SECTION

. 1 STATEMENT OF WORK

BACKGROUND

The Intelligent Systems Division (MMD) of the National Institute of Standards and

Technology (NIST), conducts research activities on smart and wireless sensor network standards in support of the Smart Manufacturing and Construction Systems (SMCS) program.

Sensor networks based on the IEEE 1451 standard for a smart transducer interface for sensors and actuators are needed to support the SMCS program for the development of measurement science-based performance and conformance testing framework that would enable the integration of real-time factory equipment information and achieve optimization of manufacturing applications.

An IEEE 1451 standard-based sensor network basically consists of a network capable device connected to one or more sensor devices. According to the IEEE 1451 suite of standards, the network capable device is called Network Capable Application Process (NCAP) and the sensor device is called Transducer Interface Module (TIM). If the connection between the

NCAP and the TIM is a wireless link, the sensor device is called a Wireless Transducer

Interface Module (WTIM).

One of the key features of the IEEE 1451 standard is the specification sensor datasheet in electronic format, called Transducer Electronic Data Sheet (TEDS). The TEDS associated with a TIM or WTIM contains manufacturer-related information that can identify the sensor or actuator and describe the characteristics of the sensor or actuator, such as type of measurement, measurement range, calibration, etc. The TEDS data is stored in a memory device in a TIM or WTIM. A computer can be connected to the NCAP via a RJ45

Ethernet port. Application software running in the computer can access sensor information from any TIM or WTIM connected to the NCAP using the IEEE 1451.0 standard’s command/response messaging protocols.

PURPOSE

The purpose of this acquisition is to procure a custom-built smart sensor network system.

GENERAL REQUIREMENTS

The smart sensor network system shall consist of two IEEE 1451-based sensor networks including hardware and software components. The hardware component is the sensor network and shall be comprised of the NCAP, TIM, and WTIM devices. The software component shall consist of the code that implements the specific IEEE 1451.X standards and meet all functional requirements specified in this statement of work.

This smart sensor network system must contain embedded microprocessors running custom-built operating system for sensor network operation offline that does not require any IT network administration, such as the Windows operating system.

FUNCTIONAL REQUIREMENTS

The smart sensor network system shall consist of two (2) IEEE 1451-based sensor networks and meet all of the functional requirements identified.

I. IEEE 1451 Standards Based Wireless Sensor Network #1

a. The sensor network shall consist of one NCAP and three WTIMs with respective functional software. The communications between the NCAP and WTIMs shall follow

IEEE 1451.0-2007 (refer to as IEEE 1451.0 from here on) and IEEE 1451.5-2007, Clause 6, IEEE 802.11 specification (IEEE 1451.5-802.11). The NCAP shall have an

RJ45 Ethernet port with configurable Internet Protocol address for communication to a computer;

b. The WTIM shall have a minimum of four analog inputs and eight digital inputs for sensors, and two analog outputs and eight digital outputs for driving actuators, based on 3v logic for battery operation. A set of function calls according to IEEE

1451.0 shall be provided to read and write TEDS, sensor, and actuator data. Detail of the three WTIMs is as follows;

(i) First WTIM shall have a temperature sensor included in the analog input port with a minimum range of 20 to 120 degree F to show temperature reading;

(ii) Second WTIM shall have an accelerometer sensor included in the analog input port with a range of +- 3 g (e.g., Analog Device ADXL335) to show sensor reading.

(iii) Third WTIM shall have a ten-segment bar graph display included in the analog output port to show proportional actuation.

c. The WTIM shall have the following built in: IEEE 1451.0-based TEDS: meta-ID

TEDS, meta TEDS, transducer Channel TEDS, calibration TEDS, geo-location TEDS, end-user application TEDS, and IEEE 1451.5-based PHY TEDS.

II. IEEE 1451 Standards Based Wired Sensor Network #2

a. The sensor network shall consist of one NCAP and at least two TIMs. The communication interface between the NCAP and the two TIMs shall be based on the

IEEE 1451.0 command/response messages (Clause 7) using HTTP protocol (Clause 12) on a point-to-point RS232C serial interface operating at 9600 baud rate or higher. The

NCAP shall have an RJ45 Ethernet port with configurable Internet Protocol address for communication to a computer;

b. The TIMs shall have a minimum of four analog inputs and eight digital inputs for sensors, and two analog outputs and eight digital outputs for driving actuators, based on 5v digital logic. The sensor interface of the first TIM shall be via the analog and digital ports. The sensor interface of the second TIM shall be via two channels of IEEE 1451.4-2004 class 1 one-wire interface and two channels of IEEE

1451.4-2004 class 2 two-wire interface. Detail of the two TIMs is as follows:

(i) The first TIM shall include a temperature sensor in an analog input port with a minimum range of 20 to 120 degree F;

(ii) The second TIM shall include an IEEE 1451.4-2004 class 2 two-wire temperature sensor with a minimum range of 20 to 120 degree F.

c. The TIMs shall have the following IEEE 1451.0-based TEDS built in: meta-ID TEDS, meta TEDS, transducer Channel TEDS, calibration TEDS, geo-location TEDS, end-user application TEDS.

