DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C. 1 STATEMENT OF WORK

1. BACKGROUND

Founded in 1901, the National Institute of Standards and Technology (NIST) is a non-regulatory federal agency within the U.S. Department of Commerce. NIST's mission is to promote United States (U.S.) innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve quality of life. NIST requires Contractor support to fulfill this mission in the

Information Technology and Chemical and Materials Science fields.

The Information Technology Laboratory (ITL) at NIST in Gaithersburg, Maryland, accelerates, through standards, tests and metrics, the development, deployment and use of secure, usable, interoperable and reliable information systems. ITL enables measurement and testing through research innovations in the areas of computer science and systems engineering. Current focus areas include Health Information Technology (HIT), especially for Electronic Health Record (EHR) systems, Smart Grid standards, various Biosciences information technology (IT) applications, Cloud Computing, Voting Systems, Software

Assurance, and Computer Forensics.

Typically, the work focuses on development of standards, including designing standard use cases and domain modeling, development of systems or reference implementation of a standard using a variety of software languages and database technologies; and development of test software and test material.

The Material Measurement Laboratory (MML) at the National Institute of Standards and

Technology (NIST) conducts studies in measurement science. MML also develops the chemical, biochemical, and chemical engineering measurements, data, models, and reference standards that are required to enhance U.S. industrial competitiveness in the world market and to improve public health, safety, and environmental quality. Refer to the MML website for more information on the Material Measurement Laboratory.

2. PURPOSE

The purpose of this acquisition is to develop IT models, IT standard reference implementations, IT tools, standard reference database (SRD) applications, and support scientific and technical information archival projects as required by the ITL and MML.

3. CONTRACT TYPE

The base contract will be an Indefinite Delivery/Indefinite Quantity Contract. All task orders awarded against the base IDIQ contract shall be Firm-Fixed Price.

4. DEFINITIONS AND REFERENCE INFORMATION

Definitions

(i) “Standard” means a Standards Development Organization (SDO) approved standard or a specification or implementation guide from a professional or technical society or government agency;

(ii) “IT Model” is a representation of a standard or architecture using Unified Modeling

Language (UML). Models shall be defined using the UML modeling language to emulate the behavior of the system to be developed (see http://www.uml.org/);

(iii) “IT Standard Reference Implementations” are computer applications that conform to a given standard or specification. They will be developed from the model or directly from the standard or specification and represent an implementation of the standard or implementation guide being tested or developed;

(iv) “IT Testing Tools” are computer applications built to test implementations of a standard or a portion of a standard when it cannot be tested as a whole. Several tools may be required for test suite for the standard;

(v) “Standard Reference Database (SRD) Applications” include data of physical or chemical properties and are readily extensible to similar systems;

(vi) “Archival Data Sets” (that are not part of the SRD program) are data sets that take information that NIST is ready to make available to the public to enable rapid dissemination of scientific and technical data information to the scientific community and the public.

Reference Information

(i) The following information is provided to provide an example of and IT Model, IT

Standard Reference Implementation and IT Testing Tool as defined above.

NIST developed a UML model and reference implementation for a standard on Material

Declaration. IPC-1752A Materials Declaration Management provides an improved standard for companies in the supply chain to share information on materials in products. NIST helped the standards body (IPC) develop a UML model

(http://www.nist.gov/itl/ssd/ei/upload/ipc1750_v2_rc4a.jpg) of the data flow required to support the exchange of information.

From the UML model, NIST developed a reference implementation called SCRIBA

(http://www.nist.gov/itl/ssd/ei/scriba.cfm). SCRIBA is a basic and free open source product which is a Java-based tool that supports all the major features of IPC-1752A.

With SCRIBA users can enter data, save files, print PDF documents, and export 1752 documents in XML format.

NIST requires this type of activity – to develop a UML model of the standard or implementation guide and then generate XML Schemas/APIs directly from the model so reference implementations like SCRIBA and tools to help with implementation can be developed, in each of the domains listed in the next section.

