About this file
This is a NASA Sole Source Justification and Determination document (version 2.0, dated 3-15-2017) submitted by the NASA Shared Services Center to justify single-source procurement from Electrical Equipment Company for Allen-Bradley hardware manufactured by Rockwell Automation.
The procurement involves PLC (Programmable Logic Controller) modules and equipment required to interface with extensive existing Rockwell Automation/Allen-Bradley systems already in use. The total estimated cost is redacted, and the estimated period of performance or lead-time for delivery ranges from 1 week to 4 months. The justification establishes that competition is impractical because the requested components must be Rockwell Automation/Allen-Bradley equipment for compatibility with existing systems, and Electrical Equipment Corporation is identified as the only authorized dealer for the region. The document notes that using alternative vendors or brands would necessitate scrapping all existing interfacing equipment and purchasing replacement systems, while also resulting in loss of factory support, warranties, and access to the latest equipment versions. The document was signed on 4/9/26 by the technical user.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Electrical Equipment Company only for Allen-Bradley Hardware. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 1 week - 4 months.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The requested components are required to be Rockwell Automation/Allen-Bradley equipment because they will need to interface with extensive existing Rockwell/Allen Bradley PLC’s and equipment. To continue use of existing equipment, the new equipment must be procured from the original manufacturer.
Electrical Equipment Corporation is the only authorized dealer for our region.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
There is no other source for these PLC modules and equipment other than Rockwell Automation/Allen- Bradley. Attempting to use a different brand would require scrapping all existing interfacing equipment and buying new. If an attempt is made to purchase the Rockwell Automation/Allen-Bradley brand from another source, the Government will not have access to factory support, warranties, and the latest version of the equipment.