III. The following functional requirements are common to both Sensor Networks.

a. Application software program shall be provided by the contractor to communicate with the sensor networks, using IEEE 1451.0-2007 standard command/response messages in HTTP (hypertext transfer protocol) to read, edit, and download the TEDS

(specified in #I(c) and #II(c) stored in the WTIMs or TIMs, respectively);

b. The NCAP shall have the software routines to read sensor data via the TIM’s analog and digital input ports, and to send out actuation data to the analog and digital output ports.

c. Timestamp of sensor data shall be based on IEEE 1451.0-2007 (Clause 4.9 Time

Representation), included in each sensor data transmission from the TIM or WTIM.

Time synchronization between devices shall be based on IEEE 1588-2008;

d. A sample application software program shall be provided to run on a computer connected to the NCAP Ethernet port for reading sensors and writing actuators with number of reading selectable from 1 to 500, based on IEEE 1451.0 commands. The program can also be used to read all TEDS, read sensors, actuate actuator and display sensor data and its timestamp;

e. Source code for smart sensor network system software shall be provided for NIST to use;

f. Development tool(s) used to develop the software shall be specified, but need not be provided with the smart sensor network system;

g. A user and application software development guide shall be provided. The user and application software development guide, shall, at a minimum illustrate how to use the smart sensor network system to:

(i) Set up the sample application software program for communication to the

NCAP;

(ii) Read and write TEDS (as specified in Ic and IIc) to and from the WTIM and TIM; and

(iii) Read sensor data from WTIM (as specified in I (b)(i)and I(b)(ii) and

TIM (as specified in II(b)(i) and 2(b)(ii);

(iv) Write actuator data to WTIM (as specified in I(b)(iii);

(v) Upload, edit, and download TEDS to TIM and WTIM (as specified in I(c) and

II(c); and

(vi) Use the application program interface (API).

PERIOD OF PERFORMANCE

The period of performance shall be two months after award.

DELIVERABLES

1. Smart Sensor Network System

Due Date: 2 months after award.

2. User and Application Software Development Guide

Due Date: 2 months after award.

INSPECTION AND ACCEPTANCE CRITERIA

The NIST Technical Contact will review all deliverables submitted by the Contractor to ensure that deliverables are complete, accurate, comprehensive, and meet all general and functional requirements. Comments or approval shall be provided to the Contractor with seven days of receipt of any given deliverable. The Contractor shall revise deliverables in accordance with comments received at no additional cost to the Government and within

14 days of receipt of the comments.

(a) This Addendum incorporates certain terms and conditions relating to federal procurement actions.

The terms and conditions of this Addendum take precedence over the terms and conditions contained in any license agreement or other contract documents entered into between the parties.

(b) Governing Law: Federal procurement law and regulations, including the Contract Disputes Act, 41 U.S.C. Section 601 et. seq., and the Federal Acquisition Regulation (FAR), govern the agreement between the parties. Litigation arising out of this contract may be filed only in those fora that have jurisdiction over federal procurement matters.

(c) Attorney?s Fees: Attorney?s fees are payable by the federal government in any action arising under this contract only pursuant to the Equal Access in Justice Act, 5 U.S.C. Section 504.

(d) No Indemnification: The federal government will not be liable for any claim for indemnification; such payments may violate the Anti-Deficiency Act, 31 U.S.C. Section 1341(a).

(e) Assignment: Payments may only be assigned in accordance with the Assignment of Claims Act, 31 U.S.C. Section 3727, and FAR Subpart 32.8, "Assignment of Claims."

(f) Invoices: Invoices will be handled in accordance with the Prompt Payment Act (31 U.S.C. Section 3903) and Office of Management and Budget (OMB) Circular A-125, Prompt Payment.

(g) Patent and Copyright Infringement: Patent or copyright infringement suits brought against the United States as a party may only be defended by the U.S. Department of Justice (28 U.S.C. Section 516).

(h) Renewal of Support after Expiration of this Award: Service will not automatically renew after expiration of the initial term of this agreement.

(i) Renewal may only occur in accord with (1) the mutual agreement of the parties; or (2) an option renewal clause allowing the Government to unilaterally exercise one or more options to extend the term of the agreement.

. 4 1352.237-75 KEY PERSONNEL (APR 2010)

(a) The contractor shall assign to this contract the following key personnel:

(TO BE IDENTIFIED AT THE TIME OF AWARD) Project Manager

(b) The contractor shall obtain the consent of the Contracting Officer prior to making key personnel substitutions. Replacements for key personnel must possess qualifications equal to or exceeding the qualifications of the personnel being replaced, unless an exception is approved by the Contracting Officer.

(c) Requests for changes in key personnel shall be submitted to the Contracting Officer at least 15 working days prior to making any permanent substitutions. The request should contain a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. The Contracting Officer will notify the contractor within 10 working days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes.

. 5 1352.209-73 COMPLIANCE WITH THE LAWS (APR 2010)

The contractor shall comply with all applicable laws, rules and regulations which deal with or relate to performance in accord with the terms of the contract.

. 6 1352.201-70 CONTRACTING OFFICER?s AUTHORITY (APR 2010)

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor

makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.