(ii) By supporting the production, collection, and dissemination of critical reference data in the physical sciences, NIST fulfills its role having primary responsibility in the Federal Government for providing reliable scientific and technical reference data and for coordinating activities on a national scale through National Standard Reference

Data System (NSRDS, http://www.nist.gov/srd/nsrds.cfm) established in 1963 and under the

Standard Reference Data Act (Public Law 90-396, http://www.nist.gov/srd/upload/publiclaw90-396.pdf) of 1968. These data activities are conducted by scientists at NIST and much of this data is disseminated through 80 NIST scientific and technical database applications.

5. SCOPE OF WORK

In performing the contract, the Contractor shall:

1. Provide information technology and database application support services in developing

IT models, IT standard reference implementations, IT tools, standard reference database applications, and archival data sets.

Specific work shall be in accordance with these functional areas and identified within task orders placed against the Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

2. Provide and provide all support for project oversight, equipment, administration and technical execution of this contract.

3. Designate a Senior Program Manager to be a primary contact for the Government and perform contract administration for all task orders. The Senior Program Manager shall maintain status of deliverables for all task orders using the Redmine application. The

Government shall provide access to the application at no cost to the Contractor.

Deliverable status for all active task orders shall be updated within the application on a monthly basis.

4. Comply with appropriate security processing requirements for Contractors and subcontractors.

5. Process H-1 Visas for foreign nationals that are used to provide technical support services. This requirement includes providing information needed for the NIST Associates

Information System (NAIS). Refer to Attachment I for the representative timeline for obtaining H-1 visas.

6. Perform services as specified in each individual task order. Individual task orders will provide specific details and deliverables.

7. Develop solutions in one of more of the following measurement domains:

(a) Standards and Guidelines for Health and Biosciences

(i) Health IT Testing Infrastructure

NIST is responsible for leading the development of the core health IT testing infrastructure that will provide a scalable, multi-partner, automated, remote capability for current and future testing needs.

Support areas include modeling of implementation guides and standards for health, development of test tools to validate conformance of software products to the implementation guides and standards, and development of reference implementations of the standards;

(ii) Biosciences Infrastructure

NIST seeks to aid in the development of an infrastructure to support personalized medicine by developing standards, tests and associated algorithmic methods to enable the seamless exchange of quantitative data in support of clinical diagnostics, laboratory medicine, and medical images.

Support areas include development of archival test sets and test software to assess bio-medical image contents, quality, and feature extraction;

(b) Standards and Guidelines for Commerce

(i) Cyber Physical Systems

Cyber Physical Systems is the tight conjoining of and coordination between computational and physical resources. An example is the Smart Grid. A smart grid delivers electricity from suppliers to consumers using digital technology to save energy, reduce cost and increase reliability. Such a modernized electricity network is being worked on at NIST.

Support areas include modeling portions of the U.S. electrical grid standards to enumerate holes where new standards are required and where existing standards overlap and must be harmonized; Development of use case editors and modeling tools to help developers model the U.S. electrical grid; and Development of tools to validate conformance of software products to the standards, and development of reference implementations;

(ii) Cloud Computing

NIST has been designated to accelerate the federal government’s secure adoption of cloud computing by leading efforts to develop standards and guidelines in close consultation and collaboration with standards bodies, the private sector, and other stakeholders.

Support areas include modeling the required architecture for cloud implementations, development of taxonomies and vocabularies to harmonize nomenclature for cloud computing, development of use case editors and modeling tools to help developers of the architecture documents, development of tools to validate conformance of software products to the standards, and development of reference implementations;

(iii) Voting

NIST has been designated to accelerate voting system standards and guidelines. NIST will develop standards and guidelines in close consultation and collaboration with standards bodies, the private sector, and other stakeholders.

Support areas include IT modeling for voting common data formats IEEE 1622 and development of testing tools for the Voluntary Voting System Guidelines, version 1.0, 1.1 and 2.0;

(iv) Computer Security

NIST conducts studies and outreach necessary to provide standards and guidelines, tools, metrics and practices to protect the nation’s information and communication infrastructure. NIST works in the areas of identity management, cyber security, trusted networking, usability, interoperability, and reliability aspects of information technology.

Support areas include IT modeling for access control and intrusion detection systems, reference implementations for biometric data exchange, and testing tools for vulnerability reduction and continuous monitoring.

