The facility is a 30' × 15' × 10' explosion-resistant operations building constructed to ATF Type 2 magazine specifications and must be fully assembled and delivered as a prefabricated unit.

The facility must include an integrated explosion-resistant power distribution system with 120/208V 3-phase main panel (NEMA 3R), 100A main breaker, 50A breaker and transformer for oven/480V outlet, and multiple 120V/20A explosion-resistant receptacles. HVAC requirements specify a Class II, Division 1 explosion-resistant unit with 36,000 BTU rating and a matching explosion-resistant heater. Additional systems include ESD-rated conductive tile flooring with "Titanium Dark Gray" finish, copper bus bar grounding system with isolated ground plates, lightning protection kit with NFPA-compliant ground rods, aluminum non-sparking work benches (10'×3' and 5'×3'), shelves, isolated-ground workstations, self-contained eye-wash station, and floor drain. All doors must feature ATF-compliant hooded locking systems with panic bars. Delivery is FOB destination to MSFC in Huntsville, Alabama, with an estimated availability of approximately 30 weeks after drawing approval. Acceptance criteria include review of as-built drawings, verification that all systems match specifications, visual inspection for damage, and functional demonstrations. The contractor shall provide 12-month warranties on materials, workmanship, and paint against flaking or peeling.
