☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from FourStar Bti CRG. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is September 30, 2026.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

FourStar® Bti CRG is a highly selective multi-brood microbial insecticide granule effective against mosquito larvae in a variety of aquatic habitats for up to 40 days or more. FourStar® Bti CRG releases effective levels of Bacillus thuringiensis subspecies israelensis to the water surface and throughout the water column over time. FourStar® Bti CRG can be applied prior to flooding

(i.e. “pre-hatch”) to known breeding sites that flood intermittently. In such areas, one application of FourStar® Bti CRG prevents adult mosquito emergence for up to four subsequent floodings. The actual length of control depends on the duration and frequency of flooding events. Alternate wetting and drying will not reduce granule effectiveness.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Insects develop a resistance to chemicals over time. Best Management Practices recommend rotating chemicals to prevent this resistance. Brevard County, Mosquito Control Office recommends that this chemcical is added to the application roatation. KSC’s land manager, the Merritt Island National Wildlife Refuge supports this recommendation. Not purchasing this checmical could result in NASA purchasing a chemical we used in previous years, with no impact on the mosquito population.

ADDITIONAL COMMENTS:

This larvicide will help prevent mosquitos from breeding and developing resistance to previously purchased larvicides.