(c) Standards and Guidelines for Physical Sciences and Technology

(i) SRD Applications

NIST seeks to facilitate the collection, evaluation, archiving, and public dissemination of scientific, technical, and engineering data and information in the physical sciences in response to the national roadmap established by the National Science and Technology Council’s 2009 report “Harnessing the Power of Digital Data for Science and Society.” This report can be viewed at http://www.nitrd.gov/About/Harnessing_Power_Web.pdf;

Support areas include National Standard Reference Data Series (NSRDS) bound books, Journal of Physical and Chemical Reference Data (JPCRD) monographs and supplements, NIST

Crystal Structure Database SRD 3, NIST Phase Equilibrium Database SRD 31, and other SRD databases described at http://www.nist.gov/srd/.

(ii) Computer Forensics and Software Assurance

NIST seeks to support the computer forensics and software assurance communities in several key areas including development of tools to support computer forensics tool testing; development of methods for identifying software on disks, in memory, and in network traffic; development of material to support the static analysis tool exposition

(SATE), and material for testing computer forensics and software assurance software.

Support areas include development of tools to support computer forensic tool testing; development of methods for identifying software on disks, in memory, and in network traffic; development of material to support the static analysis tool exposition

(SATE), and material for testing computer forensics and software assurance software.

6. DELIVERABLES

Specific deliverables will be defined in each task order.

Examples of deliverables are:

-IT models;

-IT standard reference implementations;

-IT test tools;

-Standard reference database applications;

-Archival database applications;

-Implementations for archiving and dissemination of electronic documents with scientific and technical data and information;

-Technical reports, white papers, conference papers, conference posters;

-Meeting minutes;

-IT Standards, Guidelines, Derived Test Requirements (DTRs), NIST Inter-Agency Reports

(NISTIRs) and related demonstrations. Input(s) shall be technical correct, relevant to subject matter and appropriate to designated audience. Formats shall follow NIST ITL and

WERB requirements;

-Monthly progress reports;

-Software documentation and user guide;

-Attend conferences and present results.

7. INSPECTION AND ACCEPTANCE OF DELIVERABLES

Review of deliverables will be performed by the Contracting Officer’s Representative

(COR) and technically qualified NIST personnel as determined by the COR.

Specific performance standards, acceptance criteria, and timelines for reviews and resubmissions will be defined in each task order.

Deliverables must meet all requirements of the task order prior to acceptance.

8. PAYMENT SCHEDULE

Payment schedules shall be negotiated with each task order. Payments will be tied to submission of deliverables and be spread over the life of the task order.

9. PLACE OF PERFORMANCE

Work under resultant task orders may be performed at the Contractor’s site or on-site at

NIST in Gaithersburg, MD.

The Contractor shall ensure they have adequate office space, equipment and any other amenities to perform work under multiple, concurrent task orders.

The following shall apply to on-site work at NIST Gaithersburg:

(i) Work Hours

Regular work hours for contract personnel work shall be specified in each task order.

Normal core duty hours are between 7:00 AM to 5:00 PM, Monday through Friday, with the exception of Federal holidays or other official closures;

(ii) Facility Closures

In the event that NIST is closed due to national emergency, inclement weather or for any other unscheduled closure, the Contractor shall not report for on-site work. The

Contractor may utilize the NIST status line, 301-975-8000 or 1-800-437-4385 ext 8000, to determine whether NIST is open for business. This status line is generally updated at

5:00 AM Eastern Time on regular business days;

(iii) Federal Holidays

Contractor personnel will not be allowed to work on-site at NIST unless prior approval is granted by the COR and, if appropriate, the Contracting Officer. A list of Federal holidays is provided at http://www.opm.gov/operating_status_schedules/fedhol/2012.asp;

(iv) Safety

Safety training will be provided by NIST for all on-site Contractor personnel. Contractor personnel shall be responsible for knowing and complying with NIST safety policies. Such regulations include, but are not limited to, general safety and fire prevention;

(v) Contractor personnel shall wear a visible Visitor’s or Security badge ID when working on-site at NIST. The badge will be provided by the Government. Contractor personnel shall immediately report any lost or stolen badges to the COR. Upon termination/resignation of their services, all personnel associated with this contract must surrender their badge to the COR;