. 7 52.243-1 I CHANGES--FIXED-PRICE (AUG 1987)--ALTERNATE I (APR 1984)

(a) The Contracting Officer may at any time, by written order, and without notice to the sureties, if any, make changes within the general scope of this contract in any one or more of the following:

(1) Description of services to be performed.

(2) Time of performance (i.e., hours of the day, days of the week, etc.).

(3) Place of performance of the services.

(b) If any such change causes an increase or decrease in the cost of, or the time required for, performance of any part of the work under this contract, whether or not changed by the order, the Contracting Officer shall make an equitable adjustment in the contract price, the delivery schedule, or both, and shall modify the contract.

(c) The Contractor must assert its right to an adjustment under this clause within 30 days from the date of receipt of the written order. However, if the Contracting Officer decides that the facts justify it, the Contracting Officer may receive and act upon a proposal submitted before final payment of the contract.

(d) If the Contractor`s proposal includes the cost of property made obsolete or excess by the change, the Contracting Officer shall have the right to prescribe the manner of the disposition of the property.

(e) Failure to agree to any adjustment shall be a dispute under the Disputes clause. However, nothing in this clause shall excuse the Contractor from proceeding with the contract as changed.

(d) "Inspection/Acceptance." The Contractor shall tender for acceptance only those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The Government must exercise its postacceptance rights-

(1) Within a reasonable period of time after the defect was discovered or should have been discovered; and

(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

(e) "Excusable delays." The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting

forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.

(f) "Termination for the Government`s convenience." The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges that the Contractor can demonstrate to the satisfaction of the Government, using its standard record keeping system, have resulted from the termination. The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor`s records. The Contractor shall not be paid for any work performed or costs incurred that reasonably could have been avoided.

(g) "Termination for cause." The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.

(h) "Warranty." The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

. 10 NIST LOCAL-39 MARKING/PACKING INSTRUCTIONS

(1)If the total contract/order includes multiple quantities of the same or like item(s), segregated as separate CLIN/Item numbers, deliverables shall be packed accordingly. Each individual package/container in the shipment shall include deliverables on a per-CLIN or Item basis.

(2)For each shipment made under this contract/order, the Contractor shall furnish itemized packing list(s), enumerating the specific contents of each shipping container and what specific individual components constitute a full and complete "unit" for each bid item. The Government will issue a purchase order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors.

The following factors will be used to evaluate quotations:

Experience

Price

Technical Capability and Experience, when combined, shall be equal in importance to price.

Technical Capability

Technical Capability shall be evaluated to determine the degree to which the quoter understands the requirements and their ability complete the project.

The technical approach shall be evaluated to determine its overall feasibility and likelihood for success.

Experience

Documentation submitted shall be evaluated to determine the degree of and relevance of experience the quoter possesses performing the same or similar projects.

Quoters must demonstrate they have previously produced something based on

IEEE 1451.

Price

Price shall be evaluated for reasonableness and consistency with proposed technical approach.

1352.213-71 INSTRUCTIONS FOR SUBMITTING QUOTATIONS UNDER THE SIMPLIFIED

ACQUISITION THRESHOLD - NON-COMMERCIAL (APR 2010)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition is 334119.

(b) Submission of quotations. Submit quotations to the office specified in this solicitation at or before the exact time specified in this solicitation.

At a minimum, quotations must show-

(1) The solicitation number;

(2) The name, address, and telephone number of the offeror;

(3) Acknowledgment of solicitation amendments;

(4) A technical approach showing that the offeror can perform the requirements in the statement of work. The approach shall be detailed sufficiently to allow the Government to evaluate the quotation in accordance with the evaluation factors stated in the solicitation.

The technical approach must address, but is not limited to:

-Sufficient information to demonstrate the quoter’s understanding of the requirement;

-A breakdown which describes the techniques that will be used to achieve the functional requirements and how each component will communicate with other components based on the standard specified;

-A system diagram which illustrates what the quoter proposes to deliver, and interconnections of components to demonstrate the proper operation of the system according to the functional requirements identified;

-Identification of how the proposed approach will ensure that the required work is successfully completed within the period of performance.

(5) A description of the quoter’s experience which demonstrates the degree of experience the quoter possesses performing the same or similar requirements and experience with IEEE 1451 standards.

Quoters may demonstrate experience through submission of descriptions of projects directly related to the IEEE 1451 standards, technical results of research projects involving IEEE 1451-based sensor networks;

and/or a list of relevant technical publications on work associated with the IEEE 1451 and 1451.X standards.

(6) A firm fixed price for all required work. The Government reserves the right to request supporting details for the quoted price.

(c) Quoters are responsible for submitting quotations, and any modifications thereto, so as to reach the Government office designated in the solicitation by the date and time specified. The quoter’s initial quotation should contain the quoter’s best terms from a price and technical standpoint. The Government may reject any or all quotations if such action is in the public interest; accept other than the lowest quotation; and waive informalities and minor irregularities in quotations received.

(d) This is an Open-Market Solicitation for a system as defined herein. The

Government intends to award a Purchase Order as a result of this

Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows:

The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
