEP stabilized mode.

c. The CEP module for the oscillator shall be capable of accepting input pulse-widths of <7 fsec and input pulse energies up to 7 nJ at ≤ 75 MHz repetition rate at a center wavelength of 800 nm.

d. The CEP of the output of the oscillator shall have a CEP-stability of <60 mrad (rms) (integrated from

0.05 Hz to 500 kHz). Operating time without loss of CE-Phase relation between pulses shall be >12hrs.

e. The CEP-stabilized output from the oscillator shall be >150 mW (in average power) and shall have the option to be temporally compressed to <7 fsec after the CEP stabilization for direct use of CEP stabilized oscillator pulses in experiments.

f. The CEP stabilization module for the amplifier section shall be capable of accepting input pulse-widths of <20 fsec and input pulse energies >5 mJ at ≥1 kHz repetition rate at a center wavelength of 800 nm.

g. The CEP-stability for the output of the amplifier shall be < 350 mrad in-loop (rms of 3 hours of single-shot CEP-values).

h. Passive amplifier CEP-stability (CEP loop for oscillator on, CEP loop for amplifier off) shall be less than <350mrad rms in-loop, averaged over 30 seconds.

i. The CEP-stability for the output of the amplifier shall be maintained (without any loss in CE-phase relation between pulses) for >8 hrs.

j. The CEP system shall include the capability of stabilizing the carrier-envelope-offset frequency to other constant, non-zero values.

k. The CEP module for the oscillator shall include a manual switch to get full-output power (>500 mW average power) and pulse-widths (<7 fsec) from the oscillator when CEP stabilization is not desired.

l. The vendor shall provide the necessary optics, electronics, computer interface and/or software’s for measuring and characterizing the carrier-envelope phase and carrier-envelope-offset frequency when both the oscillator and the amplifier are operating in the CEP stabilized mode.

Marking/Packing All information and deliverables shall be delivered to the address shown in - Place of Delivery - and shall be marked as follows:

1. Name and address of the Contractor;

2. Contract Number;

3. Description of item contained therein; and

4. Consignee's name and address.

NIST LOCAL_39 MARKING/PACKING INSTRUCTIONS

1. If the total contract/order includes multiple quantities of the same or like item(s), segregated as separate CLIN/Item numbers, deliverables shall be packed accordingly. Each individual package/container in the shipment shall include deliverables on a per-CLIN or Item basis.

2. For each shipment made under this contract/order, the Contractor shall furnish itemized packing list(s), enumerating the specific contents of each shipping container and what specific individual components constitute a full and complete "unit" for each bid item. The packing list shall include the brief description of each item found in the Schedule. If more than one container is required for each unit, each container should be marked accordingly, e.g., "Box 1 of 2," "Box 2 of 2," and the boxes, where feasible, should be taped or shrink-wrapped together as an issuable unit.

3. The contract number AND CONTRACT LINE ITEM NUMBER (CLIN) OR ORDER ITEM NUMBER shall be placed on the exterior of all containers. (END OF CLAUSE)

Delivery Requirements

FOB Destination delivery terms are required, and shall take place within 9 months after receipt of Purchase Order.

Installation The laser system shall be installed by the Contractor and meet contract specifications no later than 30 days after delivery.

a. The vendor is responsible for the delivery and installation of the full system to the building and room specified at NIST.

b. The vendor shall contact the NIST Contracting Officer’s Representative (COR) at least one week prior to the shipping date to coordinate installation.

c. The vendor shall install the complete system including un-packaging, setup, connections, start-up, and demonstration of all the required minimum technical specifications.

d. The vendor shall provide a list of installation and facility requirements (with explanations and technical drawings, wherever necessary) including in-house services, temperature, humidity and vibration requirements within one week after an award is made. NIST will provide any required connections to the in-house services.

e. The vendor shall provide qualified personnel to perform the installation and perform all activities necessary to ensure that the system is fully-functional and meets or exceeds all the required specifications.

Training:

a. The vendor shall provide on-site operation and maintenance training following installation to include at least 8 hours of training for at least 3 people.

b. Training shall include, at a minimum, a thorough demonstration of all the equipment function and operation to allow qualified NIST personnel to operate the system and perform basic maintenance and troubleshooting.