(vi) Contractor personnel shall identify themselves as contractors in all e-mails, telephone communications, meetings and conferences;

(vii) All Contractor personnel must register their vehicles in accordance with NIST

Security requirements to gain access to and park on the NIST campus. Vehicle passes must be visible while parking on the NIST campus. Upon termination/resignation of their services, all Contractor personnel must surrender their vehicle pass to the COR;

(viii) Contractor personnel shall not use Government facilities or Government property in connection with conducting activities not associated with task order requirements under any given task order;

(ix) Misconduct/Disruption of Services. At any time during the performance of this contract, Contractor personnel whose actions (e.g. intoxication, debilitation resulting from drug use, insubordination, and theft) result in clear disruption or threat to the work force will be immediately removed by the Contracting Officer.

10. TRAVEL

Task orders may require Contractor personnel to travel. The Government will specify in each task order the travel requirements, including, to the maximum extent practicable, the dates and location for which travel is required. The Contractor shall be responsible for making its own travel plans and arrangements for airline tickets, hotel reservations, car rental reservations, etc., as well as arranging for passports and Visas if foreign travel is required.

All travel shall be performed in accordance with and be reimbursed in accordance with the

Federal Travel Regulation.

All travel must be pre-authorized by the COR and the Contracting Officer.

11. PERIOD OF PERFORMANCE

Reference Section F for the Period of Performance for the base contract.

Each individual task order will specify a period of performance. Task orders may include options authorizing the Government to extend the period of performance or separately priced option line items for subsequent task order work.

12. GOVERNMENT-FURNISHED PROPERTY, DATA, INTELLECTUAL PROPERTY AND INFORMATION

All property, data and information provided by the Government in the performance of this task will remain the property of the Government and must be surrendered to the Government upon completion or termination of the contract.

Government Furnished Information/Government Furnished Equipment (GFI/GFE) will be specified in each task order.

For on-site work, telephones, facsimile machines, copiers and computer equipment will be authorized for transaction of official Government business only and shall not be used for personal business. Personal long distance calls are not authorized. Telephones, facsimile machines and computer equipment are subject to communications security monitoring at all times.

Space used by Contractor personnel in performance of services may be used for other purposes during their absences. Items of clothing, personal effects, or equipment cannot be secured by the Government during their absence. The Government will not incur any liability for theft, damage to, or loss of such personal items.

13. DATA RIGHTS

The Government shall maintain unlimited data rights to all deliverables generated under task orders under this contract in accordance with the data rights clauses incorporated in Section I.

14. PERSONNEL QUALIFICATIONS

The Contractor shall be responsible for employing technically qualified personnel to perform the required work. The Contractor shall maintain the personnel, organization, and administrative control necessary to ensure that the work delivered meets task order requirements.

The work history of proposed personnel must contain experience directly related to the task and functions he/she is intended to perform. Foreign nationals are also permitted in order to support the NIST mission.

The Government reserves the right, during the life of the resulting contract, to request work histories on any Contractor employee for the purposes of verifying compliance with the above requirements. In addition, the Government reserves the right to review resumes of Contractor personnel proposed to be assigned.

Personnel required to perform the services set forth herein must meet the minimum qualifications for the respective labor categories identified herein. Personnel assigned to or utilized by the Contractor in the performance of this contract shall, as a minimum, meet the experience, educational, or other background requirements set forth in the job descriptions below and shall be fully capable of performing in an efficient, reliable, and professional manner.

Notwithstanding the Senior Program Manager, the Government has identified the labor categories that will be required on as-needed basis per task order to complete the required work.

1. Senior Program Manager – [Key Personnel]

Educational Requirement: Ph.D. or Master’s degree in the Physical Sciences or Computer

Science from a nationally recognized/certified program.

General Experience: At least 8 years of experience with SOW related studies, technical management, or combination thereof if the individual has a Ph.D. At least 11 years of experience with SOW related studies, technical management, or combination thereof, if the individual has a Master’s degree.

Specialized Experience: At least 3 years of experience with management of government funded computer science or physical science based programs.

2. Computer Scientist/Engineer/Data Scientist

Computer Scientist, Engineer, and Data Scientist are intended as three different labor categories. The requirements below apply to each of these three labor categories.

