☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from DEWESoft, LLC for Dewesoft SIRIUS-XR9 Hardware Purchase. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is To be determined.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

A comprehensive market assessment and comparison of available data acquisition hardware vendors was conducted to evaluate pricing, technical capabilities, performance requirements, and compatibility considerations. The selected hardware was determined to provide the best overall value to the Government by offering competitive pricing while meeting all required technical and operational specifications.In addition to cost competitiveness, the selected hardware possesses unique capabilities that are not readily available from alternative vendors. These capabilities are essential to supporting the project's data acquisition, measurement, and testing objectives, ensuring reliable performance and operational flexibility. Furthermore, the selected hardware is fully compatible with existing data acquisition systems and infrastructure currently deployed at NASA Ames Research Center. Maintaining compatibility with established facility hardware minimizes integration risks, reduces implementation and validation efforts, avoids unnecessary modifications to existing systems, and supports continuity of operations. Utilizing hardware that interfaces seamlessly with current equipment also reduces training requirements, lowers lifecycle support costs, and promotes efficient maintenance and sustainment activities. Based on the technical evaluation, cost analysis, and compatibility assessment, the selected hardware represents the most advantageous solution for NASA Ames Research Center, providing the required functionality, operational efficiency, and overall best value to the Government.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Failure to procure the selected data acquisition hardware would result in increased project costs and schedule impacts associated with the acquisition, integration, and implementation of an alternative hardware solution. The use of non-compatible or unfamiliar hardware would require additional engineering effort for system integration, testing, and validation to ensure compliance with project requirements and facility operational standards. Furthermore, personnel would require additional time to become familiar with and develop proficiency in the operation, configuration, and maintenance of the

Page 2 V2.0 3-15-2017 alternative hardware. This learning curve would necessitate supplemental training and knowledge transfer activities, potentially reducing workforce efficiency during the transition period.

Collectively, these factors would increase overall project costs, introduce schedule delays, and elevate technical and programmatic risks. The selected hardware mitigates these impacts by leveraging existing user expertise and compatibility with current NASA Ames Research Center infrastructure, thereby supporting timely project execution and cost effective operations.
