☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased. The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is 30 days

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The MTS Controller requested in this procurement is needed for equipment located in the Materials Research Lab (buildings 1205) within the Research Directorate for the Durability Damage Tolerance and Reliability Branch (DDTRB). MTS equipment systems are an important part of laboratory testing. As these systems get older and fail, it is important to upgrade the systems to increase maintain functionality.
We are replacing a failed controller with these new systems. Compatibility and interchangeability are needed for use with existing mts hardware and software that are currently in use supporting the NESC, and multiple branches. The specified Systems and vender will ensure compatibility is critical to ongoing work in the lab. Re-installation, calibration, and repair are needed on this equipment distributed across both buildings and organizations to maintain functioning of the laboratories. Due to the complexity, need for manufacture specific parts, knowledge of equipment, need of warranty, MTS is the only source for these services.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Procurement of a non MTS vender will affect schedule of planned work, cause possible loss of operation of the equipment and require a postponement of project and critical flight required activities. To pursue the evaluation or procurement of an alternate solution would be both operationally cost and time prohibitive.