Educational Requirement: Equivalent means job experience that is comparable to the rigor and analysis achieved while earning a Bachelor’s/Master’s degree.

Level V - Master’s Degree or equivalent and 8 years of general experience and applicable specialized experience

Level IV - Bachelor’s Degree or equivalent and 6 years of general experience and applicable specialized experience

Level III - Bachelor’s Degree or equivalent and 3 years of general experience and applicable specialized experience

Level II - Bachelor’s Degree or equivalent and 1 year of general experience

Level I - Bachelor’s Degree or equivalent

General Experience: Expert in single or multiple technical disciplines providing expert knowledge and insight into specific areas described in this SOW.

Specialized Experience for Levels III through V:

Level V: At least five years of experience working in a scientific environment and experience in one or more of the following advanced information technology categories AND in any of the physical sciences categories listed below:

Information Technology:

-Develop Unified Modeling Language (UML) models and their reference implementations for workflow and interactions from domain specific use cases, whereby the innovative standards-based model-driven solutions include translation tools for legacy and proprietary formats;

-Develop software-based tools and web-based applications for the measurement, analysis, evaluation, management, and dissemination of scientific and technical data;

-Provide technical support services for the facile identification, collection, annotation, evaluation, digitization, archiving, curation, indexing, and dissemination of scientific and technical data and information (i.e., digital curators/archivists and data scientists);

-Computer Security.

Physical Sciences:

-Physical chemistry, atomic spectra, chemical and crystal structures, material properties, computational chemistry, molecular thermochemistry, infrared spectroscopy, phase equilibria of condensed phases, mass spectrometry, solubilities of liquids in liquids, ion/molecule energetics, transport properties of gases in liquids, gas diffusivities, thermophysical properties of solids, and environmental data

Level IV: At least three years of experience working in a scientific environment and experience in one or more of the advanced information technology categories listed above.

Level III: At least one year of experience working in a scientific environment and experience in one or more of the advanced information technology categories listed above.

3. Technician

Educational Requirement: Equivalent means job experience that is comparable to the rigor and analysis achieved while earning a Bachelor’s degree.

Level III - Bachelor’s Degree or equivalent and specialized experience.

Level II - High School Diploma or GED and 2 yrs of general experience and specialized experience.

Level I - High School Diploma or GED.

General Experience for Technician I through III: Works under supervision to perform a variety of IT and technical tasks such as databases, data entry, and data management.

Specialized Experience for Technician II and III: Supports the planning and performance of IT and technical specifications. Supports IT activities related to the development and integration of database projects. Works under the supervision of a scientist and/or project manager.

D. 1 NIST LOCAL-39 MARKING/PACKING INSTRUCTIONS

(1)If the total contract/order includes multiple quantities of the same or like item(s), segregated as separate CLIN/Item numbers, deliverables shall be packed accordingly. Each individual package/container in the shipment shall include deliverables on a per-CLIN or Item basis.

(2)For each shipment made under this contract/order, the Contractor shall furnish itemized packing list(s), enumerating the specific contents of each shipping container and what specific individual components constitute a full and complete "unit" for each bid item. The packing list shall include the brief description of each item found in the Schedule. If more than one container is required for each unit, each container should be marked accordingly, e.g., "Box 1 of 2," "Box 2 of 2," and the boxes, where feasible, should be taped or shrink-wrapped together as an issuable unit.

(b) The responsibilities and limitations of the COR are as follows:

(1) The COR is responsible for the technical aspects of the contract and serves as technical liaison with the contractor. The COR is also responsible for the final inspection and acceptance of all deliverables and such other responsibilities as may be specified in the contract.

(2) The COR is not authorized to make any commitments or otherwise obligate the Government or authorize any changes which affect the contract price, terms or conditions. Any contractor request for changes shall be referred to the Contracting Officer directly or through the COR. No such changes shall be made without the express written prior authorization of the Contracting Officer.

The Contracting Officer may designate assistant or alternate COR(s) to act for the COR by naming such assistant/alternate(s) in writing and transmitting a copy of such designation to the contractor.

