1.0 INTRODUCTION

The Program Coordination Office (PCO) provides staff support to the National Institute of Standards and Technology (NIST) Director and Associate Directors, working closely with all NIST organizations across Laboratory Programs, Innovation and Industry Services, and Management Resources. The PCO focuses on three areas: planning, evaluation, and policy coordination. The PCO requires a fully functional copier, scanner, and color printer to fulfill its many duties staffing the NIST Director and Associate Directors.

2.0 BACKGROUND

Purchased five years ago, the PCO’s current multifunctional device (copier, scanner, and color printer) is nearing the end of its serviceable life. The PCO requires a new multifunctional copier to replace its current copier. The PCO would like to trade-in its current copier. The fast pace and diverse nature of the PCO’s printing needs requires a fast (high-page per minute) color and black and white printer with duplex, stapling, and hole punch capability. The size, nature, and complexity of some of our printing jobs means that the printer must have high Random Access Memory (RAM) and hard-drive capacity.

In addition, the PCO needs a service contract to maintain the new copier/printer and provide all parts and supplies other than paper. The fast pace and critical nature of the work in PCO means that the printer/copier must be working and available at all times. The printer/copier must be serviced by a technician trained and certified by the manufacturer of the printer/copier. The service provider must be an authorized service provider, must use supplies authorized for use by the manufacturer, and must be able to provide same-day service.

3.0 TRADE-IN

The Government has a Savin C5050 Serial Number V3690603681 available for trade-in credit. The Government prefers, but does not require, that the Contractor accept this equipment in exchange for a trade-in credit. The equipment has been maintained by factory-trained technicians at manufacturer’s specifications, and is currently performing to manufacturer’s specifications. If the Contractor accepts an offer from the Government inclusive of a trade-in credit, the Contractor shall be responsible for removal of the trade-in. The Contractor shall be prepared to remove the equipment at the time of installation. The price quotation will be evaluated inclusive of the trade-in credit offered by the Contractor. The amount of the credit will also be evaluated for reasonableness.

4.0 SCOPE

The scope of this contract must include delivery, setup, training, and on-site repair and preventive maintenance and parts (toner, parts and consumables except for paper) of one copier. The repair and preventative maintenance agreement shall be for one-year, with four option years.

5.0 REQUIREMENTS - The Contractor shall:

5.1 Provide one (1) multifunctional device that meets or exceed the following minimum requirements.

1. Page per minute speed of greater than fifty (>50) pages per minute (ppm) in both black and white (B/W) and color.

2. Minimum copy resolution of 600 x 600 dpi and print resolution of 1200 x 1200 dpi.

3. Scanning: Include Network Scan. Minimum scan area of 11.7” x 17”. Automatic document feeder must have duplex scanning with a minimum 200 sheet capacity with a processing speed of 180 image per minute (ipm). Minimum scan speed of 110 ipm in B/W and color simplex. Capable of color scan-to-email, color scan-to-folder, color scan to Universal Series Bus (USB) and Secure Digital (SD), color scan-to-File Transfer Protocol (FTP), color scan-to-Uniform Resource Locator (URL) without the use of external software, and provide preview before transmission. Encrypted PDF transmission for scan-to-email and scan-to-folder.

4. Minimum 2,000 sheet paper capacity. The paper drawers must automatically detect the paper size without operator intervention. The range of copy/print capability must be from 5.5” x 8.5” to 12 x 18” paper sizes with an envelope capability.

5. Capable of multiple stapling positions with a stapling capacity of minimum 50 sheets, duplex printing, and a hole punch capability.

6. Warm up speed of less than 30 seconds from power off, and less than 10 seconds recovery.

7. Random Access Memory (RAM) of minimum 2GB; hard drive capacity of minimum 250 GB, gigabit Ethernet.

8. Added fax capability: minimum 200 x 100 dots per inch (dpi); transmission speed of better than 3 sec/page.

9. Ability to impose predefined text images onto copied documents. The images include, but not limited to, preset stamps, user created stamps, date stamp and page number stamp simultaneously.

10. Offer a step-by-step on-screen guidance without the use of a manual to remove misfeeds, add toner, etc.