Testing/Inspection and Acceptance

Inspection and acceptance shall take place upon installation. In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The installation personnel shall perform all diagnostic tests after installation in the presence of NIST personnel. Diagnostic test data must include: (a) oscillator power and pulse width measurements, (b) amplifier power and pulse width measurements with and without the fiber pulse compressor, (c) carrier-envelope phase and carrier-envelope-offset frequency measurements for both the oscillator and the amplifier, (d) oscillator repetition-rate measurements with and without the pulse picker, (e) OPA power and pulse width measurements across the entire tunability range, and (f) autocorrelator measurement traces demonstrating ability to characterize pulses from both the oscillator and the amplifier. This test data will be reviewed by the NIST COR. Upon review, the COR will provide final acceptance of the equipment, or advise the vendor of performance weaknesses. Any required rework and re-testing shall be completed at no additional cost to the Government within a time-frame agreed upon by the COR, the Contracting Officer, and the vendor. Payment for this requirement will be made upon completion and acceptance.

Warranty:

a. The vendor shall provide a minimum of 12-month warranty for the instrument and all of its components and subsystems (parts and labor), to be serviced on-site by the vendor. Equipment manufactured by sub-contractors are also required to carry the minimum 12-month warranty period.

b. The vendor shall provide a price and labor cost estimates for components, consumables and/or sub-systems that are not covered under warranty.

c. The vendor shall provide the option to extend the warranty of the complete system for an additional two-years.

d. The warranty shall commence upon final acceptance by the Government. Options exercised, delivered, and installed at a later date shall also be covered by a 12-month warranty period commencing upon final acceptance of those options.

Security Requirements

Because of heightened security, contractors who need access to the NIST site shall call or e-mail their intention to visit to NAME OF COR/TIC, at NAME@nist.gov or 301-975-XXXX not later than forty-eight hours before the proposed visit, with the following information:

1) Company name

2) Names of all individuals visiting

3) Country of Citizenship of all individuals visiting

For non-US Citizens, the following additional information will be required:

1) Title

2) Employer/Sponsor

3) Address

Contractors must pick up a Visitor's Badge at the Visitor's Registration Center located at the Main Gate (Gate A, off Bureau Drive) Please ensure all individuals bring photo identification or they will be denied access to the facility.

Under the REAL ID Act of 2005, agencies, including NIST, can only accept a state-issued driver’s license or identification card for access to federal facilities if issued by states that are REAL ID compliant or have an extension. Currently, all but 9 states and territories are either compliant or have received an extension. The Jurisdictions that do NOT meet the REAL ID standards are:

AMERICAN SAMOA; ARIZONA; LOUISIANA; MAINE; MONTANA

Effective July 21, 2014, drivers’ licenses from these states and territories will NOT be accepted for entry to NIST.

Visitors from these locations must present a REAL ID compliant form of identification.

In addition, only Enhanced Driver’s Licenses (EDL) issued by the states of Minnesota, New York, and Washington will be accepted for access to the NIST campus. These drivers’ licenses are easily identifiable by the American Flag on the face of the license.

NIST currently accepts other forms of federally issued identification in lieu of a state-issued driver’s license, such as a valid: Passport ; Passport Card ; DOD’s Common Access Card (CAC); Veterans ID;

Federal Agency HSPD-12 IDs; Military Dependents ID; Transportation Workers Identification Credential

(2) The P/OC is not authorized to make any commitments or otherwise obligate the Government or authorize any changes which affect the Contract price, terms or conditions. Any Contractor request for changes shall be referred to the Contracting Officer directly or through the P/OC. The CO may designate assistant or alternate P/OC(s) to act for the P/OC by naming such assistant/alternate(s) in writing and transmitting a copy of such designation to the Contractor.

ESRS REPORTING

The Contractor shall report all subcontract awards to small, small disadvantaged, women-owned, HUBZones, veteran-owned and service-disabled veteran-owned small business concerns. The reports shall be prepared using the electronic Subcontracting Reporting System (eSRS) via the internet at http://www.esrs.gov. The Individual Subcontracting Report (ISR), formerly SF 294, shall be submitted semi-annually for the periods of October 1 through March 31 and April 1 through September 30. The Summary Subcontracting Report (SSR), formerly, SF 295 shall be submitted annually for the period of October 1 through September 30.

Contractor Performance Evaluations

During the life of this contract, Contractor performance will be evaluated on an interim (if applicable) and final basis pursuant to FAR Subpart 42.15. The Contractor Performance Assessment Reporting System (CPARS) will be utilized for these reviews. Information on CPARS can be located at http://www.cpars.gov.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