G. 3 1352.237-70 SECURITY PROCESSING REQUIREMENTS - HIGH OR MODERATE RISK CONTRACTS (APR 2010)

(a) Investigative Requirements for High and Moderate Risk Contracts. All contractor (and subcontractor) personnel proposed to be employed under a High or Moderate Risk contract shall undergo security processing by the Department?s Office of Security before being eligible to work on the premises of any Department of Commerce facility, or through a Department of Commerce IT system. All Department of Commerce security processing pertinent to this contract will be conducted at no cost to the contractor. The level of contract risk will determine the type and scope of such processing as noted below.

(1) Non-IT Service Contracts

(i) High Risk - Background Investigation (BI)

(ii) Moderate Risk - Moderate Background Investigation (MBI)

(2) IT Service Contracts

(i) High Risk IT - Background Investigation (BI)

(ii) Moderate Risk IT - Background Investigation (BI)

(b) In addition to the investigations noted above, non-U.S. citizens must have a pre-appointment check that includes an Immigration and Customs Enforcement agency check.

(c) Additional Requirements for Foreign Nationals (Non-U.S. Citizens) To be employed under this contract within the United States, non-U.S. citizens must have:

(1) Official legal status in the United States

(2) Continuously resided in the United States for the last two years; and

(3) Advance approval from the servicing Security Officer of the contracting operating unit in consultation with the Office of Security (OSY) headquarters. (OSY routinely consults with appropriate agencies regarding the use of non-U.S. citizens on contracts and can provide up-to-date information concerning this matter.)

(d) Security Processing Requirement. Processing requirements for High and Moderate Risk Contracts are as follows:

(1) The contractor must complete and submit the following forms to the Contracting Officer Representative (COR):

(i) Standard Form 85P (SF 85P), Questionnaire for Public Trust Positions;

(ii) FD 258, Fingerprint Chart with OPM?s designation in the ORI Block; and (iii Credit Release Authorization.

(2) The Sponsor will ensure that these forms have been properly completed, initiate the CD-254, Contract Security Classification Specification, and forward the documents to the cognizant Security Officer.

(3) Upon completion of the security processing, the Office of Security, through the servicing Security Officer and the COR, will notify the contractor in writing of the individual?s eligibility to be given access to a Department of Commerce facility or Department of Commerce IT system.

(4) Security processing shall consist of limited personal background inquiries pertaining to verification of name, physical description, marital status, present and former residences, education, employment history, criminal record, personal references, medical fitness, fingerprint classification, and other pertinent information. For non-U.S. citizens, the COR must request an Immigration and Customs Enforcement (formerly INS) agency check. It is the option of the Office of Security to repeat the security processing on any contract employee at its discretion.

(e) Notification of Disqualifying Information. If the Office of Security receives disqualifying information on a contract employee, the COR will be notified. The COR, in coordination with the contracting officer, will immediately remove the contract employee from duty requiring access to Departmental facilities or IT systems. Contract employees may be barred from working on the premises of a facility for any of the following:

(1) Conviction of a felony of a crime of violence or of a misdemeanor involving moral turpitude.

(2) Falsification of information entered on security screening forms or of other documents submitted to the Department.

(3) Improper conduct once performing on the contract, including criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct or other conduct prejudicial to the Government regardless of whether the conduct directly related to the contract.

(4) Any behavior judged to pose a potential threat to Departmental information systems, personnel, property, or other assets.

(f) Failure to comply with the requirements may result in termination of the contract or removal of some contract employees from Department of Commerce facilities or access to IT systems.

(g) Access to National security Information. Compliance with these requirements shall not be construed as providing a contract employee clearance to have access to national security information.

(h) The Contractor shall include the substance of this clause, including this paragraph, in all subcontracts.

G. 4 1352.237-71 SECURITY PROCESSING REQUIREMENTS - LOW RISK CONTRACTS (APR 2010)

(a) Investigative Requirements for Low Risk Contracts. All contractor (and subcontractor) personnel proposed to be employed under a Low Risk contract shall undergo security processing by the Department?s Office of Security before being eligible to work on the premises of any Department of Commerce owned, leased, or controlled facility in the United States or overseas, or to obtain access to a Department of Commerce IT system.
